Treasury yields and the prices of existing fixed-rate Treasury notes and bonds move in opposite directions because the securities promise fixed coupon payments. When market yields rise, those fixed payments are less attractive at the old price, so the market price falls until a buyer can earn a competitive return. When market yields fall, the same fixed payments become more valuable, so the price can rise above face value.
The short answer: fixed payments meet changing market returns
A Treasury note or bond issued with a fixed interest rate keeps that coupon schedule. The security does not rewrite its promised payments every time interest rates change. Instead, its price in the secondary market changes.
Suppose an older note pays a fixed 3% coupon while newly available securities offer higher yields. A buyer would generally not pay the old face value for the older note, because the same amount of money could earn more elsewhere. The older note therefore trades at a discount, or below par, until its combination of purchase price, coupon payments and eventual repayment produces a market-competitive return.

This is a relationship between a security’s market price and the return available to a new buyer. It does not mean that the Treasury changes the coupon payment on an already issued fixed-rate note or bond.
Coupon rate, yield to maturity and price are different numbers
Confusion usually starts when “interest rate” and “yield” are treated as synonyms. They describe related but different features.
| Term | What it describes | Why it matters |
|---|---|---|
| Coupon or interest rate | The fixed rate set when the note or bond is issued, applied to its face value. | Determines the scheduled interest payments. Treasury notes pay interest every six months. |
| Yield to maturity | The annualized return measure for a buyer who purchases the security at its current price and holds it to maturity, subject to the calculation’s assumptions. | Changes with the market price and allows securities with different prices to be compared. |
| Market price | What buyers and sellers agree to pay for the security in the secondary market. | Moves as market yields, expectations and other trading conditions change. |
| Par value | The face amount repaid at maturity under the Treasury’s terms. | Provides the reference point for a premium (above par) or discount (below par) price. |
TreasuryDirect defines the key return measure this way: “The ‘yield to maturity’ is the annual rate of return on the security.” That definition appears on the U.S. Department of the Treasury’s Understanding Pricing and Interest Rates page.

The coupon is calculated from face value, while yield to maturity reflects the price paid as well as the remaining coupons and the repayment of face value. Consequently, a note can have a 3% coupon but a yield to maturity above or below 3% when it trades away from par.

- When yield to maturity is greater than the note or bond’s interest rate, the price is below par.
- When yield to maturity is equal to the interest rate, the price is at par.
- When yield to maturity is less than the interest rate, the price is above par.
These statements describe the direction of the relationship, not a promise of a particular percentage price change. The exact price also depends on the remaining cash flows, time to maturity, market liquidity and the terms of the trade.
How the price adjustment works
1. The Treasury promises a fixed stream of cash
At issuance, a fixed-rate Treasury note or bond specifies its coupon rate, payment dates and maturity. The holder receives the scheduled coupon installments and, if the security is held to maturity, the face value is repaid under Treasury terms. Treasury notes and their features are described by TreasuryDirect at Treasury Notes.
2. Comparable market yields change
New Treasury securities and other comparable investments begin offering returns that reflect current market conditions. The relevant comparison for a prospective buyer is not only the old coupon; it is the return that can be earned by putting money into alternatives with similar maturity and risk characteristics.
3. The trading price changes
The price is the variable that can move immediately in the secondary market. A lower price raises the return available from the old security’s fixed coupons and maturity repayment. A higher price lowers that return. Trading continues until buyers and sellers agree on a price that produces a yield consistent with prevailing conditions.
4. Yield to maturity captures the whole package
Yield to maturity combines the purchase price, remaining coupon payments and repayment of face value into one annualized return measure. It is therefore possible for two securities with different coupon rates to have similar yields, or for one security’s yield to differ from its coupon because its market price is not at par.

Hypothetical $1,000 note with a 3% coupon
Consider a clearly hypothetical fixed-rate note with a $1,000 face value and a 3% annual coupon. The scheduled interest is $30 per year, paid in two installments of $15 under the standard semiannual Treasury-note structure.

| Market condition | Effect on the note’s attractiveness | Likely price relationship |
|---|---|---|
| Comparable yields rise above 3% | The note’s $30 annual coupon is less competitive than newly available returns. | The note would need to trade below $1,000 so a buyer’s total return is more competitive. |
| Comparable yields remain around 3% | The coupon is broadly aligned with the required market return. | The note can trade near $1,000, or par, subject to market pricing details. |
| Comparable yields fall below 3% | The note’s fixed payments are more attractive than newly available returns. | Buyers may bid the price above $1,000, creating a premium. |
The example shows direction only. It does not establish a particular market price or guarantee that a specified yield change will produce a specified dollar change. The actual price depends on the note’s remaining term and the market’s required return at the time of the trade.
What happens if you hold the security versus sell it
Holding to maturity
An investor who keeps the fixed-rate note or bond to maturity continues to receive the scheduled coupon payments and, under Treasury terms, receives the face value at maturity. An interim market-price decline does not change the fixed coupon amount. The quoted market price still matters for account valuation, but it is not the cash amount received at maturity if the security is not sold.
Selling before maturity
A holder who sells before maturity receives the prevailing market price, which may be below, at or above par. If yields have risen since purchase, the price of a fixed-coupon security will generally be under pressure; if yields have fallen, the price may be higher. Treasury marketable securities trade in a secondary market at prevailing prices, as explained in the TreasuryDirect FAQ.
That is why the inverse relationship is especially important for anyone who may need liquidity before the maturity date. A plan to hold to maturity and a plan to sell early expose the investor to different price considerations.

How to compare two Treasury notes
Do not compare coupon rates alone. Use the following checklist for each security:
| Comparison item | Question to ask |
|---|---|
| Coupon rate | What fixed percentage of face value is paid, and how much is each semiannual installment? |
| Yield to maturity | What annualized return does the quoted price imply if held to maturity? |
| Price versus par | Is the security trading at a discount, at par or at a premium? |
| Time to maturity | How long will the buyer wait for the remaining coupons and face-value repayment? |
| Sale plans | Could the holder need to sell before maturity, making the market price immediately relevant? |
A note with a lower coupon can still offer a competitive yield if it is purchased at a sufficient discount. Conversely, a high-coupon note purchased at a substantial premium can have a lower yield to maturity than its coupon rate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why the phrase “yields rise, prices fall” is a general rule, not a complete quote
The inverse relationship is the correct starting point for an existing fixed-coupon security, but a quoted price reflects more than a headline yield. A market quote is tied to a particular security’s remaining cash flows and maturity. Two notes can respond differently to the same broad interest-rate move because their coupons and maturities differ.
Market conventions can also affect a transaction’s cash amount. When a marketable Treasury is bought between coupon dates, the buyer may pay accrued interest to the seller in addition to the quoted clean price. TreasuryDirect discusses purchasing channels and accrued interest at Buying a Treasury Marketable Security.
For those reasons, “prices fall when yields rise” should not be read as a precise forecast, a guaranteed percentage move or a statement that every Treasury product has identical behavior.

Products that do not fit the basic fixed-coupon illustration as directly
Treasury bills
Treasury bills are sold at a discount and mature in one year or less. They do not use the same regular coupon-payment structure as a fixed-rate note or bond, so the simple coupon-versus-yield example is less direct.
Treasury Inflation-Protected Securities
TIPS adjust principal for inflation or deflation. Because the principal can change, their cash flows are not fixed in the same way as an ordinary fixed-rate note or bond.
Floating-rate notes
Floating-rate notes have an interest rate that resets against an index. Their payments can change, so they are not the same fixed-coupon case used in the inverse price-yield explanation.

The glossary at Glossary for Treasury Marketable Securities also distinguishes the interest-rate terminology used for notes, bonds and TIPS.
Common mistakes and how to avoid them
- Calling the coupon the yield: The coupon is fixed on face value; yield to maturity reflects the price paid and all remaining cash flows.
- Assuming a price decline changes the coupon: A fixed-rate security keeps its scheduled payments. The decline changes what a new buyer would pay, not the stated coupon.
- Assuming every Treasury works identically: Bills, TIPS and floating-rate notes have different payment or principal features.
- Ignoring the sale date: Holding to maturity and selling early produce different practical outcomes because an early sale occurs at the prevailing market price.
- Using a yield move as a complete price forecast: The direction is general; the size of the move depends on the security’s remaining cash flows, maturity and trading conditions.
Where marketable Treasuries are bought and sold
Marketable Treasury securities can be purchased through Treasury auctions or through financial institutions and brokers. After issuance, they can trade in the secondary market at prevailing prices. The buying process, including the treatment of accrued interest, is outlined by TreasuryDirect at Buying a Treasury Marketable Security.
The practical question is therefore not simply “What is the coupon?” It is “What price, yield to maturity, maturity date and holding plan apply to this particular security?” Those details determine how the inverse relationship affects a buyer or seller.
The key idea to remember
Fixed coupon payments stay fixed, while the market price is the adjustment mechanism. Rising required yields make an existing fixed-coupon Treasury less valuable at its old price, pushing the price below par; falling required yields make it more valuable, allowing a premium above par. Yield to maturity measures the return implied by that price, whereas the coupon rate describes the scheduled interest on face value.
