Choose Reset this PC when you want Windows reinstalled through its built-in recovery tools, especially if you want to keep personal files. Choose a clean install from bootable installation media when you intend to remove the existing Windows installation—such as when suspected malware persists or other recovery options fail. A clean install removes files on the selected drive, so back up first. Before either route, check whether a less disruptive repair will solve the problem.
First, know which recovery option you mean
“Reset,” “reinstall,” and “clean install” describe different procedures with different consequences. The choice is not simply whether to reinstall Windows; it is what data and setup you want to preserve and how you start the process.
Reset this PC
Reset is available through Windows Settings or the Windows Recovery Environment (WinRE). Keep my files reinstalls Windows while keeping personal files, but removes installed apps and settings. Remove everything removes personal files, apps, and settings as Windows is reinstalled. Microsoft also provides a clean-data option intended to make removed files harder to recover; it is relevant when preparing a PC for another owner, but should not be treated as certified secure erasure. Microsoft’s Reset your PC instructions explain the choices.

Cloud download and local reinstall
These are source choices within Reset this PC, not alternatives to booting from a USB drive. Cloud download gets a fresh copy of Windows; local reinstall uses files already on the PC and may not include the latest updates. If local files are damaged, cloud download may be a more suitable reset source, but it is still a reset—not a bootable-media clean install.

Windows Update repair reinstall
On supported Windows 11 devices, Fix problems using Windows Update reinstalls the current Windows version to repair system files and components while preserving apps, files, and settings. Check this first if the goal is to fix Windows without rebuilding your setup. The option may be unavailable on devices affected by certain update policies or management configurations. See Microsoft’s instructions for reinstalling the current Windows version.
Setup launched from inside Windows
Running Windows Setup from installation media while Windows is open is an in-place reinstall, not a clean install. Setup can offer choices to keep personal files and apps, keep personal files only, or keep nothing. Those choices differ from booting the PC from the media to install a fresh copy. Microsoft outlines the distinction in Ways to install Windows 11.

Clean install by booting from installation media
Booting from Windows installation media to install a fresh copy removes the existing Windows installation and the files on the selected drive, including installed apps. Use this route only when you accept that loss and have backed up what you need. Microsoft describes this method in its installation-media reinstall guide.

Choose a route based on the problem
| Situation | Start with | Why |
|---|---|---|
| Windows starts, and a recent update appears to have caused the issue | Try uninstalling the update or, if available, the Windows Update repair reinstall | These are less disruptive than Reset or a clean install; the repair reinstall preserves files, apps, and settings. |
| Windows starts and needs a fresh setup, but personal files should remain | Reset this PC > Keep my files | It keeps personal files but removes apps and settings. |
| Suspected malware remains after a Windows Security scan | Consider a clean install from installation media if the problem continues | Microsoft recommends considering this route for persistent suspected malware; it removes the Windows installation and files from the selected drive and can help remove malware from that installation. |
| Windows will not start, or other recovery options fail | Try recovery options in WinRE; if they fail and you have no recovery drive, use installation media made on another working PC | Installation media is a fallback, but booting from it for a clean install removes the existing installation and data. |
| You plan to sell, donate, or otherwise clear the PC | Compare Reset > Remove everything with its clean-data option against a clean install | Reset’s clean-data option is intended to make removed files harder to recover. A normal clean install is not certified secure erasure. |
Microsoft provides procedural guidance for these scenarios, not a measured comparison of success rates. A clean install is not a guarantee against hardware, firmware, or account problems. See Recovery options in Windows for the available paths and their risks.

Prepare before resetting or installing
- Back up important files. Use a cloud backup or an external device, then confirm the backup is complete and accessible before starting. Microsoft warns that recovery choices can cause data loss.
- Find your BitLocker recovery key. If BitLocker is enabled, the key may be needed to access many recovery options in WinRE.
- Check what the selected route preserves. Keep my files still removes apps and settings; booting from installation media for a clean install removes the existing installation and files.
- If creating installation media, use a blank USB drive. Creating the media deletes the selected USB drive’s contents. Microsoft explains the process in Create installation media for Windows.
- Consider manufacturer recovery media if factory software or hardware-specific drivers matter. Microsoft notes that manufacturer media typically includes these items, which may not be present in generic Microsoft media.
What a clean install can—and cannot—tell you
A clean install is a deliberate way to replace the current Windows installation, not a universal repair. It is a reasonable option when Microsoft’s guidance points to installation media—particularly persistent suspected malware or recovery methods that have failed—and when you are prepared to lose the selected drive’s existing contents. It cannot be presented as more successful than Reset based on a comparative success-rate study: Microsoft’s documentation describes procedures and behavior, not controlled outcome statistics.
For Microsoft’s broader explanation of the choices, its recovery guide answers the question, “What is the difference between resetting and reinstalling Windows?” and notes: “Some recovery options can result in data loss.”
