A USB4 port rated for up to 40Gbps does not guarantee that every connection will run at 40Gbps. The negotiated link depends on the capabilities of the host, attached device, and connection components. Firmware also plays a role: BIOS must hand control of the USB4 connection manager to the operating system. That does not establish a universal BIOS toggle that forces USB4 into USB 3 mode—or confirm what happened on any particular PC.
USB4 capability is not the same as the speed of every connection
USB4 is a connection architecture that can carry different kinds of traffic. USB 3.x, PCIe, and DisplayPort traffic can share a USB4 link under the connection manager’s bandwidth policy. As a result, seeing a USB 3.x device or transfer does not by itself prove that the host’s entire USB4 link has fallen back to USB 3. Microsoft’s USB4 design guidance describes calculated link rates such as 10Gbps, 20Gbps, and 40Gbps; these are technical examples, not measured results for a particular setup.
USB-IF describes USB4 as building on USB 3.2 and USB 2.0, with backward compatibility and connection capability that scales to what the connected devices can mutually support. Think of the connection as a chain: host port and controller, firmware and operating-system support, cable, and attached device. The resulting connection cannot exceed what the relevant components support.

Firmware configuration matters because BIOS must grant control of the USB4 connection manager to the operating system. Microsoft’s USB4 ACPI requirements also say that a full reboot is required after changes to the specified native USB4 support or USB settings.

Those requirements do not identify a universal menu option that switches USB4 to USB 3, nor do they prove that a particular setting caused a reported speed change. BIOS labels and behavior are model-specific. Without the computer model, BIOS or UEFI version, exact setting label and before-and-after values, attached device, cable, and operating system, it is not possible to identify the toggle or give reliable menu directions.
How to check the link mode on Linux
On Linux systems that expose the relevant interface, the kernel ABI documents a sysfs attribute for the current USB4 port link mode:

cat /sys/bus/thunderbolt/devices/usb4_portX/linkReplace usb4_portX with the port name present on your system. The documented output is usb4, tbt, or none. This is a mode indicator, not a throughput benchmark: it does not report a measured transfer rate or explain why a particular USB device is operating at a lower speed. See the Linux kernel ABI documentation for the attribute details.
Check the components before changing settings or buying a cable
- Host: Confirm the specific port and controller support the capability you expect; a USB4 label alone does not establish the negotiated rate for every connection.
- Firmware and operating system: Check the computer maker’s documentation for your exact model and firmware version. If you changed a relevant USB4 setting, apply the required full reboot rather than assuming a restart or device reconnect is sufficient.
- Cable: Check the cable’s stated capability. USB-IF packaging guidance recognizes USB4 20Gbps and USB4 40Gbps rate labels, but a label is not a guarantee that the complete setup will negotiate at that rate. USB-IF’s packaging guidance explains the labels. A USB4 40Gbps cable is a compatibility check, not a proven fix for an unidentified slowdown.
- Attached device: Check the device’s own port and specification. The connection is constrained by mutual capability, so a host’s maximum does not make a slower device operate at that maximum.
- Evidence: Separate a stated capability, a reported link mode, and an actual transfer measurement. They answer different questions and should not be treated as interchangeable.
Microsoft’s Universal Serial Bus 4 (USB4) design details and general requirements says: “Partners should ensure their USB hardware (such as systems, hubs, cables, and accessories) can inter-operate with other USB hardware coming to or already on the market.”

Windows-specific rate checks depend on the PC
The official material cited here does not establish a universal Windows menu path for measuring a negotiated USB4 rate. Avoid relying on a generic setting or assuming that a USB 3.x device’s reported speed describes the whole USB4 link. For a Windows PC, use the manufacturer’s current documentation for that exact model and share the computer model, BIOS version, setting label, connected device, and cable when seeking a diagnosis.
