Sometimes—but only if your carrier allows it. Carrier Wi-Fi Calling normally depends on an eligible carrier line and activation, and having Wi-Fi by itself does not provide calls from your mobile number. Google notes that some carriers may allow Wi-Fi Calling without service, but that exception is not universal and does not mean every phone can call without a SIM, eSIM, or active account.

What “Wi-Fi calling without a SIM” can mean

The phrase can describe several different situations: a phone with no physical SIM but an eSIM, a line that is not currently connected to cellular service, or a phone with no carrier line at all. Those cases are not interchangeable. A physical SIM is not always essential, but carrier-number Wi-Fi Calling still depends on the carrier’s rules, the account or line state, and device support.

Google’s Phone app guidance says, “On some carriers, you can use Wi-Fi calling without a service.” The wording is deliberately limited to some carriers; it is not a general promise of calling without a SIM or account. See Google’s Wi-Fi calling instructions.

Does it work without an active carrier plan?

There is no single answer for every provider. Carrier Wi-Fi Calling is a carrier service, not simply an internet call placed by the phone. For example, T-Mobile describes its Wi-Fi Calling as using the T-Mobile phone number and requires an active account. Other providers may have different eligibility and activation conditions. Confirm the precise requirements with your carrier before relying on the feature.

  • Intuitive Controls: The phone features a user-friendly keypad and navigation buttons for effortless operation.

Also distinguish “no cellular signal” from “no service.” A customer with an active, supported line may be able to use carrier Wi-Fi Calling when cellular coverage is weak or unavailable. That does not establish that a phone with no active line can register for the same service.

What determines whether carrier Wi-Fi Calling works?

  • Carrier and account: The provider must support the feature for your line and permit it in your account state.
  • SIM or eSIM configuration: A physical SIM is not an absolute requirement in every case, but an eSIM or another supported line may still be required. Ask the carrier what it allows when no line is provisioned.
  • Phone and software: A compatible phone alone does not guarantee activation. Apple says Wi-Fi Calling is not available with all carriers or in all countries and regions; check Apple’s iPhone guidance.
  • Location and emergency setup: Rules for emergency calls, registered addresses, and network availability can affect use, especially while traveling.
  • Connection behavior: Whether a call continues, switches networks, or fails when Wi-Fi drops depends on the carrier and device.

How to check the setting on your phone

Android

  1. Open Settings.
  2. Go to Network & internet > SIMs, then select the carrier SIM or line.
  3. Tap Wi-Fi calling and follow the carrier’s activation prompts, if available.
  4. If the setting is missing, Google advises checking whether your carrier supports Wi-Fi Calling. A missing control is not something a Wi-Fi network or router can fix.

Can you make calls over Wi-Fi without a carrier?

Yes, through an internet-calling app, if the app and account support the kind of call you need. That is different from carrier Wi-Fi Calling: it may use an app identity or separate number rather than your mobile number, and emergency-call handling varies by service. T-Mobile explicitly distinguishes its number-based Wi-Fi Calling from calls through apps such as Skype, WhatsApp, and Google Voice. Check the current terms and capabilities of the app you choose; do not assume it preserves your carrier number or supports emergency calls in the same way.

Emergency calls: check before relying on Wi-Fi

Emergency calling over Wi-Fi has important limitations. Apple says emergency calls may use Wi-Fi when cellular service is unavailable, but a carrier may rely on a registered address, and emergency alerts may not be received while using Wi-Fi Calling. Verizon’s guidance says its setup requires a U.S. address for 911 and warns that calling from another location can affect routing; network problems may also impair calls. Those examples are provider-specific, not universal rules.

Set or update the emergency address required by your own carrier and read its guidance for your location. Do not treat Wi-Fi Calling—or an internet-calling app—as a guaranteed substitute for local emergency service.

Calls and texts using your existing mobile number when cellular coverage is poor Carrier Wi-Fi Calling Carrier eligibility, active-line requirements, device support, and activation

Internet voice calls without a carrier line An internet-calling app Whether it needs an account or separate number, and its current emergency-call capabilities

Bottom line for a no-SIM phone

A phone with no physical SIM can sometimes make carrier Wi-Fi Calls, but only where the carrier permits the phone and account configuration. Without a carrier line, use of an internet-calling app is a separate possibility—not a way to turn Wi-Fi into mobile-number service. Check your carrier’s exact policy and emergency-call instructions before depending on either option.
