If Windows 11 apps cannot use your webcam, start at Settings > Privacy & security > Camera. Turn on Camera access and Let apps access your camera, then enable the affected app if it appears in the list. Apps missing from that list may be desktop apps: turn on Let desktop apps access your camera. For a camera used on a website, also allow camera access for that site in your browser.
Check Windows camera permissions in order
Windows has separate permission layers. An app can still be blocked if a required higher-level setting is off, even when another camera option looks enabled.

Open Settings > Privacy & security > Camera.

Turn on Camera access. This allows people using the device to choose whether apps can access the camera.

Turn on Let apps access your camera.

If the affected app appears in the Microsoft Store app list, turn on its individual switch.

If the app is not listed, turn on Let desktop apps access your camera.

Choose the permission path for the app you use
Microsoft Store app
Store apps can appear under the individual app controls on the Camera settings page. Make sure the general camera switches are on, then enable the app’s own switch.

Desktop app
Traditional desktop programs, including many browsers and video-call apps, use the shared Let desktop apps access your camera setting. Windows does not provide a separate camera toggle for each desktop app on this privacy page. Enabling the shared switch allows desktop apps to request camera access; it does not guarantee that every app will work.
Website in a browser
Allowing your browser to access the camera in Windows does not automatically grant permission to each website. Check the website’s camera permission in the browser, too. Microsoft describes the separate website-permission step in its Windows camera troubleshooting guidance.
If a camera setting is greyed out
A device administrator or organization policy may control camera access. If Camera access is unavailable or Windows reports a policy restriction, contact your IT administrator rather than trying to bypass the control. Microsoft notes that organization settings can restrict access in its camera permissions guidance and camera troubleshooting steps.

Use the Windows troubleshooter and test the camera

Run the camera troubleshooter in the Windows Get Help app. Microsoft provides this as an initial diagnostic step in its camera troubleshooting guide.

Open Start > Camera and test the camera there.

If the camera works in Camera but not in the app you need, check that app’s camera settings and permission path. For a meeting in a browser, verify the website permission as well.

If it does not work in Camera either, continue with the device checks below; the problem may not be limited to privacy permissions.

If permissions are on but the camera still fails
Check these possible causes one at a time. They are diagnostic possibilities, not proof that any particular one is responsible:

Physical controls: Check for a privacy shutter, a camera switch, or a keyboard camera-control key that may have disabled the camera.

Connection: For an external webcam, confirm that it is connected. If practical, reconnect it and try another port.

Device detection: Check whether Windows detects the camera in Device Manager. Microsoft includes device checks among its camera troubleshooting steps.

Another app using the camera: Close other video or camera apps, then try again.

Security software or policy: Check whether security software or organization controls may be blocking access. On a managed device, ask IT for help.

Camera indicators and Windows Hello
Windows may show a camera light or notification when the camera is active. Camera access for ordinary apps is also distinct from Windows Hello: Windows Hello can use the camera for sign-in even when ordinary app access is off. Microsoft covers these privacy details in its Windows camera privacy and security guidance.
