Verdict: If you use a Windows 11 PC, an Android phone is the practical choice. Windows 11 is a desktop operating system, not a current phone platform. Microsoft’s Phone Link connects a compatible Android phone to Windows so you can handle selected messages, notifications, calls, recent photos and mirrored phone apps from the PC. It does not install Windows 11 on the phone or install Android apps in Windows.
What “Windows 11 phone vs. Android phone” actually means
There is no supported Windows 11 smartphone edition to compare with Android. The former Windows 10 Mobile platform reached end of support on January 14, 2020, and it is not a current alternative for a new phone purchase. Microsoft documents Phone Link as a connection between a Windows PC and a phone, including Android devices and iPhones, rather than as a phone operating system. See Microsoft’s lifecycle guidance for the Windows 10 Mobile end-of-support date: Windows 10 Mobile support status.

Can you run Windows 11 on a phone?
Not as a supported consumer setup described by Microsoft. Phone Link is sometimes mistaken for a phone edition of Windows because it displays phone content in Windows, but the relationship works in the opposite direction: Windows runs on the PC and Android runs on the handset. The phone supplies the apps, mobile connection and underlying data while the PC presents selected controls or mirrored views.
Quick decision: which option fits your situation?
| Need | Best fit | Reason |
|---|---|---|
| Use Windows 11 at work and want phone messages, alerts and calls on the PC | Compatible Android phone with Phone Link | Microsoft supports these PC-to-phone features, subject to device and market limits. |
| Run Windows 11 as the phone’s operating system | Neither option | Windows 11 is not a current supported phone OS. |
| Use several Android apps in Windows | An Android 11-or-later phone with compatible Phone Link support | Multiple-app mirroring has additional requirements; most other supported phones open one mirrored app at a time. |
| Use separate personal and work Android profiles through Phone Link | Neither, if this is mandatory | Microsoft says Phone Link does not currently support multiple Android profiles or work/school accounts. |
| Choose a phone for camera, battery, accessibility, price or update policy | Compare specific Android models | Those qualities vary by handset. The available Phone Link documentation does not establish a model-level winner. |
| Send files or lock a PC remotely | Check current Link to Windows availability | A July 24, 2025 Windows Insider preview showed these capabilities, but preview availability is not a promise that they are in every public release. |
What Phone Link can do with an Android phone
Microsoft’s general requirements page describes Phone Link as a way to access selected phone capabilities from a Windows PC. Depending on the handset and the enabled experience, you may be able to:
- Read and reply to text messages.
- See phone notifications on the Windows desktop.
- Make and answer calls through the PC connection.
- Browse recent photos from the phone.
- Open selected Android apps in a mirrored window.
These functions are best understood as convenience features for a nearby, connected phone. They do not create a second, independent phone account in Windows. If the phone is unavailable or the connection is interrupted, the PC-side experience can stop even though the phone itself continues to work normally.
The feature list is not identical for every Android phone. Basic Phone Link support and advanced experiences such as Phone screen, app mirroring and RCS messaging are governed by separate compatibility lists. Check the candidate handset against Microsoft’s current table before buying: supported devices for Phone Link experiences.
Messages and notifications
Messages and notifications are the most broadly useful parts of the connection for desk work. A notification can be handled without picking up the phone, while the phone remains the device that actually receives and processes the underlying account or app activity. Availability and behavior depend on the phone model, Android version and the specific app.
Notification access is permission-based. If alerts are missing, review notification access on the handset as well as notification settings in Windows. A single denied permission can remove one category of activity without meaning that pairing has failed altogether.
Calls
Phone Link can expose calling functions on the PC when the phone and computer are paired and the required permissions and wireless connection are available. This is a convenience layer, not a replacement for the phone’s cellular hardware or carrier service. Keep the handset nearby and available for the call experience to remain useful.
Photos and files
Recent photos can be viewed from Windows through the supported Phone Link experience. This is useful for quickly checking or using a newly captured image, but it should not be treated as proof that every phone folder is available as a full Windows drive. Do not assume that every file-management function is available on every handset.

Microsoft’s July 24, 2025 Windows Insider preview described additional Link to Windows capabilities, including file sending, recent activity and remote PC locking; that post described preview software, so those items should not be treated as generally available without checking the current release: Windows Insider preview of the refreshed Link to Windows experience.
Android apps on a Windows PC
Phone Link’s Android apps experience mirrors apps that continue running on the phone. It does not install Android applications into Windows, and the phone must remain available for the mirrored session. This distinction matters for storage, permissions and troubleshooting: changing an app on the phone changes what is mirrored, while installing desktop software on Windows does not create an Android installation.
Microsoft says the multiple-app experience requires Android 11 and compatible device support. On most other supported Android phones, Phone Link can open one mirrored app at a time. Microsoft also lists a current known issue that can prevent mobile Microsoft Office apps from opening from Recent Apps. Consult the detailed behavior and requirements here: Use apps from your Android device on your PC.
Requirements before you buy or set up a phone
Microsoft’s general Phone Link requirements currently include the following:
| Requirement | What Microsoft specifies |
|---|---|
| Phone software | Android 10 or later for the general Android connection. |
| PC software | A Windows 11 PC, or a Windows 10 PC with the October 2022 update or later. |
| Network | Both devices should be connected to Wi-Fi. |
| Accounts | The setup may request the same Microsoft account on the PC and phone. |
| Advanced features | Phone screen, app mirroring and RCS have separate device, market, carrier and messaging-app conditions. |
Android 10 is the baseline for the general connection, not a guarantee that every feature will appear. If your priority is multiple mirrored apps, check for Android 11 and the specific compatible-device listing. If your priority is RCS, also check the default messaging application, country and carrier. A phone can satisfy the general Android requirement and still fail one of these advanced checks.
Read the current setup and requirements page before pairing: Phone Link requirements and setup. Requirements can change as Microsoft adds or retires device-specific experiences.
How to connect an Android phone to Windows 11
- Confirm compatibility. Check that the phone runs Android 10 or later, the PC runs Windows 11, and the handset appears on Microsoft’s supported-device page for any advanced feature you need.
- Put both devices on Wi-Fi. Phone Link relies on the connection between the PC and phone; using different networks or disabling Wi-Fi can prevent pairing or interrupt features.
- Open Phone Link on the Windows PC. Start the built-in Phone Link setup and choose the Android option.
- Complete the phone-side pairing flow. Follow the on-screen instructions to install or open the Link to Windows companion where required, sign in, and approve the requested permissions.
- Use the least access necessary. Review permissions for messages, contacts, calls, notifications and photos. Denying a permission can disable its corresponding feature without indicating that the entire connection has failed.
- Test your actual workflow. Send a test message, trigger a notification, place a call and open a recent photo. If app mirroring or RCS is important, test those features specifically rather than assuming basic pairing proves compatibility.
Microsoft may require the same account during setup. If your organization restricts personal accounts or phone integration, check its policy before pairing a work computer. A company-managed Windows profile can also have rules about notifications, contacts or personal data appearing on a work screen, so approval from an administrator may be necessary even when the consumer setup itself succeeds.

Reducing context switching
For desk-based work, seeing notifications and messages beside Windows applications can reduce the need to pick up the handset repeatedly. Calls can also be handled from the PC when supported. This is most useful when the workday is spent near the computer and the phone remains within wireless range.

Keeping the phone as the source of truth
Phone Link does not create an independent Windows copy of the Android apps. The phone remains responsible for the app session, data and cellular connection. If the phone is switched off, disconnected or outside the required connection, mirrored activity may stop. Plan accordingly for travel, low battery or a phone that is being repaired.
Permission and privacy choices
During setup, you can be asked to allow access to messages, contacts, calls, notifications and photos. Enable only the categories you actually need, then test them one at a time. This makes it easier to identify why a particular feature is absent and avoids treating a broad permission request as an all-or-nothing decision. Review those permissions again if the phone changes hands, the PC becomes shared or your employer changes its device policy.
Limits for managed accounts and profiles
Microsoft states that Phone Link does not currently support multiple Android profiles or work/school accounts. That matters if a handset separates personal and corporate data with Android profiles, or if your organization expects a dedicated managed account to appear in Phone Link. Basic pairing should not be treated as proof that enterprise profile workflows are supported.

RCS is conditional
RCS messaging is not a universal Phone Link feature. Microsoft lists additional requirements involving the phone model, the default messaging application, country and carrier. Verify all of those conditions for your location before choosing a phone on the assumption that RCS will appear on the PC. Changing the default messaging app or moving the SIM to a different carrier can alter eligibility.
Everyday phone use: what Phone Link does not decide
Phone Link answers the Windows-integration part of the purchase, but it does not tell you which Android handset is best for ordinary use. Evaluate each model separately for:
- Apps and services: confirm that the apps you use are available for the phone’s Android version and region.
- Battery: compare the manufacturer’s stated capacity and charging behavior with independent, model-specific evidence; no general battery winner is established here.
- Camera: compare the actual sensors, processing features and update support of the models you are considering.
- Accessibility: check screen-reader, magnification, hearing, input and physical-access settings on the exact Android release.
- Price: use the current price in your country and storage configuration. A Phone Link feature does not make a higher-priced model automatically better value.
- Software updates: read the manufacturer’s current security and operating-system commitment for the exact model, not just the phone family.
Do this handset comparison after checking Phone Link eligibility, not instead of it. A model with excellent camera or battery specifications is a poor choice for your workflow if the specific Phone screen or app feature you need is unavailable in your market. Conversely, a handset that supports basic pairing may be entirely adequate if your goal is only notifications and occasional calls.
The official Phone Link sources do not provide comparative camera tests, battery measurements, app counts, satisfaction scores or market-share figures. A responsible recommendation therefore requires a specific handset, region, price and support policy rather than a blanket “best Android phone” claim.

Basic integration versus advanced integration
| Experience | What to expect | Qualification |
|---|---|---|
| Basic Phone Link connection | Messages, notifications, calls and recent photos may be available. | Requires Android 10 or later, a supported Windows PC and Wi-Fi; exact behavior varies. |
| Phone screen | Interact with a phone screen from Windows. | Restricted to selected devices and markets. |
| App mirroring | Open one or more phone apps in Windows. | Mirrored from the phone; multiple apps require Android 11 and compatible support. |
| RCS in Phone Link | Use richer messaging features where enabled. | Depends on device, default messaging app, country and carrier. |
| Preview Link to Windows features | Insider builds have shown recent activity, file sending, remote PC locking and phone-screen mirroring. | The July 24, 2025 announcement was a preview; availability must be checked in the current release. |
Cost and buying checklist
The integration decision does not identify a single price tier or a universally best handset. Start with the Android version and exact model, then check Microsoft’s supported-device table for the features you intend to use. Compare the current local price, storage configuration, manufacturer update commitment, camera, battery and accessibility options separately. If two phones meet your Phone Link requirements, the better value is the one that meets your everyday needs and support expectations at the lower total price; no source here supplies a model-by-model cost comparison.

The phone pairs, but notifications or messages do not appear
- Confirm both devices are on Wi-Fi and still signed in.
- Review the individual notification, message and contact permissions on the phone.
- Check whether the phone model supports the specific feature, rather than only basic pairing.
- Check organizational policies that may block personal-account or notification access.
App mirroring is missing
- Verify the phone is on Android 11 or later if you need multiple simultaneous apps.
- Check Microsoft’s supported-device list for Phone screen and app experiences.
- Remember that a supported app is mirrored from the phone; it is not installed in Windows.
- Test with a single supported app first; the ability to open one app does not prove that multiple-app mode is available.
RCS does not work
Check the handset, country, carrier and default messaging app against Microsoft’s RCS requirements. A phone can support basic Phone Link while still failing the separate RCS conditions. If any of those variables changes, repeat the eligibility check.
Recent Apps will not open a mobile Office app
Microsoft documents this as a known issue in the Android-apps experience. Use the phone directly for that app or wait for Microsoft’s support guidance rather than treating the symptom as proof that all Phone Link features are unavailable.

Preview announcements are not guarantees of general availability. Confirm that the feature has reached the Windows and Link to Windows versions installed on your devices, and check regional or device restrictions. The July 24, 2025 Windows Insider article is useful evidence of direction, not a promise that every public installation has the same controls.
The phone is replaced or reset
Pairing and permissions belong to the particular phone and account configuration. When you replace or reset a handset, repeat the compatibility check and setup flow instead of assuming the previous feature set will carry over. Test the features that matter before relying on them for work.
Who should choose this setup?
Choose a compatible Android phone plus Phone Link when:
- You already use Windows 11 for most work.
- You want messages, alerts, calls or recent photos visible on the PC.
- You accept that the phone remains the device running the apps and holding the mobile connection.
- You have checked the exact handset and market for any advanced feature you need.
- You are comfortable reviewing permissions and keeping both devices connected to Wi-Fi.
Do not base the purchase on Phone Link when:
- You expect to install Android apps natively into Windows through the connection.
- You require multiple Android profiles or work/school accounts inside Phone Link.
- You need a Windows 11 phone operating system.
- You are selecting primarily for camera, battery, accessibility, price or update longevity without comparing individual models.
- You need a feature that is available only in a preview or only on selected devices and markets.
Frequently asked questions
Is an Android phone compatible with Windows 11?
Generally, yes, through Phone Link when the phone runs Android 10 or later, both devices use Wi-Fi and the setup requirements are met. Specific experiences such as Phone screen, multiple-app mirroring and RCS have additional device, market, carrier or messaging-app requirements.
Does Phone Link turn Android into Windows 11?
No. Android remains the phone operating system. Phone Link presents selected phone functions in Windows and mirrors some activity from the handset; it does not install Windows 11 or create native Android installations on the PC.

Can I run several phone apps at once?
Multiple-app functionality requires Android 11 and compatible device support. Most other supported phones can open one mirrored app at a time. In either case, the apps continue running on the phone.
Why is RCS missing even though basic Phone Link works?
RCS has separate conditions for the phone model, default messaging app, country and carrier. Basic pairing alone does not satisfy those conditions.
Does Windows 10 Mobile remain an alternative?
No. Microsoft lists January 14, 2020 as the Windows 10 Mobile end-of-support date, so it is not a supported current platform for a new phone purchase.

For Windows 11 users, Android is the practical phone platform in this comparison because Microsoft’s supported integration path is Phone Link. Pairing can bring useful phone activity to the PC, but compatibility is feature-specific and the phone remains an Android device. Check Android version, exact model, market, carrier, messaging app and account-profile requirements before purchase; then judge camera, battery, accessibility, price and update support on the handset’s own merits.
Frequently Asked Questions
Can I run Windows 11 on a phone?
Not as a supported consumer phone operating system. Windows 11 runs on the PC; Phone Link connects that PC to an Android handset.
What Android version is required for Phone Link?
Microsoft’s general requirement is Android 10 or later. Android 11 and compatible hardware are required for the multiple-app mirroring experience.
Does Phone Link install Android apps on Windows?
No. Apps are mirrored from the phone and continue running there; they are not installed as native Windows applications.
Does Phone Link support separate personal and work profiles?
Microsoft says it does not currently support multiple Android profiles or work/school accounts.
Why might RCS be unavailable?
RCS depends on the exact phone, default messaging app, country and carrier, in addition to the general Phone Link requirements.
The Bottom Line
Bottom line: Choose a compatible Android phone for a Windows 11 PC, but verify the exact Phone Link features your model and market support. Windows 11 is not a phone OS, and Phone Link mirrors selected Android activity rather than replacing the phone’s operating system.
