If Windows 11 Live Captions gets stuck while downloading language files, first confirm that your PC meets the feature’s requirements, then check your internet connection and Microsoft Store access. On a work-managed PC, your organization may block Store downloads. If setup completes but captions do not appear, check which audio device Windows is listening to.

Check that your Windows version supports Live Captions

Live Captions is available in Windows 11 version 22H2 and later, according to Microsoft Support. To check your version, open Settings > System > About and look under Windows specifications.

Live translation is a separate capability: Microsoft says it is available on Copilot+ PCs running Windows 11 version 24H2 and later. Its current guidance lists translation of over 40 languages into English and 27 languages into Chinese (Simplified). Those translation options are not prerequisites for ordinary Live Captions.

Start Live Captions and finish first-run setup

You can turn on Live Captions from Quick Settings, the Accessibility flyout, Start > All apps > Accessibility > Live captions, Settings > Accessibility > Captions, or by pressing Windows+Ctrl+L. Microsoft documents these options in its Live Captions guide.

On first use, Windows asks for consent to process voice data on the device and prompts you to download speech-language files. If your preferred language is not available during setup, select another available language to complete setup, then check the language choices again later.

Microsoft states: “All processing of audio and generation of captions from detected voice data occurs on-device.” Once setup is complete, captions can work offline; the initial language-file download is the step that requires access to the download source.

Fix a stalled or failed language-file download

If Windows shows “We can’t download the required language files right now. Make sure you’re connected to the internet and try again in a few minutes,” work through these checks in order. Microsoft explains that setup can fail when the cloud Microsoft Store app catalog is inaccessible.

  1. Check internet access. Confirm that the PC can reach the internet, then try the download again.
  2. Test Microsoft Store downloads. Open Microsoft Store and see whether it can download an app. Live Captions setup relies on Store access to obtain its language files.
  3. If Store downloads work, send feedback. Microsoft asks users who can download apps from the Store but still cannot complete Live Captions setup to report the issue through Feedback Hub.
  4. If Store downloads do not work, check device policy. On a work or school PC, an administrator may have disabled Microsoft Store access. Ask your organization’s IT administrator whether access can be enabled or whether IT can download and deploy the appropriate Store package.

Use the manual language package only if normal setup fails

Microsoft’s troubleshooting instructions provide a manual package route. Use it only when the usual setup cannot download the files, and select a package that matches both your Windows display language and system type. Microsoft’s instructions are on its setup troubleshooting page.

  1. Find your display language. Open Settings > Time & language > Language & region.
  2. Find your system type. Open Settings > System > About and check the device specifications for system type.
  3. Choose the matching package. Use the package for the display language and architecture shown on your PC. Do not install a package selected for a different language or system type.
  4. Install the package using Microsoft’s steps. The documented process is to open the CAB file, extract its ZIP contents, launch the MSIX, and install it. If MSIX installation is unavailable, Microsoft provides a PowerShell Add-AppxPackage method on the same troubleshooting page; follow its command and package instructions rather than substituting a different file.

If setup works but captions are missing, check audio routing

A completed language download does not guarantee that Live Captions is listening to the sound you expect. Live Captions listens to the default sound output device. If audio from a headset or another output is missing, open Settings > System > Sound and check which output device is selected.

Captions for your own speech are optional. To include them, open Live Captions Settings > Preferences and turn on Include microphone audio. Microsoft says sound audio takes priority over microphone audio when both are captured.

What to expect from troubleshooting

Microsoft’s setup guidance does not give a guaranteed download time or a published setup success rate, so a long wait by itself does not identify the cause. Use the Store-download test and, for managed devices, the administrator check to distinguish a connection or access problem from a later audio-routing issue.

Microsoft’s May 24, 2023 Windows configuration update also documented Live Captions language additions for Windows 11 version 22H2, all editions. That update is useful historical context, but it does not replace checking the currently available language choices and the version requirements above.
