After setting up Windows 11, review Settings > Privacy & security > Diagnostics & feedback, Recommendations & offers, the app permissions you use, and Settings > Personalization > Device usage. These controls let you choose whether to share optional diagnostic data, allow apps to use certain capabilities, and receive personalized tips or suggestions. They do not turn off every kind of data collection or govern every desktop app, so check the scope of each setting before changing it.

Start with the choices that affect what Windows shares or personalizes

Windows 11’s privacy controls are spread across several pages because they govern different things. Diagnostic data helps Microsoft understand device and software performance; app permissions govern access to capabilities such as a camera or location; personalization settings affect the tips and suggestions Windows presents. A switch on one page is not a universal privacy control.

For a focused first pass, open Start > Settings > Privacy & security. Review the diagnostic-data choice and feedback options, then visit Recommendations & offers if that page is available. Next, inspect permissions for capabilities you use, and finish at Settings > Personalization > Device usage. You can leave settings on when their functionality is useful to you; there is no single set of switches everyone must disable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Want fewer personalized tips and suggestions? Review Recommendations & offers and Device usage.
  • Want to limit optional diagnostic sharing? Review Diagnostics & feedback, while recognizing that required diagnostic data is a separate category.
  • Want to control an app’s access to a capability? Review that capability’s page under Privacy & security, then check the app itself if it is a desktop program.

Think of the review as several separate decisions, rather than a single “private” or “public” setting. Diagnostic-data controls concern information sent to Microsoft; permission pages concern listed apps and particular capabilities; personalization options affect how Windows uses information to tailor suggestions. The same app can be relevant to more than one of these areas, but changing one setting does not automatically change the others.

Choose whether to send optional diagnostic data

Where to find the controls

Go to Start > Settings > Privacy & security > Diagnostics & feedback. Review the diagnostic-data selection and the feedback or personalization controls shown on your device. The available wording can vary as Windows changes.

Required and optional data are different

Microsoft distinguishes required diagnostic data from optional diagnostic data. Required data supports purposes such as prioritizing product improvements and checking app compatibility. Optional data can include additional information about app activity and device health. If your aim is to limit what is sent, decide whether to turn off the optional-data choice if it is available; do not assume that Windows offers a switch to disable all diagnostic data.

This is a data-sharing choice, not an app permission. Changing it does not decide whether an individual program can use your microphone, camera, or location. Those controls are elsewhere in Settings.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction matters when deciding what to change. A person who wants Windows to receive less diagnostic information can review the optional-data choice without needing to deny camera or microphone access to every app. Conversely, changing an app’s camera permission does not determine whether optional diagnostic data is enabled. Treat each setting according to its purpose, and avoid interpreting the presence of required diagnostic data as evidence that optional data is also on.

What if the choice is unavailable?

On a work or school computer, an administrator may manage the device and set which diagnostic options are available. Windows may identify that the device is managed by an organization. Follow your organization’s policy or ask its IT administrator rather than expecting a local setting to override management.

Decide which recommendations and personalization you want

Review Recommendations & offers

When available, open Settings > Privacy & security > Recommendations & offers. Review each option according to your preferences. These settings change the use of personalization features and suggestions; they are not all security switches.

Setting What it affects How to decide
Personalized offers Microsoft says this may use device information and Windows diagnostic data, and may combine it with account information and data from other Microsoft products and services, to provide tips, ads, and recommendations. Turn it off if you prefer fewer personalized offers. Leave it on if tailored tips and recommendations are useful to you.
Advertising ID Windows provides an identifier for each user on a device that participating apps and advertising networks can use for personalized advertising. Turn it off if you do not want apps to use this Windows identifier for that purpose. It does not block every way ads can be personalized.
Website access to the language list Allows websites to use your preferred language list to offer locally relevant content. Consider turning it off if you do not want Windows to share that list with websites through this setting.
Start and search personalization Allows Windows to track app launches to personalize Start and search results. Turn it off if you prefer not to have app launches used for this personalization; keep it on if tailored results matter more to you.
Suggested content in Settings Allows Settings to show suggestions, including feature and app recommendations. Turn it off if you prefer Settings without these suggestions.

These controls address different types of personalization, so choose them individually. For example, you might want to stop Start and search from using app launches while still finding suggested content in Settings useful. Or you may prefer to disable several offers and suggestions but keep a language preference available to websites for locally relevant content. There is no requirement to make the same choice across every option.

Advertising ID is not an ad blocker

Microsoft Support’s explanation is explicit: “Turning the advertising ID off will not reduce the number of ads you see, but it may mean that ads are less interesting and relevant to you.” The setting concerns the Windows advertising identifier used by participating apps and advertising networks. It does not control other mechanisms, such as website cookies, so do not treat it as a way to remove ads or prevent all interest-based advertising.

In practical terms, turning off Advertising ID is about one identifier, not a promise that ads disappear across Windows, apps, or websites. If you still encounter ads after changing it, that result does not by itself mean the toggle failed: the setting is not designed to reduce the total number of ads. It may affect how relevant ads are when an app uses that identifier.

Labels may change after updates

Microsoft says Tailored experiences is being replaced by Personalized offers on newer Windows versions. If you do not see the label shown in an older guide, look for the current Recommendations & offers page and use the labels on your PC. Follow your normal Windows update policy rather than assuming that a missing option means the same setting is elsewhere.

Review permissions for the capabilities your apps use

Inspect permissions by capability

Open Settings > Privacy & security, then select a capability such as Location, Camera, or Microphone. Review the overall permission and the app-specific choices shown on that page. Windows lists other capabilities as well, including contacts and calendar. The relevant pages let you choose which listed apps can use the capability or related information.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful review is based on what each app needs to do. A calling app may need a microphone when you make calls; a map app may need location for location-based directions. If an app has no clear reason to use a capability, turn off its access where Windows offers an individual control. If you do need the capability, allow access for the relevant app rather than treating the global setting as the only option.

Work through the capabilities that matter to your routine instead of trying to change every permission indiscriminately. If you use a camera for video calls, look at the apps listed under Camera and keep access for the ones you recognize and use. If an app needs location for its expected function, decide whether that access is useful to you. The relevant question is whether a particular listed app needs a particular capability—not whether all apps should receive or lose access by default.

Understand the desktop-app limitation

Windows’ permission lists may not show desktop apps, including some programs installed from the web, and those apps may access certain data or capabilities differently. A missing app in a list is not proof that it has no access. For a desktop program, inspect its own privacy settings and use software you trust. Do not assume that an app-level Windows switch governs every program on the device.

Some capability pages may show a global control as well as per-app choices. A global change can affect more than one app, so check the resulting behavior of software you rely on before concluding that a capability is no longer available to it.

This is an important coverage difference: the Windows list can help you manage access for apps it identifies, but it is not a complete inventory of all desktop software. For apps obtained outside the Microsoft Store or other traditional desktop programs, look for controls within the app and consider whether you trust the software. Do not infer that a desktop app is blocked simply because it is absent from the Windows list.

Check App diagnostics separately

App diagnostics is distinct from permissions for camera, microphone, or location. It concerns access to specified information about other running apps. Microsoft’s examples include app names, package names, the account under which an app runs, and memory use.

Open Settings > Privacy & security > App diagnostics if the page is available. Review the overall and per-app controls, and limit access if you do not need a listed app to use this information. This setting is not a universal process-privacy switch: desktop apps do not appear in its list and are not affected by it.

Because the setting concerns information about other running apps, it is separate from the question of whether an app can use a hardware capability. Review the global and individual choices based on whether a listed app needs access to those details. Do not treat App diagnostics as a control over every program’s visibility into other processes, since Microsoft says desktop apps are outside this list and setting.

Change the Device usage choices made during setup

Go to Settings > Personalization > Device usage to review the categories selected during setup. Microsoft gives examples such as gaming, creativity, school, and business. Choices in these categories can be associated with tips, trials, pinned suggestions, or recommendations.

Change the selections to match how you actually use the PC, or clear categories you do not want to inform those suggestions. You can revisit this page later; these selections are personalization preferences, not a requirement for Windows security or basic device operation.

For instance, a computer initially set up for school might later be used mainly for creative work or gaming. Revisiting Device usage lets you adjust the categories to fit that change, rather than treating the setup answers as permanent. If you do not want category-based suggestions, review and clear the selections you do not want to use. The trade-off is about the relevance of tips and recommendations, not whether Windows can perform its basic functions.

Review Microsoft account controls beyond Windows Settings

Windows’ on-device settings do not cover every preference tied to a Microsoft account or service. Microsoft’s privacy dashboard provides account-level activity and advertising settings. If you use Microsoft services or have activity associated with your account, review those controls separately from the local Windows settings. A device setting and an account-level preference have different scopes; changing one does not establish that every service or synced activity is covered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is a scope comparison worth keeping in mind: Windows Settings govern the local controls described on the relevant pages, while the privacy dashboard is for account-level activity and ad settings. If your concern includes activity tied to Microsoft services or an account, checking only the PC’s switches may leave that separate preference area unreviewed. Likewise, changing an account-level setting should not be mistaken for changing a camera, location, or microphone permission on the device.

A practical order for a privacy review

  1. Open Settings > Privacy & security > Diagnostics & feedback. Decide whether you want to send optional diagnostic data, and review the feedback and personalization options shown.
  2. Open Settings > Privacy & security > Recommendations & offers, if present. Decide separately about Personalized offers, Advertising ID, language-list access, app-launch tracking, and suggested content in Settings.
  3. Return to Privacy & security and inspect the capability pages relevant to your apps, such as Location, Camera, Microphone, Contacts, or Calendar. Adjust individual app access where available.
  4. Review Privacy & security > App diagnostics if you want to limit listed apps’ access to information about other running apps.
  5. Open Settings > Personalization > Device usage and update the usage categories selected during setup.
  6. If you use Microsoft account services, review account-level activity and ad preferences in Microsoft’s privacy dashboard as a separate step.

Keep the scope in mind as you go. Optional diagnostics is not the same thing as app access; Advertising ID is not an ad blocker; App diagnostics does not control every desktop app; and an account dashboard is not the same as a local permission page. If a feature you depend on stops working after a change, revisit the setting that controls that capability and make a targeted adjustment rather than reverting unrelated choices.

When a setting is missing or does not seem to apply

  • The page name differs: Windows labels can change with updates. For example, Microsoft says Tailored experiences is being replaced by Personalized offers on newer versions. Use the current label displayed in Settings.
  • The switch is unavailable: The PC may be managed by an organization. Check for a management notice and consult the administrator instead of trying to bypass policy.
  • An app does not appear in a permission list: It may be a desktop app, which may not appear in Windows’ lists or be governed by those controls. Check its own settings.
  • You still see ads: Turning off Advertising ID does not reduce the number of ads and does not govern other advertising mechanisms, including website cookies.
  • You still see suggestions: Different settings influence different suggestions. Review Recommendations & offers and Device usage rather than assuming one switch controls all tips and recommendations.

Windows settings are not a substitute for reviewing the privacy settings of desktop software or account-level services. A permission list only tells you about the apps and controls it covers, and a local toggle should not be assumed to override an organization’s management policy. The labels and available options can also differ across Windows updates.

Microsoft Support pages checked on October 13, 2026 describe the functions of these controls, but Windows behavior and labels can vary by update, and organizational policies differ. The settings on your device are the best guide to which options are currently available. No accessory or third-party privacy tool is required to complete this settings review; the controls described here are built into Windows and the Microsoft account privacy dashboard.

Frequently Asked Questions

Can I turn off all diagnostic data in Windows 11?

Microsoft distinguishes required diagnostic data from optional diagnostic data. You can review the optional-data choice under Settings > Privacy & security > Diagnostics & feedback, if available, but do not assume Windows offers a switch to disable all diagnostic data.

Does turning off Advertising ID stop ads in Windows 11?

No. Microsoft says turning off the advertising ID will not reduce the number of ads, though ads may be less relevant. The control concerns the Windows advertising identifier used by participating apps and advertising networks; it does not govern every method, such as website cookies.

Why can’t I change a Windows 11 privacy setting?

A work or school device may be managed by an organization, and its administrator can govern which diagnostic options are available. Follow your organization’s policy or ask its IT administrator rather than expecting a local change to override management.

Why is an app missing from the Camera, Microphone, or other permission list?

Some desktop apps may not appear in Windows’ permission lists and may access capabilities differently. Check the desktop app’s own privacy settings and use software you trust; absence from a Windows list does not prove the app has no access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need a third-party tool or accessory to change these privacy settings?

No. The controls covered here are built into Windows 11, with separate Microsoft account activity and advertising settings available through the privacy dashboard. A physical accessory such as a webcam cover is not needed to configure camera permissions.

The Bottom Line

After setup, review optional diagnostic data, Recommendations & offers, the app permissions relevant to your use, App diagnostics, Device usage, and account-level controls if applicable. Make each choice according to its scope: required diagnostics remain distinct from optional data, Advertising ID is not an ad blocker, and Windows permission lists may not cover desktop apps. If a setting is unavailable on a managed PC, ask the administrator.
