If the Conversion Lift option is missing, unavailable, or refuses to save, the most likely explanation is not a broken browser setting: Google does not enable Conversion Lift for every Google Ads account. Google’s current documentation says advertisers should ask their Google account representative whether the account has access. After that account-level gate, eligibility depends on conversions, budget, campaign type, existing study assignments, tracking quality, and the study’s statistical power.

This guide follows Google’s documented user-based setup and separates it from geography-based lift, which has different requirements. The thresholds and interface labels below reflect Google Ads Help pages checked on October 13, 2026; Google can change them, and only your in-account selector and representative can confirm eligibility for a specific account.

What Conversion Lift measures

Conversion Lift is an experiment for estimating conversions caused by advertising rather than simply counting conversions that happened after an ad impression or click. In a user-based study, Google divides eligible users into two groups:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Treatment: users who can be exposed to the selected ads.
  • Control: users held back from seeing those ads.

Google compares the conversion results between those groups. For user-based reporting, incremental conversions (also called absolute lift) are calculated as treatment conversions minus control conversions. A positive result means the treatment group generated more conversions than the control group under the study design; it is not the same as reporting every conversion attributed by the normal Ads attribution system.

Google also offers geography-based lift. Instead of assigning individual users, it compares aggregated geographic areas, and it can incorporate offline conversion data. Do not apply the user-based eligibility checklist to a geography-based study without checking that study’s separate requirements.

The first gate: your account may not have access

Google Ads Help explicitly states that “Conversion Lift isn’t available for all Google Ads accounts.” That is an account-level availability decision, not a setting you can unlock by changing a campaign bid, installing a browser extension, or recreating the campaign.

What to do when the feature is missing

  1. Sign in to the Google Ads account that owns the campaigns you want to test.
  2. Open the study area at Campaigns > Experiments > Lift studies.
  3. If Conversion Lift is absent, disabled, or unavailable, ask your Google account representative whether the account is eligible and whether access can be enabled.
  4. Ask the representative to confirm which study design (user-based or geography-based) and campaign types are supported for that account.

Public documentation does not promise access for every advertiser, so a campaign that appears to meet the numeric requirements can still be blocked at the account level. Treat representative confirmation as the first diagnostic, not as a last resort after changing settings.

Documented user-based requirements at a glance

The following checks apply to the current user-based setup page. They are Google product requirements and guidance, not independent benchmarks.

Check What Google’s setup guidance says What to verify
Account access Conversion Lift is not available for every Google Ads account. Ask the Google account representative whether the account is enabled.
Observed conversions At least 1,000 observed conversions are required. Confirm the selected conversion data qualifies; supplementary conversions do not count toward this minimum.
Budget The campaign budget must be at least USD 5,000. Google’s page says a study cannot be saved below this threshold. Check the budget shown by the setup flow and keep the currency qualification in mind.
Conversion action At least one compatible conversion action is required. Select a conversion goal that the study can measure and verify that it is recording data.
Campaign type The current user-based list includes Display, Search, Video, Demand Gen, App Campaigns, and Performance Max. Check each selected campaign in the eligibility window.
Exclusions iOS App campaigns and Travel Ads are excluded from the listed user-based setup. Remove excluded campaigns or ask the representative whether another supported design is available.
Existing study membership A campaign can be in only one Brand Lift, Search Lift, or Conversion Lift study at a time. Remove the campaign from the conflicting study before selecting it again.

Google also notes that newer campaign types in alpha or beta may require confirmation from your representative. A campaign type appearing in the account does not by itself prove that it can participate in a lift study.

Run the checks in the fastest order

1. Confirm account access before changing campaigns

Missing menus and a disabled Conversion Lift choice are consistent with account-level access limits. Contact the representative first. Ask specifically whether the account is enabled for Conversion Lift, whether the requested design is user-based or geography-based, and whether any campaign-type restrictions apply.

2. Confirm the observed-conversion minimum

The user-based setup requires at least 1,000 observed conversions. Google’s wording distinguishes observed conversions from supplementary conversions: supplementary conversions do not count toward the 1,000 minimum. Check the conversion goals you intend to select, rather than relying on a total that includes supplementary actions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This requirement is a gate in the documented setup. If the account is below it, adding more campaigns does not change the historical count immediately; you need qualifying observed conversion data before the study can meet the requirement.

3. Check the USD 5,000 budget condition

Google’s user-based page lists a minimum campaign budget of USD 5,000 and states that the study cannot be saved below the threshold. The documentation does not establish that this is a required spend amount or a guarantee of lift; it is the budget condition displayed by the setup flow. Check the currency and budget value shown in your account before attempting to save.

4. Verify a compatible conversion action

At least one compatible conversion action must be available to the study. A conversion action that is paused, missing recent data, or incompatible with the selected campaign may prevent selection even when the account has enough total conversions. Choose the actual conversion goal you want to evaluate and inspect its recording status in Google Ads before returning to Lift studies.

5. Check campaign support and exclusions

For the current user-based list, eligible campaign families are Display, Search, Video, Demand Gen, App Campaigns, and Performance Max. iOS App campaigns and Travel Ads are excluded from that list. Alpha or beta campaign types may require representative confirmation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you have a mixed selection, remove the excluded or unconfirmed campaign first. Test the remaining supported campaigns individually if the selector does not explain which item is blocking the study.

6. Look for another lift study using the campaign

A campaign may participate in only one Brand Lift, Search Lift, or Conversion Lift study at a time. An existing study can therefore make an otherwise eligible campaign unavailable. Review active and configured lift studies, remove the campaign from the conflicting study when appropriate, and then reopen the campaign selector.

7. Resolve “Needs attention,” “Not found,” and similar statuses

Google’s campaign-selection interface uses status wording such as Eligible, Needs attention, and Not found for uploaded campaigns. A “Needs attention” status is a diagnostic to investigate; it is not enough to assume that the entire account is disqualified.

After correcting the issue identified by the selector, refresh the campaign-selection window. Google specifically notes that refreshing can be necessary before a resolved campaign becomes selectable again.

How to create a user-based Conversion Lift study

Once access and eligibility checks are in order, Google’s published navigation and setup sequence is:

  1. Open Campaigns > Experiments > Lift studies.
  2. Choose to start a new study.
  3. Select Conversion Lift.
  4. Select users-based test groups.
  5. Choose the eligible campaigns. Remove campaigns marked as incompatible, unresolved, or already assigned to another study.
  6. Choose the conversion goals or conversion actions to measure.
  7. Select the metric focus and the study dates.
  8. Set the holdback, which determines the portion assigned to the control group.
  9. Review the study-power estimate and the certainty range shown by the interface.
  10. Create the study. It starts on the specified start date, not necessarily at the moment you finish the form.

If a campaign is unavailable during selection, return to the checks above, resolve the specific status, and refresh the selection window. Do not substitute a different conversion action just to make the form proceed unless that action represents the business outcome you intend to study.

Why diagnostics can warn without blocking creation

Google recommends stronger measurement signals, including enhanced conversions and improvements to consent-related signals. These measures can improve the accuracy and reliability of the estimate by giving Google better conversion information, but they are not presented as a universal access switch.

The setup diagnostics may show warnings about tracking or data gaps. Google says a study can still be created and saved regardless of warning severity, while recommending that the gaps be resolved for better accuracy and reliability. This creates an important distinction:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Hard gates: account access, documented conversion and budget requirements, campaign compatibility, and conflicting study membership can prevent selection or saving.
  • Quality warnings: tracking or signal issues may allow creation but make the resulting estimate less dependable.

Record each warning before proceeding, identify which conversion action or signal it concerns, and resolve what you can. Do not describe a successfully saved study as validated merely because the form accepted it.

Study power and the certainty range

When the setup allows you to continue, the remaining question is whether the experiment is likely to produce a useful result. Google’s interface shows a certainty range from 50% to 95%, in 5% increments. This is a study-power estimate, not a guarantee that the campaign will produce positive lift or that the result will be statistically conclusive.

What determines the estimate

Google identifies several inputs that affect power:

  • the conversion actions selected;
  • the campaign budget;
  • the study duration;
  • the holdback split between treatment and control;
  • historical, account-level campaign data; and
  • the estimated lift.

A change to any of these inputs can change the displayed certainty. For example, changing the conversion goal changes the event volume being modeled, while changing the holdback changes how much traffic is reserved for the control group.

How to interpret 50%–95%

Google recommends aiming for at least 90% certainty for the most reliable results. Values from 50% through 90% can be directional, meaning they may help indicate a pattern but carry a greater risk that the study will not resolve the lift clearly. This guidance is not a promise that 90% certainty will detect a particular lift.

If the interface estimates less than 90%, Google provides budget guidance. Use that guidance as an input to the decision about duration, budget, and holdback rather than treating the displayed percentage as a pass/fail eligibility rule.

Demand Gen’s delayed-conversion treatment

Demand Gen-only studies include modeled delayed incremental conversions by default. Google bases those modeled conversions on conversion delays observed during the study. This matters when you compare the report with a short reporting window: some conversions associated with the study may be modeled as arriving after the initial ad interaction rather than appearing immediately.

Do not compare a Demand Gen-only result with a different study as though both used identical delay handling. Keep the study type and reporting treatment attached to any internal decision.

When geography-based lift is the better path

Geography-based lift is a separate experiment, not a fallback that automatically appears when user-based lift is unavailable. It assigns geographic groups and compares their aggregate results. It can also support offline data supplied to the account team.

Documented geo-based conditions

  • Campaigns must target one country for the geo-split methodology described by Google.
  • The account needs compatible conversion tracking or offline data supplied to the account team.
  • Campaign support is separate from the user-based campaign list; contact the account representative to confirm which campaign types are supported.

If your campaigns span multiple countries, a single-country geo-split design may not fit without changing the targeting structure. Do not assume that a country-wide user test and a geographic experiment have interchangeable requirements or interpretation.

Common failure scenarios and precise fixes

“I cannot see Conversion Lift anywhere”

This most strongly indicates the account-access gate. Confirm that you are in the correct account, open Lift studies, and ask the Google representative whether Conversion Lift is enabled. There is no documented universal toggle that makes the feature available to every account.

“The study form opens, but it will not save”

Check the documented user-based budget condition first: Google says the study cannot be saved below USD 5,000. Then verify the 1,000 observed-conversion minimum, a compatible conversion action, campaign support, and conflicting study membership.

“My campaign is marked Needs attention”

Open the campaign’s diagnostic details, correct the stated issue, and refresh the campaign-selection window. If the message concerns a campaign type in alpha or beta, obtain confirmation from the account representative rather than assuming it is supported.

“The account has plenty of conversions, but it still fails the threshold”

Recheck which actions make up the count. Supplementary conversions do not count toward the documented 1,000 observed-conversion minimum. Count the qualifying observed conversions associated with the conversion goals you intend to use.

“A campaign is eligible in another experiment but unavailable here”

Lift-study eligibility is not transferable between study types. Check whether the campaign is already in a Brand Lift, Search Lift, or Conversion Lift study, and check whether its campaign type is supported by this specific Conversion Lift design.

“The study can be created, but power is low”

Review the certainty estimate, selected conversions, budget, duration, holdback, historical data, and estimated lift. Google treats 50%–90% as potentially directional and recommends aiming for at least 90% for the most reliable results. Use the interface’s budget guidance and adjust the design only if the resulting test still matches your measurement question.

A practical decision tree

  1. No Lift studies or Conversion Lift option: verify the account and contact the Google representative about access.
  2. Option exists but no campaign can be selected: check campaign type, iOS App and Travel Ads exclusions, existing study membership, and selector statuses.
  3. Campaigns select but the form will not save: check the USD 5,000 budget condition, 1,000 qualifying observed conversions, and a compatible conversion action.
  4. Form saves with warnings: improve conversion tracking, enhanced conversions, and consent-related signals; document unresolved warnings.
  5. Form saves with weak power: review the 50%–95% certainty range and the factors that drive it; treat a result below the recommended 90% as potentially directional.
  6. User-based design does not fit: ask whether geography-based lift is enabled and whether your campaigns, one-country targeting, and conversion or offline-data setup meet its separate requirements.

What this process cannot establish from public documentation

Google’s public pages describe the gates and workflow, but they cannot determine whether a particular advertiser’s account has access, whether an individual campaign will pass its in-account diagnostics, or whether a planned study will detect a commercially meaningful lift. Those answers require the account’s own data and the eligibility selector, plus representative confirmation where Google requests it.

Thresholds, supported campaign types, labels, and availability can change. Before committing budget or communicating a result, check the current in-account setup and the latest Google Ads Help guidance.
