Yes. GPS can be enabled while your phone still reports an inaccurate position. Buildings, trees, indoor locations, reflected signals, satellite geometry and receiver quality can all affect the fix. And sometimes the blue dot is right but the map’s street, address or business information is wrong.
Why GPS being on does not guarantee an accurate location
GPS is a radio-based positioning system: your phone estimates its position from signals it receives from satellites. Turning GPS on allows the phone to use those signals, but it cannot ensure that enough clear signals are available or that conditions are ideal. GPS.gov says accuracy depends on satellite geometry, signal blockage, atmospheric conditions and receiver design.
Buildings, bridges, trees, vehicle roofs, mountains, walls, and indoor or underground locations can obstruct satellite signals. Signals that reflect off a building or other surface before reaching the phone can also distort the estimate. Apple notes that GPS accuracy depends on the number of visible satellites.

Your phone may be combining location sources
A phone’s reported location is not always based on GPS alone. Apple says an iPhone or iPad may use Wi-Fi or cellular networks when satellites are blocked or unavailable. On Android devices with Google Play services, Location Accuracy can combine GPS with Wi-Fi access points, cellular networks and device sensors, including the accelerometer, barometer and gyroscope. Google says this can help especially indoors or near large buildings.
On iPhone and iPad, finding visible satellites can take several minutes, and accuracy may improve gradually. A clear view in several directions helps the device receive satellite signals. When satellites are unavailable, the device can use Wi-Fi or cellular networks until GPS reception improves.

First work out whether the dot or the map is wrong
Check the blue dot against the streets around it. If the dot appears to be in the right place but a road, address, business label or route is incorrect, the problem may be map data rather than positioning. GPS.gov notes that maps can be incorrectly drawn, roads can be missing, businesses can be mislabeled, and addresses can be estimated incorrectly. Map information comes from map providers, not GPS satellites.
- The blue dot is misplaced: Check the setting or reception conditions, then compare the result in another location or app.
- The dot seems plausible but a street, address or label is wrong: Report the map error to the provider. A map mistake alone does not show that the phone’s GPS is faulty.
Checks to try on your phone
Improve satellite reception
- Move to an open area with a clear view in several directions, away from buildings or other obstructions.
- Wait a few minutes for the phone to find visible satellites and allow the reported accuracy to improve.
Check iPhone or iPad settings
- Open Settings > General > Date & Time and use automatic time settings if possible. Apple lists correct date, time and time zone among its location troubleshooting checks.
- Open Settings > Privacy & Security > Location Services and check that Location Services is enabled for the app you are using.
Check Android settings
- On Android 12 or later, check that the app has precise-location permission. App-level precise-location permission is separate from the device-wide Location Accuracy setting.
- To check Location Accuracy, open Settings > Location > Location Services > Location Accuracy. The exact label or path can vary by Android version and device; older versions use a different path.
Use the pattern to narrow down the cause
- It happens indoors or beside large buildings: Blocked or reflected satellite signals, or reliance on other location sources, may contribute.
- It happens in one app: Check that app’s location permission, including precise-location permission where available, and compare with another app.
- The dot is right but the map detail is wrong: Report the road, address or label issue to the map provider.
- The problem appears suddenly across several places or apps: GPS.gov directs readers concerned about unusual satellite-signal loss to its service outage and status reports. One inaccurate reading alone does not establish that the phone has a hardware fault.
What the GPS accuracy figures do—and do not—mean
GPS.gov also reports a daily global average user range error of no more than 2.0 m (6.6 ft.) with 95% probability for the GPS signal in space. That is a signal-performance commitment, not a promise that a phone will locate you within that distance. The actual position estimate also depends on satellite geometry, local signal conditions and the receiver. GPS.gov’s historical figure of no more than 0.643 m (2.1 ft.) for global average signal-in-space user range error on April 20, 2021, likewise describes satellite-signal performance—not consumer-phone positioning accuracy.
