In Windows 11, the Control Panel folder once commonly called “Administrative Tools” is named Windows Tools. It groups utilities for administrators and advanced users, but it is not a complete inventory of every way to manage Windows: optional features and Remote Server Administration Tools (RSAT) are separate. What appears on a PC can vary by Windows edition, version, and architecture.
What Windows Tools means in Windows 11
Microsoft describes Windows Tools as a Control Panel folder containing tools for system administrators and advanced users. “Administrative Tools” is the older Windows 10 folder label; in Windows 11, look for Windows Tools.
The folder is not a guaranteed, identical list on every PC. Microsoft notes that its contents can differ by Windows edition. The exact tools available can also depend on the Windows release and device architecture, so a list described as “every” administrative tool should not be treated as universal. Confirm what is installed on the specific computer.
Open Windows Tools
- Start search: Open Start and search for Windows Tools, then select the matching result.
- Control Panel: Open Control Panel and select Windows Tools. If the view is organized by category, find it under System and Security.
These routes open the folder; they do not install tools that are missing from the current Windows edition.

Choose a tool by the job you need to do
Windows utilities are easier to navigate by purpose than by an unqualified master list. The examples below are familiar Windows management areas; availability and exact contents can vary.
Configure Windows and diagnose problems
For system configuration or troubleshooting, use the relevant built-in configuration and diagnostic utilities available on your edition. Start with the specific issue: configuration tools change system settings, while diagnostic tools help inspect or troubleshoot them. Avoid changing unfamiliar settings simply because a utility is available.

Manage storage and disks
Disk and storage utilities are for inspecting or managing drives, partitions, and volumes. Because changes to partitions or volumes can affect access to data, identify the correct disk and understand the operation before applying it.

Run scheduled or background tasks
Task and service management utilities help inspect scheduled work and background activity. They can be useful when diagnosing something that runs automatically, but disabling an unfamiliar task or service can affect Windows or installed software.

Review security settings
Security-related utilities help administer protections such as firewall rules. Make changes to address a defined need; a broad rule or disabled protection can expose the PC or disrupt network access.
Monitor events and performance
Event and performance monitoring tools help investigate system records, resource use, and recurring errors. They are useful for diagnosis, but an event entry alone does not establish the cause of a problem; correlate it with what changed and when the symptom occurs.

Manage users and devices
User and device management utilities apply to local account or computer administration. The controls available depend on the Windows edition and the permissions of the account being used.

Add or remove an optional Windows feature
For the current Windows 11 path documented by Microsoft, open Settings > System > Optional features. Optional-feature content is downloaded through Windows Update, so the device must be online when downloading it. Microsoft’s instructions were last updated on August 18, 2025.
- Open Settings > System > Optional features. You can also open the Optional features page using the Settings URI
ms-settings:optionalfeatures. - Use the controls on that page to add or remove the feature you need.
- If the page or labels do not match, search Settings for Optional features. Microsoft cautions that the location can differ on other supported Windows 11 releases.
When RSAT is the right choice
RSAT is a collection of tools for administering Windows Server from a Windows client; it is not simply another name for Windows Tools. Microsoft groups RSAT components into categories that include Server Manager, Microsoft Management Console (MMC) snap-ins, PowerShell modules, and command-line tools. Install only the component that matches the server role or task you need.
For supported RSAT tools on Windows 11, Microsoft documents installation through Settings > System > Optional features. After installation, tools can be opened from Windows Tools or from Server Manager’s Tools menu. The exact support and installation route depend on the Windows version and device architecture.

Microsoft’s Features on Demand guidance notes a specific exception for Windows 11 version 25H2 on Arm64: some RSAT tools are accessed through Control Panel > Programs > Programs and Features > Turn Windows features on or off, and RSAT Features on Demand packages are not supported on that platform. Do not assume that the standard Optional features installation steps apply. Check Microsoft’s current guidance for the exact version, architecture, and component before proceeding.
Managing a server fleet is a separate decision
For broader Windows Server management, Microsoft lists Windows Admin Center, local tools, Azure Arc, and System Center among its management options. Windows Admin Center is described as a modern evolution of in-box tools that complements other options; it is not interchangeable with a single local utility or an RSAT component. Choose based on the server-management task and environment rather than assuming one tool replaces the rest. See Microsoft’s Windows Server management overview.
