If your site loads on your phone over cellular data but not on your computer over Wi-Fi, the two connections may be reaching it from different public IP addresses, DNS resolvers, or network routes. A Cloudways security rule could be blocking the Wi-Fi address, but the contrast alone does not prove an automatic ban. Check the exact error and compare the failing connection’s IP with server and edge security events before changing any rules.
Start by defining exactly what fails
Before troubleshooting, record the public domain, the full URL that fails, the time and timezone, and the exact browser message or HTTP status. Note whether every page fails or only a particular path. Also confirm that the phone works over cellular data, not the same Wi-Fi as the computer. That distinction matters: cellular and Wi-Fi commonly use different public IP addresses, DNS resolvers, and routes.
A network-specific failure narrows the investigation to differences between the connections; it does not identify which system is responsible. The request could be rejected by a server rule or an edge security service, or the issue could be with DNS, routing, the local network, or the browser.
Compare the failing and working connections
Find the public IP address used by the failing Wi-Fi or office connection. If practical, check the phone’s address while it is on cellular data as well. Do not assume devices share an address because they are in the same home; cellular traffic normally exits through a separate network. Treat the addresses as clues to compare against security logs, not as proof of a block.

Keep the timestamp, URL, error, and client IP together. These details help distinguish a security event matching the failed request from a coincidental rule or an unrelated network problem.
Check Cloudways server security for the Wi-Fi IP
On the relevant Cloudways Flexible server, open Server Management → Security → Incidents and Firewall. Search for the failing connection’s public IP, then inspect the event details and rule scope. Cloudways documents Imunify360 server-level protection that can automatically block abusive login attempts and malicious IPs. A server-level IP block can affect applications across that server, rather than just one site. Cloudways’ server security guide describes the controls and incident review process.

If an incident matches the failed request, verify that the address is the one you expect and that the event time and rule make sense. Only then consider removing the block or adding a targeted allow rule. Cloudways documents temporary rule TTLs from 1 to 576 hours. Use a temporary rule when appropriate, and avoid permanently allowlisting an unfamiliar or shared address. Its guide also cautions that country blocks can affect legitimate visitors and services.

If the domain uses Cloudflare or another CDN or web application firewall, check that service’s security events for the same time, client IP, hostname, and path. An edge rule can reject a request before it reaches the Cloudways server. Cloudways documents WAF and rate-limiting controls; rate limiting may issue a challenge or temporarily restrict a source after a request threshold is exceeded. Cloudflare says errors 1006, 1007, 1008, or 1106 can occur when the website owner blocks a request. Its guidance is to “Request the website owner to investigate their Cloudflare security settings or allow your client IP address.” Such an error points toward an owner-side Cloudflare rule; it does not establish that Cloudways itself imposed the block. Cloudflare’s error guidance explains this error family.
Test the public domain, not only the server IP
Check the site using its public domain. A direct request to the server’s IP address is a different test: Cloudways lets owners disable application access by server IP, and that setting can return a 403 response. So a 403 from the raw IP alone does not show that the domain is down or that your connection was automatically banned. Cloudways’ direct-IP access guide describes this setting.

If the security logs show no matching block
Compare the domain’s DNS answers on the failing and working networks, and check whether both resolve to the expected service. Then see whether the problem follows the Wi-Fi network or stays with one browser or device. Investigate local DNS filtering, VPN or proxy behavior, browser state, and possible ISP routing or blocking. These are alternatives to check, not established causes of any particular failure.

Cloudways also lists temporary network and browser issues among possible causes of access problems with its platform. Those platform troubleshooting notes are not a diagnosis of a website outage, but they reinforce why an empty security log should lead you to check the connection as well. Escalate with evidence if a rule is unclear
If a server or edge event identifies a rule you cannot inspect or change, contact the relevant provider’s support team. Include the failing public IP, timestamp and timezone, exact URL, error message or status, and the event ID if one is available.
