A phone advertised as 90 Hz, 120 Hz, or higher is describing the display panel’s maximum capability—not promising that every app will update at that speed. The app must produce frames, the operating system must select a compatible display mode, and power, resolution, thermal, and device policies can all change the result.
That is why a 120 Hz phone can look close to 60 Hz in one app while scrolling smoothly in another. It does not automatically mean the screen is defective. The actual rate is a system decision made continuously from the panel’s available modes, app behavior, current content, and battery policy.
Refresh rate and frame rate are different
Refresh rate, measured in hertz (Hz), is how often the display hardware can scan a new image. A 120 Hz panel has a mode capable of refreshing up to 120 times per second. Frame rate, usually expressed as frames per second (fps), is how quickly an app or video supplies new images.
Those numbers interact, but they are not interchangeable:

If an app presents only 30 or 60 distinct frames per second, a faster panel cannot create the missing source frames. It can still make touch response, scrolling, or animation feel smoother when the app and system are able to use a faster mode.

What determines the rate you actually see
The panel’s available modes
Manufacturers expose a set of modes rather than one universal speed. A specification may advertise “up to 120 Hz,” while the phone internally supports combinations such as 60 and 120 Hz, or a broader adaptive range. The highest value is an upper limit available under particular resolution, power, thermal, and software conditions.
The app’s rendering and timing
An app can animate at its own cadence, synchronize to display timing, or give the operating system a preferred frame rate. On Android, developers can use Surface.setFrameRate() to communicate that preference. Android explicitly warns that the scheduler considers other factors and may decline to switch to the requested mode. A request is therefore a hint, not a command. The platform’s guidance is documented in Android’s frame-rate documentation.
The operating system and device policy
The scheduler arbitrates among all visible surfaces, available display modes, battery policy, and hardware constraints. A higher-priority surface, a power-saving rule, or a mode that is unavailable at the current resolution can prevent an app’s preferred rate from taking effect. The same app can consequently behave differently on two phones, or on one phone before and after a system setting changes.

The content itself
Scrolling lists, games, transitions, camera previews, and video have different frame-production patterns. Android recommends considering the source rate of long-running video when selecting a display mode; a 24 fps film does not need to be treated as a 120 fps animation. A high-refresh panel improves the opportunities for smooth interaction, but it does not increase the frame rate of the source content by itself.
Why one app can look like 60 Hz on a 120 Hz phone
The app may not render fast enough
Rendering a complex scene, processing a web page, or waiting on network and graphics work can limit an app to a lower cadence. If the app supplies frames at 60 fps, the system may reasonably keep or select a 60 Hz mode. This is an app-performance or content characteristic, not proof that the panel cannot run faster.

Some software uses conservative timing for compatibility or battery life. Even when an app asks for a higher rate, Android states that there is no guarantee the scheduler will honor the request. The system can favor another surface, a different mode, or a lower-power policy.
Battery Saver can override a high-rate setting
Power-saving behavior is an intentional reason to reduce refresh activity. Android lists battery saver among the conditions that can stop a supported requested rate from being selected. On Galaxy phones, Samsung says Power saving mode sets display behavior to Standard. Check the device’s power mode before treating a sudden change as a fault. Resolution can restrict the available combination
Some phones cannot combine their highest resolution and highest refresh mode. Samsung notes that supported Galaxy models may switch to Standard when WQHD+ resolution is selected. The exact combinations differ by model, so a resolution change can explain why a previously smooth interface now appears less fluid.

Thermal and other system policies can intervene
The scheduler also has to account for other surfaces and hardware conditions. A navigation overlay, video surface, game, or system animation can have different priorities. The phone may change modes as those surfaces appear or disappear, making the behavior look inconsistent from an app-only perspective.

Adaptive refresh is designed to vary the display rate with activity. A phone can use a lower rate for static text, raise it during a gesture or animation, and change again when content stops. That can preserve battery without giving up responsiveness during interaction.
Adaptive behavior is not universal, even on phones with a high-rate panel. Android’s documented adaptive-refresh feature requires a compatible device implementation, the required hardware-abstraction-layer APIs, and Android 15 QPR1 or later. The operating-system version alone does not establish that a particular phone supports it. Details and eligibility requirements are listed in Android’s adaptive refresh-rate guide.
A fixed high mode and an adaptive mode make different trade-offs:

Platform differences: Android and Apple devices
Android
Android apps can communicate intended frame rates, but the display scheduler has final authority. Its decision can account for battery saver, competing surfaces, supported modes, and the device’s implementation. Therefore, enabling a high or adaptive option in Settings does not force every application to render at that rate.

Apple ProMotion devices
Apple’s ProMotion documentation describes a similar separation between app timing and the actual display rate. Developers can provide timing preferences, while the system controls the panel’s rate; an app cannot force one exact value. Apple explains this in Optimizing iPhone and iPad apps to support ProMotion displays.
For users, the practical implication is the same on both platforms: a menu option or an app request expresses a preference within the capabilities and policies of the device. It is not a guarantee that every screen will be presented at the headline maximum.
What phone settings mean in practice
Manufacturers use different labels and ranges. On supported Galaxy models, Samsung describes Motion smoothness choices including Standard, High, and Adaptive. Standard is 60 Hz; High or Adaptive can use a higher rate, with supported models reaching up to 120 Hz. Samsung also lists examples such as the Galaxy A16 5G, which supports up to 90 Hz. These are model-specific capabilities, not a market-wide promise, and product support can change.
Use your exact model’s manual or support page to verify the available combinations. A setting shown on one model may be absent on another, and the same label can represent a different range on a different generation.
Step-by-step checks when an app feels less smooth
- Confirm the display mode. Open Settings and search for “refresh rate,” “Motion smoothness,” “Display,” or “Screen refresh rate.” Select the phone’s High or Adaptive option if available. Menu names vary by manufacturer and model.
- Turn off power saving temporarily. Check Settings → Battery (or the manufacturer’s equivalent) and disable Battery Saver or Power saving mode for a controlled comparison. On Galaxy phones, Samsung documents that Power saving mode selects Standard display behavior.
- Check resolution. In Settings → Display, review screen resolution. If WQHD+ or another high-resolution mode is active, test the manufacturer’s recommended resolution for high refresh. Some models cannot combine the highest resolution with the highest rate.
- Repeat the same gesture in several apps. Scroll a long list or run a simple animation in two or three applications. A difference limited to one app points toward that app’s rendering or timing, although observation alone cannot prove the exact cause.
- Compare static and moving content. A static page may appropriately use a lower rate. Test during continuous scrolling, a transition, or gameplay rather than judging from an idle screen.
- Check for overlays and active media. Picture-in-picture video, navigation windows, recording tools, or other overlays can change surface priorities and the scheduler’s choice. Close them and repeat the comparison.
- Update and consult model documentation. Install the phone’s available system update, then check the exact model manual and the app developer’s support notes. Do not assume a setting documented for a different model applies to yours.
- Separate a mode issue from a hardware issue. If the entire interface is consistently limited across settings and applications, record the selected mode, resolution, and power state before contacting support. A single app looking less fluid is not sufficient evidence of a broken display.

Why manufacturers do not keep the maximum rate on constantly
A high refresh mode requires the display and related graphics pipeline to work more often. Samsung presents Standard as the battery-saving choice and High as using more battery. Adaptive policies attempt to spend that energy during interaction and reduce it when the screen is static. The exact battery impact depends on panel technology, brightness, workload, temperature, and software, so no single percentage applies to every phone.

There is also a responsiveness-versus-consistency trade-off. A fixed high mode can make behavior more predictable when the phone supports it, while adaptive mode may visibly change rates as content changes. Neither choice guarantees that an individual app will produce high-rate frames.
What developers can and cannot control
Android developers should design animations and rendering loops that produce frames efficiently and communicate appropriate frame-rate preferences. They cannot assume the requested value will be selected. Apple developers can supply ProMotion-related timing preferences but likewise cannot force the display to one exact rate.
For users, this means an app update can improve animation smoothness without changing the phone’s panel, while a system update or power-policy change can alter behavior without any app update. The visible result is the product of all three layers: app, operating system, and display hardware.
The practical answer to “Why does my 120 Hz phone look like 60 Hz?”
Usually, the phone is making a deliberate choice or the app is supplying frames at a lower cadence. Verify the selected display mode, power-saving state, and resolution first. Then compare multiple apps and moving content. If the limitation appears only in one app, its rendering or request is a more plausible explanation than a failed panel; if it occurs everywhere despite the documented high-rate mode and normal power settings, use the exact model’s support process to investigate.
