Internet access is not categorically banned on passenger flights in the United States. The key distinction is between connecting directly to a ground-based cellular network and using Wi-Fi supplied by the aircraft: cellular service is restricted, while an airline may offer onboard Wi-Fi under its own rules. Availability and permitted use vary by carrier, aircraft, route, and flight.
Why does it seem like internet is not allowed in flight?
“Internet” can mean different connections. A phone trying to reach a ground cellular tower is not doing the same thing as a device joining an aircraft’s Wi-Fi network. U.S. rules and guidance treat those connections differently, which is why passengers are commonly told to enable airplane mode but may still be able to use Wi-Fi.
The rules discussed here are U.S.-specific. FAA and FCC rules should not be assumed to apply in the same way in other countries.
Why is cellular service restricted on a plane?
The FCC’s airborne cellular restriction addresses potential harmful interference to terrestrial cellular networks. The FCC order discusses the restriction as applying to airborne use of cellular telephones on specified frequencies; it is not a general prohibition on every form of internet access.

A separate concern is possible interference with aircraft navigation or communication systems. FAA advisory guidance explains that portable electronic devices may have the potential to affect those systems and describes operator determinations about devices that will not interfere with safe operation. This aircraft-equipment concern is distinct from the FCC’s ground-network rationale. FAA Advisory Circular 91.21-1D was issued on October 27, 2017, and is listed as active by the FAA.
Why can I use Wi-Fi if airplane mode is on?
Airplane mode disables cellular service, but it does not necessarily prevent Wi-Fi use for the entire flight. FAA passenger guidance says passengers should keep devices in airplane mode and may connect to an aircraft’s wireless network if the airline provides that service. The FCC order also distinguishes Wi-Fi, which uses unlicensed spectrum, from the airborne cellular restrictions it discusses.

In practice, follow the crew’s instructions and the carrier’s rules for when to enable Wi-Fi or other device functions. An airline may not offer Wi-Fi on a given flight, and the presence of onboard Wi-Fi on some aircraft does not guarantee service on every aircraft, route, or phase of flight. The FAA’s portable electronic devices guidance explains the airplane-mode and onboard-Wi-Fi distinction.
Does onboard Wi-Fi mean passengers can make voice calls?
No. Wi-Fi access does not settle the separate legal question of passenger voice calls. For covered scheduled interstate and intrastate flights in the United States, 49 U.S.C. § 41725 directs the Department of Transportation to prohibit passengers from engaging in voice communications using mobile communications devices during flight, subject to specified exceptions for certain on-duty personnel. Do not assume that a working Wi-Fi connection authorizes a passenger call; follow the airline’s rules and applicable law.

Is 5G the reason airplane internet is restricted?
The 5G C-band and radio-altimeter issue is a separate spectrum-coexistence matter, not evidence of a blanket ban on passenger internet. The FAA says mitigations by operators and radio-altimeter retrofits have enabled coexistence with impacts minimized to levels acceptable to both industries through at least January 1, 2028. This concerns terrestrial 5G C-band operations and aircraft radio altimeters, not whether an airline may provide Wi-Fi. See the FAA’s 5G and Aviation Safety update.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How do I know whether Wi-Fi will work on my flight?
Check the airline’s current information for the specific itinerary rather than relying on a general statement that the carrier has Wi-Fi. Service, access conditions, price, and permitted connection times can vary by flight and aircraft; without a carrier, route, aircraft, and travel date, those details cannot be established.
