There is no settled global answer. AI will eliminate some tasks, change many jobs and create new work, but whether total employment rises depends on adoption, demand, skills, institutions and how quickly workers can move into expanding roles. Current evidence supports a conditional conclusion—not a guaranteed job boom or a guaranteed collapse.
The most useful way to assess the question is to separate task exposure from job loss, then examine the competing channels that determine labor demand.
What the question gets wrong: AI exposure is not job loss
An occupation is a bundle of tasks. A language model may draft text, summarize records or classify requests, while a person still handles judgment, exceptions, relationships, physical work or accountability. An exposure estimate asks whether AI could affect some of those tasks. It does not show that an employer will adopt the system, that the system will work reliably enough, or that the occupation will disappear.
The International Labour Organization (ILO) made this distinction central to its May 2025 assessment. It estimates that one in four workers worldwide are in occupations with some degree of generative-AI exposure. The estimate covers potential effects on occupational tasks, not a count of jobs that will vanish. The ILO says that, because human input remains necessary for many activities, “most jobs will be transformed rather than made redundant.” Read the full assessment at the ILO’s 2025 update.

The OECD likewise distinguishes exposure to AI from the risk that an entire job will be automated. A highly exposed role can become more productive if AI handles routine work, while a less exposed role can still be reduced if employers reorganize work or substitute another technology. Exposure is therefore a starting point for analysis, not a probability of unemployment.
How AI can reduce and increase labor demand at the same time
1. Displacement of tasks
When software performs a task that workers previously completed, an employer may need fewer labor hours. If AI can produce an acceptable first draft, for example, a team may reduce the time spent on routine drafting. Displacement can affect particular tasks without eliminating the occupation: the same workers may spend more time checking accuracy, handling unusual cases or advising customers.
2. Complementarity and augmentation
AI can also make workers more productive rather than replace them. A clinician may use a tool to organize information before making a decision; an analyst may explore more scenarios; a service employee may resolve straightforward cases faster. If the resulting output is more valuable, firms may expand activity and retain or hire people in complementary roles. The effect depends on whether the organization uses the saved capacity to produce more, improve quality or simply reduce headcount.

Adoption creates work in developing, integrating, supervising, maintaining and governing AI systems. It can also make new products and services economical. These jobs are not automatic offsets: firms must create the work and customers must demand the resulting output. New tasks can nevertheless “reinstate” labor demand that automation initially reduced, a channel described in the OECD’s analysis of skills and work in the AI age.
4. Productivity, prices and wider demand
Lower production costs can reduce prices, increase consumption and expand an industry. That expansion may require more workers in sales, operations, support or related sectors. The opposite is also possible: a company may meet existing demand with fewer employees and keep the savings as profit. The OECD summarizes the issue this way: “The implications for labour demand depend on which effects dominate.” Productivity growth alone does not reveal the direction or size of employment change.

What the major 2025 estimates actually measure
These figures answer different questions and should not be added together. The table keeps their scope, unit and method visible.

The WEF’s AI-specific projection says that AI and information-processing technologies are expected to create 11 million jobs while displacing 9 million between 2025 and 2030—“more than any other technology trend” in its survey. Because the estimate reflects employer expectations, it should be read as a scenario about planned change, not as measured results. See the WEF Future of Jobs Report 2025.

The factors that decide whether job creation outweighs replacement
Technical capability versus usable deployment
A system may be able to perform a task in a demonstration but still be unsuitable for production. Employers must consider implementation costs, data access, integration with existing systems, error rates, cybersecurity, legal duties and the consequences of a wrong answer. Regulated or safety-critical work may retain human review even when AI performs much of the preparation. Adoption speed therefore mediates the effect of technical capability.
The mix of tasks inside each occupation
Jobs with many predictable, digital and text- or data-based tasks are more exposed to generative AI. Roles that depend heavily on physical presence, interpersonal trust, negotiation, contextual judgment or responsibility may be changed rather than removed. Most occupations contain both categories. The employment result depends on whether the remaining human tasks are valuable enough to sustain the role and how work is reorganized around the automated parts.

Whether firms create genuinely new work
New AI-related responsibilities can include data preparation, workflow design, model monitoring, evaluation, compliance and customer-facing use. New products may generate demand in sectors that did not previously exist. But a new tool can also be used only to cut labor costs. Creation is strongest when AI expands what firms can offer or enables services that customers previously could not afford.

If lower costs lead to substantially higher output, employment in complementary activities may grow. If demand barely changes, the same output can be produced with fewer workers. The response also varies by industry: a price reduction for an easily scalable digital service may produce a different labor outcome from a capacity increase in a local, labor-intensive service.
Uneven adoption across countries and regions
Industries, infrastructure, management capability and access to capital differ widely. Two regions can face the same technical opportunity but adopt at different speeds. The OECD notes that employment creation has at times more than offset displacement overall, while gains have varied by region and new jobs have not necessarily gone to the people who lost work. Net growth can therefore coexist with severe local disruption.
Skills, worker voice and institutions
Training helps determine who can use AI productively, but retraining is not a guaranteed job match. Workers also need time to learn, recognition of prior experience and access to vacancies in growing occupations. Consultation, collective bargaining, employment services, income support and portable benefits influence how adjustment costs are shared. The OECD warns that inadequate, untargeted support can widen gaps in job quality, opportunity, wages and productivity.
How to evaluate any new AI-jobs claim
Before accepting a headline, check six dimensions:
- Scope: Does it cover generative AI, all AI, robotics, or every form of automation?
- Measure: Is it reporting task exposure, employer expectations, actual employment, job postings, wages or productivity?
- Unit: Are the numbers tasks, occupations, workers affected, jobs created, jobs displaced or net employment?
- Geography: Is the result global, limited to OECD economies, tied to one country or specific to an industry?
- Time horizon: Is it an observed change, a 2025–2030 projection or a much longer scenario?
- Method and distribution: Was it based on a survey, modeled exposure, administrative data, an experiment or macroeconomic analysis—and who gains or loses?
A forecast of net growth does not tell you whether a particular occupation, town or age group will benefit. Conversely, a high exposure score does not establish that workers will be dismissed. Claims become comparable only after these definitions are aligned.

What the evidence means for workers
Build capability around your domain
Learn how AI is used in your field, including verification, privacy, documentation and failure modes. Domain knowledge remains important because someone must judge whether an output is fit for purpose. The most durable skill combination is often technical fluency plus communication, problem framing and accountability.
Track tasks, not just job titles
List the recurring activities in your role and identify which are likely to be automated, accelerated or left unchanged. Seek opportunities to own the higher-value tasks that follow automation: interpreting results, coordinating people, handling exceptions and improving processes.
Use training as a transition tool, not a promise
Choose learning that connects to real vacancies, internal projects or recognized qualifications. Ask what evidence shows that the training leads to work, how long it takes and what support exists during the transition. No course can guarantee that a local labor market will produce a suitable opening.
What the evidence means for employers and policymakers
Employers should measure work redesign
Track changes in tasks, quality, workload, wages, hiring and internal mobility—not just software licenses or headcount. Involve workers who understand exceptions and customer consequences. Set clear review points for accuracy, bias, privacy and safety before expanding deployment.
Policymakers should support movement between jobs
Useful measures include accessible lifelong learning, reliable labor-market information, effective employment services and income support during transitions. Standards for transparency and worker consultation can help ensure that productivity gains do not come solely from shifting risk onto employees. Policy should be targeted: the regions and groups facing displacement may not be the ones that receive newly created work.

Three plausible outcomes for 2030
Broad augmentation
Firms adopt AI mainly to assist workers, demand expands as costs fall and new tasks appear. Employment can rise while job descriptions change substantially.
Selective substitution
Adoption concentrates on routine digital tasks. Some occupations shrink, complementary roles grow and the net result varies sharply by industry and region.
Productivity without broad labor absorption
Firms capture efficiency gains but demand grows slowly, so output rises with fewer workers. New AI work exists, yet not at the scale or locations needed to absorb displaced employees.
These are analytical scenarios, not predictions. The 2025 ILO review of theoretical and empirical work finds that results vary by task and study design, with evidence that does not fully capture real-world adoption or substitution. Its conclusion is that the long-run employment effect remains unresolved; uncertainty is a reason to define claims carefully, not evidence that AI has no effect.
