Yes, but not automatically. An Assam pay-commission salary revision changes a pension only when the applicable government order extends the revision to pensioners or changes the pension formula. The order must identify the covered pensioner groups, effective date, calculation method and any limits. The Government of Assam has listed the 8th Assam Pay Commission as constituted in 2026, but no final pension recommendation or implementing pension order is established in the available official material.
What a pay commission revision can—and cannot—do
A pay commission normally examines the pay structure for serving employees. Pension consequences are a separate legal question. A commission report is a recommendation; an entitlement arises only after the Assam government issues an order or rule that implements the recommendation and states how pensions are to be revised.
For a pensioner, read the order for six points:
- Whether it covers people who retired before the order’s effective date.
- Whether it covers family pensioners as well as service pensioners.
- The effective date and the period for which arrears are payable.
- The revised basic-pension formula, fitment factor, floor or ceiling.
- How qualifying service and average emoluments are treated.
- Whether gratuity, commutation or other retirement benefits are affected.
Assam’s history shows why these details matter. A 2010 memorandum formally revised pension and family pension with effect from 1 January 2006 for specified pensioners under the Assam Services (Pension) Rules, 1969. That order, rather than a commission report alone, created the operative revision.

One order may cover only pensions already in payment on a specified date, while another may include employees retiring after the new pay structure takes effect. A family pension can have a separate rate or eligibility clause. Arrears may run from the effective date, from a later payment date, or be limited by the order. These are not details that can safely be inferred from a headline announcing a new salary scale.

What is actually known about the 8th Assam Pay Commission
The Pay Research Unit’s official page is titled “CONSTITUTION OF THE 8TH ASSAM PAY COMMISSION, 2026.” It establishes that the commission has been constituted or listed. It does not establish:
- a final report;
- a pension fitment factor;
- which past pensioners will be covered;
- an effective date or arrears policy; or
- a government order implementing any recommendation.
Therefore, no reliable percentage increase can yet be stated for an Assam pensioner. Treat any claimed 8th-commission pension amount as provisional until an official recommendation and implementation order are published.
Constitution is an administrative starting point, not the same thing as adoption. The commission may later submit recommendations, the government may accept them in full or in part, and separate rules or memoranda may prescribe how the accepted changes apply to pensioners. Until those steps are documented, a calculator using a guessed multiplier cannot establish entitlement.

Check for explicit coverage
Look for wording such as “past pensioners,” “pre-revised pensioners,” or a defined retirement-date cutoff. Some orders cover only pensions in payment on a specified date; others include family pension or provide separate treatment for different retirement periods. Do not assume that a revised salary scale for serving staff automatically recalculates every pension already sanctioned.
Also check whether the order distinguishes superannuation, retiring, invalid, compulsory-retirement and family pensions. The same government memorandum may use different definitions for pension, family pension, enhanced family pension or extraordinary benefits. A clause referring to “pensioners” may not settle every category unless the definitions section does so.
Separate a recommendation from an implemented formula
The 7th Assam Pay and Productivity Pay Commission report recommended multiplying an existing basic pension by 2.48 for past pensioners. Its recommendation also described a floor linked to one-half of the specified minimum pay plus the grade pay corresponding to the pre-revised scale. That 2.48 figure is a commission recommendation, not a universal amount that can be applied to a pension without checking the government’s final order and the pensioner’s records.

A floor can matter when a simple multiplier would produce a lower result; a ceiling can limit an otherwise larger result. The order may also define which pre-revised scale, grade pay or minimum pay is relevant. Do not substitute a current pay level for the historical scale named in the formula.
Confirm the starting figure
A “basic pension” in a revision order is not necessarily the same as the total credited to a bank account. Allowances, relief, commuted portions, recoveries and family-pension rules can change the payment. Use the basic pension shown on the pension payment order and the exact definitions in the implementing order.
Keep separate copies of the original pension payment order, every later authority, bank pension slips and statements showing relief or deductions. If the order uses pension before commutation, applying the multiplier to the reduced amount can understate the result. Conversely, adding relief to basic pension before applying a formula can overstate it. Ask the pension authority which line item is the prescribed base.
If you are still serving
Retirement pension is generally tied to qualifying service and average emoluments, not simply to the last salary revision announcement. Assam’s retirement-benefits guidance describes calculation using total qualifying service and average emoluments drawn during the last ten months. It also summarizes a full-pension rate of 50% of average emoluments for the relevant service threshold, proportionate pension for shorter qualifying service, and no monthly pension under the described rules when qualifying service is below ten years.
That page is a departmental summary referring to older revision-of-pay arrangements. Your result depends on the pension rules and amendments applicable when you retire, the commission order’s effective-date clause, and whether the revised pay was actually drawn during the period used for the average. A future pay revision can therefore raise pensionable emoluments for an employee who retires under the new structure, but it does not rewrite every earlier month of service unless the order says so.
For example, an employee retiring after the new pay structure has been validly implemented may have revised emoluments included in the applicable ten-month average. An employee who retired earlier remains governed by the separate past-pensioner clause, if one exists. An employee with a break in service, non-qualifying periods or fewer than the required years may not receive the same result as a colleague with identical final pay.

Key provisions in the 2017 Assam pay-revision text
The Assam Services (Revision of Pay) Rules, 2017 provide useful context, while later amendments or a new order may change their operation.
| Provision in the cited 2017 text | What it means for interpretation |
|---|---|
| 50% superannuation-pension rate | The text continues a 50% rate; it does not by itself establish a new 2026 rate. |
| 25 years of qualifying service | Full pension requires 25 years under the cited provision. |
| More than 10 but less than 25 years | Proportionate pension applies under the cited provision. |
| Rs. 65,000 per month | Maximum pension stated in the 2017 text. |
| 20% at age 80 | Additional basic-pension quantum stated on attaining age 80. |
These are provisions in the 2017 document, not a guarantee that every figure remains unchanged in 2026. Check the current rules and any implementing order before using them to estimate an individual pension.
The 25-year threshold is a qualifying-service test, not a promise that every person with 25 years receives the same rupee amount. The average-emoluments base, sanctioned pay, service verification and any statutory maximum still matter. Likewise, the additional 20% at age 80 is an additional quantum of basic pension described in that text; it should not be confused with dearness relief or another allowance.

| 8th Assam Pay Commission listing | Commission constituted in 2026 | No final pension formula, cohort definition, effective date or implementation order is established. |
The comparison illustrates the sequence a pensioner should follow: identify the operative order first, then apply its formula to the correct basic-pension figure and retirement cohort.
When a new order arrives, compare six things side by side: recommendation versus implementation, covered cohorts, effective date and arrears, multiplier or other calculation basis, service thresholds, and treatment of family pension, gratuity and commutation. A change in one of these can alter the outcome even if the headline percentage is the same.
How to seek pension refixation or correction
Assam’s pension procedure directs a pensioner seeking a revision or increase to approach the Accountant General’s office for pension refixation. The process involves the Head of Office, the Accountant General and the treasury.

- Obtain the official pay-revision or pension-revision order and confirm that your retirement date and pension category are covered.
- Collect your pension payment order, latest pension slip or bank statement, retirement order, service details and any earlier refixation statement.
- Compare the order’s definition of basic pension with the amount on your pension payment order; keep commuted pension and relief entries separate.
- Submit the refixation request through the channel specified by the Accountant General or your pension-sanctioning office, retaining an acknowledgement.
- Check the revised authority sent to the treasury or pension-paying bank and verify the effective date, arrears and deductions.
- If the figures differ, request a written calculation sheet and identify whether the issue is coverage, qualifying service, average emoluments, commutation or data in the pension record.
Include your pension payment order number, retirement date, department, designation, qualifying-service statement and contact details in the request. If a family pension is involved, attach the relevant authorization and proof of the relationship or eligibility where required. The bank can implement an authority but normally cannot decide whether the underlying formula or service record is correct; that question belongs with the pension-sanctioning and Accountant General offices.

What happens to commutation?
The Directorate of Pension’s commutation guidance says a pensioner may commute up to one-third of basic pension and that the commuted portion is restored after 14 years. The page shows a last-reviewed date of 4 July 2022, so verify the current procedure before relying on it for a new application.
Commutation treatment can be specific to the revision order. The 2010 pension-revision memorandum states: No fresh commutation will be admissible on the revised Pension.
That restriction applies to the 2010 arrangement described in that memorandum. It is not proof that a future Assam pay revision will impose the same rule; the later order must be read on its own terms.
Do not assume that an increase in basic pension automatically creates a second commutation opportunity. Check whether the new order permits fresh commutation, how it treats an already commuted amount, and whether restoration continues on the stated schedule.

A practical decision checklist
- Serving employee: identify the pension rules in force at retirement and whether the revised pay enters the applicable last-ten-month average.
- Existing pensioner: find an order that expressly covers past pensioners and states the formula and effective date.
- Family pensioner: check for a separate family-pension clause rather than assuming the service-pension formula applies.
- Disputed amount: ask the Accountant General or pension-sanctioning office for refixation and a written calculation.
- Commuted pension: read the order for any fresh-commutation restriction; do not carry the 2010 clause into a different revision automatically.
- Arrears: confirm the start date, payment schedule, deductions and whether relief has been recalculated separately.
- Records: preserve the pension order, service book extracts, bank statements and every written response.
Until the 8th commission’s recommendations and an implementing order are published, the defensible answer is conditional: an Assam salary revision may change pension, but only the applicable government order determines whether it does, for whom, from what date and by what calculation.

Frequently Asked Questions
Will my pension increase after the 8th Assam Pay Commission?
It may, but no increase is established merely by the commission’s 2026 constitution. Wait for an official recommendation and an Assam government order stating whether existing pensioners are covered, the formula, effective date and arrears.
Does the 2.48 figure guarantee my revised pension?
No. The 2.48 multiplier was a recommendation in the 7th Assam Pay and Productivity Pay Commission report for past pensioners. The implemented order, your basic pension and any floor, ceiling or category rule control the actual amount.
Do existing family pensioners receive the same revision as service pensioners?
Not necessarily. A pension revision order may include family pensioners but can prescribe separate rates, definitions or eligibility conditions. Read the family-pension clause instead of applying the service-pension formula automatically.

How is pension calculated for an employee who has not retired?
The departmental guidance describes use of qualifying service and average emoluments during the last ten months, with a 50% full-pension rate under the relevant conditions and proportionate treatment for shorter service. Current rules and the effective-date provisions in a later order must be checked for an individual retirement.
Where do I apply if my revised pension is missing or wrong?
Approach the Accountant General’s office for pension refixation through the prescribed pension-sanctioning channel. Keep the pension payment order, service and retirement records, bank statements and the relevant government order, and request a written calculation.
Can I commute more pension after a revision?
The Directorate of Pension guidance describes commutation up to one-third of basic pension and restoration after 14 years. A 2010 memorandum barred fresh commutation on the revised pension under that arrangement, but a future order may differ; check its exact wording.
The Bottom Line
Bottom line: An Assam pay commission salary revision does not automatically raise every pension. The 8th commission is listed as constituted in 2026, but its pension formula and implementation are not established here. Your pension changes only if an applicable Assam order covers your category and specifies the calculation, effective date, arrears and related rules.
