Thermal storage can move heating or cooling to a different time, but the material alone does not make energy cheaper. A heat battery, phase-change material (PCM), hot-water tank or thermochemical store only lowers a household bill when the complete system can charge when energy is genuinely cheaper or self-generated, discharge efficiently when needed, and recover its installed cost before replacement.
That is why a technically impressive storage material can produce little saving—or even raise bills. Tariffs, heat-pump temperatures, storage size, space, control software, losses, capital cost and who receives grid benefits matter as much as the material’s energy density.
What thermal energy storage actually does
The U.S. Department of Energy (DOE) defines thermal energy storage (TES) as: “TES refers to energy stored in a material as a heat source or a cold sink and reserved for use at a different time.” In a building, that means charging a store with heat or cold and releasing it later to provide space heating, cooling or hot water.

The scale of the opportunity explains the interest in TES. DOE says more than 45% of electricity consumption in U.S. buildings is used for thermal purposes such as air conditioning and water heating. A separate DOE residential project page, published in 2021, says more than 30% of total residential electricity demand is used for building heating and cooling. Those figures describe energy end uses, not savings that a household will obtain by installing storage.
DOE’s building program treats TES as a whole building system. Its priorities include reducing material and system cost, improving lifetime and durability, and simplifying installation, operation and maintenance. Selecting a material with a high storage capacity is therefore only one part of the engineering problem.
The conditions required for a lower bill
A real price difference or surplus generation
Storage creates a financial opportunity when the charging energy costs less than the energy displaced during discharge. That can come from a time-of-use tariff, a dynamic tariff, or surplus onsite generation that would otherwise be exported or curtailed. Without one of those conditions, storage mainly adds equipment and conversion losses to the same underlying energy purchase.

Pick the symptom - the matching free tool is one click away.
ClimateXChange’s 2022 report on building-level energy storage found that savings could come from storing self-generated energy or buying electricity during off-peak periods. Its case study also describes savings that did not persist after a dynamic time-of-use tariff increased. A tariff that looks attractive at installation can therefore eliminate the expected advantage later.
Control that follows the tariff and the building
The control system must know when to charge, how much capacity remains, and when comfort or hot-water demand requires discharge. If a controller charges during an expensive interval, misses a cheap interval, or empties the store before the peak period, the household may pay for storage without receiving the intended price arbitrage.

Smart tariffs can also change their prices or rules. Any forecast should test several tariff scenarios rather than using one favorable day or one introductory rate.
Enough usable capacity, but not excessive capacity
A store needs enough usable heat or cold to cover the intended peak period. Oversizing increases cost, floor area and standing losses; undersizing may discharge before the expensive period ends. ClimateXChange reports that fully shifting heat-pump operation to off-peak periods is generally not feasible or recommended because the storage volume required is large and bills may increase.
Capacity must be stated as useful delivered heat or cooling, not merely the material’s laboratory energy density. Usable capacity depends on the permitted temperature range, heat-exchanger output, insulation, control limits and the fraction of stored energy that can be recovered at the required temperature.
Why a heat pump can erase the expected saving
Flow temperature above 55°C
ClimateXChange reports a lower-efficiency concern for PCM heat batteries paired with heat pumps when the required flow temperature is above 55°C. This is a reported technical threshold, not a universal efficiency percentage. Homes with high-temperature radiators, poor insulation or a high hot-water setpoint may push the system into that less favorable operating range.
If charging the store requires a higher flow temperature than direct heating would, the heat pump’s coefficient of performance can fall. The extra electricity used while charging can consume the tariff saving.

Charging at the wrong operating point
A heat pump is usually most efficient when it supplies heat at a relatively low temperature for a long period. A control strategy that demands rapid charging at a high temperature may increase compressor work, auxiliary-heater use or cycling. The comparison must therefore include heat-pump efficiency during charging, not just the price of electricity in the charging window.

All practical stores lose some energy while standing. Heat exchangers, pumps, fans, valves and controls also consume electricity. A store that is technically capable of holding a large amount of energy may deliver substantially less after these losses and the system’s minimum operating temperatures are considered.
What the household evidence shows—and does not show
ClimateXChange’s report, dated January 2022, combined an evidence review, stakeholder interviews, case studies and a simulation tool covering electric batteries, heat batteries and thermal storage used with heat pumps. Its scenarios varied tariff, property size, electricity demand and heat demand.
In scenarios without electrical generation, simulated return on investment was usually longer than the expected technology life. In many cases, modeled bill savings did not cover installation costs, and some otherwise favorable designs were constrained by available space. The report also records cases in which actual bills increased.
The evidence base is limited. ClimateXChange found more monitoring evidence for electric batteries than for heat batteries or thermal storage, and no monitoring data or case studies for domestic thermal storage paired with a heat pump in its review. Modeled or illustrative savings should therefore not be presented as a typical household result.

That limitation does not mean every system fails. It means the result is conditional and must be calculated for the specific building, tariff and control strategy.
What modeled system-value studies add
An Oak Ridge National Laboratory (ORNL) final report from 2023 used whole-building simulations for residential buildings in Indianapolis and Atlanta, plus a component-based simulation case study. Its modeled Chicago case paired a heat pump with PCM storage that charged during off-peak periods and discharged during peak periods.
Against a conventional electric heat pump in that proposed case, the report recorded modeled utility-cost reductions of 24.6% for cooling and 25.8% for heating. These are simulation outputs for a specific design and climate case, not field measurements or a promise for a typical home.
ORNL also explains why a household-only calculation can miss part of the system value. Reducing coincident peak demand can defer generation and network capacity, benefits that generally accrue to utilities or the wider grid. Those benefits may require many buildings to be aggregated and a business model that shares the value with the building owner. A homeowner can therefore install equipment that helps the grid without receiving an equivalent reduction on the household bill.

Phase-change materials
PCMs store or release heat during a phase transition. Their useful temperature range, heat-transfer rate, cycle life and stability determine whether they can work in a particular heating or cooling system. DOE’s salt-hydrate eutectic project page, dated March 24, 2021, identifies a lack of high-performance, low-cost PCMs in temperature ranges useful for load shifting.

The project objectives include improving thermal conductivity, reducing undercooling, limiting moisture changes and phase separation, and maintaining stable melting behavior. These are engineering challenges that can affect charging power, lifetime and system complexity. They are not evidence that a commercial PCM installation will lower a particular household’s bill.
Thermochemical storage
DOE’s thermochemical energy storage project page, dated February 14, 2024, describes thermochemical materials as potentially compact, with high energy density and negligible storage heat loss compared with PCM and sensible-heat storage. Those are potential technology attributes described in a project context. They should not be generalized into a claim that commercially available thermochemical systems already deliver lower bills.
Sensible-heat stores
Water tanks and other sensible-heat stores are comparatively familiar, but their volume, insulation, usable temperature range and installation space still determine economics. A lower-cost material can require a larger tank or more building work, while a compact material can cost more or need specialized heat exchangers.

Compare a proposed system with the right baseline
Ask for a comparison with operating the existing heat pump or heating system without storage. The proposal should show annual energy use, peak-period consumption, tariff assumptions, standing charges, maintenance and replacement—not only the amount of heat the material can hold.
| Comparison axis | Questions to ask | Why it can change the result |
|---|---|---|
| Tariff spread and control | What are the actual charge and discharge prices, and can the controller follow them reliably? | A small or temporary price difference may not pay for losses and equipment. |
| Self-generation | How much surplus onsite generation is available, and would it otherwise be exported or curtailed? | Self-generated energy can be more valuable to store than grid electricity bought at a flat rate. |
| Whole-system efficiency | What flow temperature, heat-pump efficiency, storage loss and auxiliary electricity are assumed? | High-temperature charging or losses can consume the tariff benefit. |
| Capacity and space | How many kilowatt-hours of useful heat are delivered, for how long, and how much area is required? | A store that cannot cover the target peak, or cannot fit without costly work, will not meet the model. |
| Total cost and lifetime | What is the installed cost, maintenance, expected replacement date and warranty? | Savings must arrive before the system reaches the end of its service life. |
| Who captures value | Does the owner receive any payment for demand reduction or aggregation? | Grid benefits may otherwise flow mainly to utilities or aggregators. |
A practical pre-purchase evaluation
- Collect a full year of interval data. Obtain electricity use, tariff rates, heat-pump run times and, where possible, indoor temperature and hot-water demand. Monthly totals are often too coarse to test peak shifting.
- Define the service the store must provide. Specify whether it is for space heating, cooling, hot water or a combination; the required delivery temperature; and the number of peak hours to cover.
- Model at least three tariff cases. Use current off-peak prices, a less favorable spread and a flat-rate case. Include any export payment that would be lost when surplus generation is stored.
- Use delivered energy, not nameplate capacity. Request the usable heat or cooling output after standing losses, heat-exchanger limits, pumps, controls and minimum reserve requirements.
- Check heat-pump operating conditions. Identify the charging flow temperature and verify whether it exceeds 55°C, the threshold at which ClimateXChange reports lower-efficiency concerns for PCM heat batteries paired with heat pumps.
- Price the complete installation. Include structural work, plumbing, electrical upgrades, controls, commissioning, maintenance and eventual replacement. Ask whether the quoted lifetime is a demonstrated service life or a design assumption.
- Calculate simple and discounted payback. Show annual bill change under each tariff case and compare cumulative savings with the installed cost. If the modeled payback extends beyond expected life, the investment is not self-funding on the stated assumptions.
- Confirm who receives grid payments. If the business case relies on demand response or aggregation, obtain the contract terms, availability requirements and revenue-sharing arrangement in writing.
- Plan measurement after installation. Meter charging energy, delivered heat, peak-period imports and total bills. Compare a full heating or cooling season with the pre-installation baseline.
Common reasons bills rise after installation
- The tariff changed: the off-peak window became shorter or the price gap narrowed.
- The store is too small: it empties before the expensive period ends, so the heat pump buys peak electricity anyway.
- The store is too large: capital cost and standing losses exceed the value of additional shifted energy.
- Charging uses high temperatures: heat-pump efficiency falls, particularly where the system must exceed 55°C.
- Controls prioritize comfort: the system charges during a costly period or maintains a higher reserve than the model assumed.
- Space constraints force compromises: insulation, pipe runs or heat-exchanger sizing are reduced to fit the installation.
- Export revenue is lost: surplus generation that was previously paid for is diverted into storage without enough avoided-cost value.
- Grid value is not shared: the utility benefits from lower peaks, but the household receives no corresponding payment.
How to interpret a savings claim
Separate four kinds of evidence in any proposal:
- Material test data: measures such as energy density, melting temperature or cycle stability under laboratory conditions.
- Component simulation: predicts a store and heat pump under specified temperatures and controls.
- Whole-building simulation: estimates annual bills for a defined building, climate and tariff, as in the ORNL Chicago case.
- Field monitoring: records actual household energy and bills over time.
A percentage from one category cannot be silently presented as another. The ORNL figures are modeled; ClimateXChange found no monitored domestic heat-pump-plus-thermal-storage case studies in its review. Ask which category supports the quoted number, what date and location apply, and whether the tariff is still available.
When thermal storage can make sense
A project is more plausible when it has a durable off-peak price spread or substantial surplus generation, a heat pump that can charge at efficient temperatures, enough demand during the expensive period to use the stored energy, and installation space that does not require disproportionate construction work. A building owner may also value resilience, comfort or participation in a demand-response program even when direct bill savings are modest.
Conversely, a flat tariff, little self-generation, high required flow temperatures, limited floor area and a long payback are strong reasons to keep the existing system or first invest in insulation, emitters, controls or tariff analysis. Those alternatives should be evaluated against measured energy use rather than assumed savings.
Bottom line
Thermal storage materials may not reduce energy bills because they shift energy rather than eliminate demand. The household only saves when tariff or self-generation value exceeds heat-pump inefficiency, storage losses, control costs, installation cost and eventual replacement. ClimateXChange’s evidence shows that some modeled systems have long paybacks, space constraints and even bill increases, while ORNL’s larger savings figures come from specific simulations rather than typical measured homes. Treat the material as one component of a tariff-controlled building system, and require a site-specific, whole-life calculation before buying.
