Windows 11 does not provide one universal dialog for assigning a custom key to every app. The most broadly useful workflow is to create a desktop shortcut from the Apps folder, then enter a combination in that shortcut’s Shortcut key field when Windows exposes it. If that field is unavailable, pin the app to the taskbar and launch it with Windows+number.
A keyboard shortcut can save several clicks every time you open a frequently used program. In Windows 11, there are two practical approaches:
- Custom shortcut: create an app shortcut and assign a key combination in its Properties dialog. This is flexible, but the Shortcut key field is a legacy control and is not shown for every shortcut or app.
- Built-in taskbar shortcut: pin the app and use Windows+1 through Windows+9 according to its position on the taskbar. This is dependable, but the key changes whenever pinned apps are reordered.
The steps below also cover Microsoft Store applications, conventional desktop programs, keyboard-only setup, conflicts, and ways to recover when the expected control is missing.
What an app shortcut key does
An app shortcut key is a keyboard combination that tells Windows to open or activate a particular application. It is attached to a shortcut rather than permanently to the application itself. That distinction explains why creating a shortcut is the first step and why deleting or moving the shortcut can remove the custom launch key.

Windows already reserves many combinations for system actions. Individual applications can reserve additional keys, and some programs change their behavior when they are already running. A combination that works in one context can therefore do nothing, open a different function, or activate an existing application. Always test the finished shortcut from another window.
The exact labels and behavior can change with later Windows 11 updates. The procedure here reflects Microsoft’s documented Apps folder and shortcut workflows checked on 2026-10-13 UTC.
Recommended method: create an app shortcut and assign its key
This method is the best starting point when you want a memorable combination that is not tied to the app’s taskbar position.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →1. Open the installed-apps folder
- Press Windows+R to open the Run dialog.
- Type
shell:AppsFolder. - Press Enter.
Windows opens the special Apps folder, which lists installed applications. Microsoft notes that apps can also be launched directly from this folder. The view can include both traditional desktop software and packaged applications, so it is useful when an app is difficult to find as a normal executable.
2. Create a desktop shortcut
- Move to the target app. You can click it, or use the arrow keys if you are working without a mouse.
- Open its context menu with a right-click or Shift+F10.
- Choose Create shortcut.
- When Windows asks whether the shortcut should be placed on the desktop, choose Yes.
The new desktop item is the object that can potentially receive a custom key. If Create shortcut is not offered, the app may expose a different shortcut type or may be managed by its package in a way that does not provide the legacy control. Continue with the taskbar method later in this guide.

3. Open the shortcut’s Properties
- On the desktop, right-click the new shortcut.
- Choose Properties. If the compact Windows 11 menu does not show the command, choose Show more options first.
- Stay on the Shortcut tab if one is present.
Look for a field labelled Shortcut key or Keyboard Shortcut. Microsoft documents this field in the Windows shortcut interface, but it is not guaranteed to appear for every app shortcut.
4. Enter and save the key combination
- Select the Shortcut key field.
- Press the key combination you want to use. Windows fills the field after you press the keys; you do not need to type the words manually.
- Select Apply, then OK.
Choose a combination that you can remember and that is unlikely to be claimed by another program. Test it while a different window has focus. If the app opens, the assignment is working.

5. Keep the shortcut available
Do not delete the desktop shortcut after assigning its key unless you have confirmed that another shortcut carries the same assignment. The key belongs to the shortcut object. You can move the shortcut into another folder, but keeping it on the desktop makes it easier to edit or remove later.
When the Shortcut key field is missing
A missing field is not necessarily an error. The control is inherited from an older Windows shortcut interface, and modern packaged apps do not always expose it. Do not repeatedly recreate the same shortcut expecting the field to appear; use one of these alternatives instead.
Use taskbar numbering
Pin the app to the taskbar, count its position from left to right among the pinned apps, and press the corresponding Windows-plus-number combination. Microsoft documents the following behaviors:

| Keys | Result | Important qualification |
|---|---|---|
| Windows+1 through Windows+9 | Starts or activates the app pinned in that taskbar position | The number follows position, not a permanent app identity. Reordering or unpinning changes it. |
| Windows+Shift+number | Requests a new instance of the pinned app | Whether a separate instance opens depends on the application. |
| Windows+Ctrl+number | Switches to the last active window for that pinned app | Useful when the app has multiple windows. |
| Windows+Alt+number | Opens the pinned app’s Jump List | The available Jump List commands depend on the app. |
For example, if a browser is the third pinned item, Windows+3 targets it. If you later move it to the fifth position, Windows+5 becomes the correct combination. This method is often the fastest way to launch a Store app because it does not depend on finding an executable or exposing a desktop shortcut property.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesCreate a conventional .lnk shortcut
If you know the location of a traditional desktop program, create a normal Windows shortcut to its executable and inspect that shortcut’s Properties dialog. A conventional shortcut is more likely to show the legacy Shortcut key field than a packaged app shortcut, although Windows still does not promise that the field will be available in every case.
Use the app’s own shortcut settings
Some applications provide their own hotkey or global-shortcut preferences. Those settings are controlled by the app rather than by the Windows shortcut object. If the program has such a page, follow its naming and conflict rules; it may support combinations that Windows desktop shortcuts do not.
Pin an app and use the built-in Windows+number shortcut
Taskbar numbering is the most predictable fallback because it is built into Windows. It requires no desktop shortcut and works with apps that can be pinned.
- Open Start or Search and locate the app.
- Pin it to the taskbar. For an app that is already open, right-click its taskbar icon and choose Pin to taskbar.
- Count the pinned icons from left to right.
- Press Windows plus the number matching the icon’s position.
Windows+number focuses the app when it is already open; it does not always create another window. Use Windows+Shift+number when you specifically want Windows to request a new instance, remembering that the app may prevent multiple instances. Keep the taskbar order stable if you rely on these keys every day.

Other ways to create an application shortcut
Drag an app from Start
Microsoft documents dragging an app from Start > All to the desktop to create an application shortcut. Once the shortcut appears, open its Properties and check whether the Shortcut key field is available.
Send a file, folder, or known target to the desktop
For a file, folder, or known program target, right-click it and choose Show more options > Send to > Desktop (create shortcut). You can also right-click an empty area of the desktop and choose New > Shortcut, then follow the wizard. These routes are useful for traditional targets; the Apps folder is usually simpler when you are starting with an installed app name rather than a file path.
Choose a combination that will remain usable
- Prefer a memorable modifier: combinations using Ctrl, Alt, or Shift are easier to distinguish from ordinary typing than a single letter.
- Avoid known Windows commands: Windows reserves many combinations for system features, and applications may reserve more. If your chosen key performs another action, select a different one.
- Do not confuse position with identity: Windows+number is tied to the taskbar slot. A custom Shortcut key assignment is tied to the shortcut file instead.
- Test outside the desktop: launch the key while another application is active. This confirms that the shortcut works globally rather than only when the desktop has focus.
- Document your choice: if several people use the PC, record the combination near the keyboard or in your personal notes so a later taskbar change does not create confusion.
Troubleshoot a key that does not work
The Shortcut key field never appears
This is an availability limitation, not proof that the app is broken. Use Windows+number with a pinned taskbar icon, create a conventional desktop .lnk shortcut to the program when possible, or configure a hotkey inside the app. The Apps folder shortcut workflow remains useful for launching the program even when it cannot receive a custom key.
The wrong app opens
If you used Windows+number, recount the pinned icons from left to right. A pinned item’s position may have changed after another app was added, removed, or moved. If you used a desktop shortcut key, inspect the shortcut’s Properties again and verify that the intended combination is still displayed.
Recommended Free Tools
The key does nothing
- Confirm that the shortcut still exists and that you saved the Properties dialog with Apply and OK.
- Try the combination while another window is active.
- Choose a different combination in case Windows or an application already owns the first one.
- If the app is pinned, verify that the icon is within the numbered range supported by your Windows 11 build.
The app is already running
Windows+number normally activates the pinned app rather than opening a second copy. This is expected behavior. Windows+Shift+number requests a new instance where the app supports one; some programs intentionally keep a single process or single window.

The shortcut worked, then stopped after maintenance
Check whether the desktop shortcut was deleted, replaced, or moved to a different shortcut object. Because the assignment belongs to the shortcut, creating a new shortcut can require assigning the key again. For taskbar shortcuts, check whether the app was unpinned or its position changed.

You can complete the Apps folder workflow without dragging:
- Press Windows+R, enter
shell:AppsFolder, and press Enter. - Use the arrow keys to highlight the app.
- Press Shift+F10 to open its context menu.
- Select Create shortcut and press Enter.
- When Windows asks to place the shortcut on the desktop, choose Yes.
- Return to the desktop, select the new shortcut, and open its context menu with Shift+F10.
- Choose Properties. Move to the Shortcut key field if it exists, press the desired combination, then activate Apply and OK.
This sequence is useful with a keyboard that has limited pointing-device access and also makes the process repeatable across several apps.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Change or remove an assigned key
Change the combination
Right-click the shortcut, open Properties, select the Shortcut key field, and press a new combination. Save with Apply and OK. Test the replacement from another window before removing the old shortcut.
Remove the custom assignment
Open the same field and clear its value if Windows allows the field to be blank, then apply the change. Deleting the shortcut also removes the shortcut-based assignment, but it does not uninstall the app. If you still want a quick launch, pin the app to the taskbar instead.
Change a taskbar number
Move the pinned icon to a different position or rearrange the other pinned icons. The Windows+number mapping updates with the new order. Re-test each key after reordering, especially if you have memorized several app positions.
Which method should you use?
| Need | Best choice | Reason |
|---|---|---|
| A quick key for a Store app | Pin it and use Windows+number | No executable path or legacy Shortcut key field is required. |
| A memorable combination independent of taskbar order | Apps folder, desktop shortcut, then Shortcut key | The assignment follows the shortcut rather than the icon’s position. |
| The Shortcut key field is unavailable | Taskbar numbering or the app’s own hotkey settings | Modern packaged shortcuts may not expose the legacy field. |
| Keyboard-only setup | Win+R, shell:AppsFolder, Shift+F10 | The complete creation path can be performed without dragging. |
| Launching a file or folder | Send to Desktop or New > Shortcut | Those commands are designed for known targets as well as applications. |
Limits to keep in mind
- There is no guarantee that every Windows 11 app shortcut will display a custom Shortcut key field.
- Taskbar combinations are positional. They are convenient, but they are not permanent app names.
- Windows-reserved and application-reserved combinations can override or block a chosen key.
- Launching and focusing are different outcomes: an already-running app may be brought forward instead of opening another window.
- Windows 11 labels and shortcut behavior can change in later updates, so a missing command may reflect an interface change rather than a mistake in your steps.
For most users, start with Windows+R → shell:AppsFolder → Create shortcut. Assign a key only if the shortcut’s Properties dialog provides the field. Otherwise, pin the app and use its stable-for-now taskbar position with Windows+number.
