Apple Silicon Macs use ARM processors, so a virtual machine cannot automatically boot every operating system made for Intel Macs. The deciding factor is the guest’s CPU architecture: ARM64 guests can usually use hardware virtualization, while x86_64 guests need full-system emulation or a separately supported migration path. That difference explains why one VM starts normally and another refuses to boot, runs very slowly, or lacks essential devices.
The short answer: a VM still has to match the processor architecture
Virtualization does not erase the instruction set of the physical Mac. Apple Silicon processors implement ARM64 (also called AArch64), whereas most Intel and AMD desktop operating systems and older VM images target x86_64. A hypervisor can present virtual hardware efficiently when the guest uses the host-compatible architecture. It cannot simply treat an x86_64 installer as if it were an ARM64 installer.
“Windows,” “Linux” and “macOS” are operating-system families, not architecture labels. Windows 11 ARM and Windows 11 for Intel are different guest builds. Likewise, an ARM64 Linux image is not interchangeable with an x86_64 image, even when both have the same distribution name and release number.
This is why an Intel VM copied from an older Mac may fail on an M-series Mac while a newly created ARM VM works. The normal migration path is to create a new ARM guest and transfer applications and data rather than importing the old virtual disk unchanged.

Virtualization, translation and emulation are different technologies
Hardware virtualization
With native virtualization, the guest CPU architecture is compatible with the host. The hypervisor uses Apple Silicon’s virtualization facilities to run an ARM64 guest with relatively low overhead. Apple describes its Virtualization framework as a way to create and manage macOS and Linux virtual machines on Apple Silicon and Intel Macs. Apple’s documentation also provides separate guidance for Linux guests and macOS guests.
Application translation
Translation converts instructions for an individual program while an operating system is already running. Rosetta can translate supported Intel Mac applications on an ARM-based Mac. Windows on ARM can similarly run many Intel Windows applications through Microsoft’s built-in emulation. In both cases, the operating system itself remains ARM-based.
Apple also documents translation of Intel binaries inside an ARM Linux VM. That feature helps a particular Intel Linux program run inside an ARM Linux guest; it does not install or boot an Intel Linux kernel.

Full-system emulation
Emulation simulates an entire x86_64 computer, including its processor, so an x86 operating system can boot on an ARM host. Because every guest instruction must be translated or simulated, it is substantially slower and usually exposes fewer virtual devices. A product that offers ARM virtualization may therefore still have no x86 guest support, or may offer it only as an experimental feature.
What Apple Silicon virtualization normally supports

VMware’s desktop-hypervisor documentation lists many Linux distributions and Windows 11 for ARM as supported guest categories on Apple Silicon, while warning that some x86 guest features are unavailable because of hardware-architecture differences. Parallels likewise describes its Apple Silicon engine as hardware-assisted virtualization for ARM-based VMs and instructs users to install an ARM-based Windows 11 image. These statements describe documented categories, not a guarantee that every release or installer in that category will boot.
Why an Intel VM copied from an Intel Mac usually fails
An existing VM contains more than a disk full of files. Its firmware mode, virtual CPU definition, boot loader, drivers and operating-system kernel were selected for x86 hardware. When that VM is presented on an ARM host, the hypervisor must either emulate an x86 processor or reject the configuration. Converting only the file extension or changing a setting labelled “64-bit” does not convert x86_64 code to ARM64.

Some installers also make architecture easy to miss. A download page may offer “desktop,” “server” or “64-bit” images without putting arm64, aarch64, amd64 or x86_64 in the main product name. Check the filename, checksum page and vendor architecture list before creating the VM.

How to check compatibility before creating a VM
- Identify the Mac architecture. Open Apple menu > About This Mac. An Apple chip entry means the Mac is ARM-based; an Intel entry means it uses x86_64.
- Identify the guest architecture. Look for
arm64oraarch64for an ARM image, andamd64orx86_64for an Intel/AMD image. Do not infer architecture from the operating-system name alone. - Check the hypervisor’s support page for the exact release. Confirm the operating-system edition, build, firmware mode, image format and minimum application version.
- List required features. Check graphics acceleration, USB, audio, networking, snapshots, shared folders and nested virtualization. Architecture support does not imply that every device is exposed.
- Decide whether you need a full guest OS. If you only need one Intel application, an ARM guest with application translation may be more practical than emulating an entire Intel computer.
Can you run Windows on an Apple Silicon Mac?
Windows 11 ARM: the supported path
Windows 11 ARM is the routine VM route documented by major desktop hypervisors. Create a new VM using an ARM-based Windows image rather than importing an Intel Windows disk. Inside that ARM operating system, Microsoft’s compatibility layer can run many Intel Windows applications. Application compatibility depends on the program, drivers and peripherals; it does not make the guest operating system x86_64.
Intel Windows: a restricted exception
Parallels Desktop version 20.2.0 and later documents an early-technology-preview mode for importing or creating x86_64 VMs on Apple Silicon. The preview is limited to Pro, Business and Enterprise editions. The documented guest list includes Windows 10 and Windows 11, with Windows 11 builds 26100 and newer excluded from the described preview, plus Windows Server 2019 and 2022 under stated EFI64 and other conditions. Only supported 64-bit operating systems can launch; Windows 7 and BSD systems are not supported in this mode.

Those restrictions make the preview potentially useful for extracting data or running a narrow legacy test. They do not make arbitrary Intel VMs a normal, high-performance option on Apple Silicon. The support details are tied to the v20 documentation and can change in later versions.

The image is x86_64
This is the most common cause. Replace it with an ARM64 image if the operating system provides one. If no ARM build exists, look for documented emulation support before spending time changing VM settings.

The guest release is outside the supported list
“Linux supported” or “Windows 11 supported” does not cover every kernel, build or edition. Confirm the exact release and boot method in the current hypervisor documentation. A preview may exclude a particular Windows build even when an earlier build is listed.

The VM was imported instead of recreated
An Intel virtual disk may contain an x86 boot loader and kernel that cannot run natively on ARM. Create a new ARM VM, install the ARM guest, then copy documents and application data. Reinstall software rather than copying architecture-specific system files.
A required device is unavailable
Even a successfully booting ARM guest may lack a virtual Wi-Fi adapter, USB passthrough, audio, graphics features or nested virtualization. Check the product’s limitations for the specific guest and version instead of treating a device failure as an architecture failure.
The guest is newer than the host or hypervisor
Feature support can lag behind a new operating-system release. Parallels notes that running a guest macOS newer than the host can be difficult. Update the virtualization application only after checking whether the new version still supports your guest and snapshots.
macOS guests have their own Apple Silicon limits
Apple Silicon macOS VMs are built on Apple’s Virtualization framework, but they are not identical to a physical Mac. Parallels’ limitations page, last reviewed January 27, 2026, identifies several version-sensitive constraints:
- The host storage must meet stated APFS conditions.
- No more than two Apple Silicon macOS VMs can run simultaneously in the described configuration.
- A virtual Wi-Fi adapter is not available.
- Access to built-in Mac devices is limited.
- App Store sign-in may fail.
- A guest macOS newer than the host may be difficult to run.
These constraints concern the macOS guest implementation, not a claim that every macOS release is incompatible. Check the current host, guest and virtualization-software versions before planning a development or testing environment.
Choosing between native virtualization and emulation

There is no single compatibility matrix covering every operating system, build and VM application. Evaluate the guest architecture, exact release, application version and edition, required devices and acceptable performance together.

A practical migration plan from Intel to Apple Silicon
- Inventory the old VM. Record the operating-system release, architecture, applications, licenses, data locations, network settings and peripherals.
- Find an ARM replacement. Download the vendor’s ARM64 or AArch64 installer, and verify its checksum when one is provided.
- Create a fresh VM. Select the documented ARM firmware and virtual hardware profile. Do not attach the old system disk as the boot disk during the first installation.
- Install updates and guest tools. Confirm networking, display resizing, shared folders and backups before migrating work.
- Reinstall applications. Use ARM-native builds where available. For Intel-only applications, test the guest operating system’s translation layer and verify drivers and plug-ins.
- Transfer data selectively. Copy user files, project repositories and exported settings. Avoid copying old kernel extensions, drivers or architecture-specific system directories.
- Keep the original VM read-only. It remains useful for reference or data extraction while you validate the ARM replacement.
Bottom line for common scenarios
- Need Windows for ordinary productivity: use Windows 11 ARM in a new VM and test the specific Intel applications you require.
- Need Linux development: choose an ARM64 distribution when available; verify toolchains, containers and any need for nested virtualization.
- Need an old Intel-only operating system: expect emulation, and check the exact product preview and restrictions before relying on it.
- Need one legacy Intel application: an ARM guest with application translation is usually a better fit than emulating the whole computer.
- Need an imported Intel VM unchanged: assume it will not boot natively; plan a fresh ARM installation and data migration.
