America’s clock debate has no single winner because the choices trade evening light against morning light, seasonal clock changes against a fixed schedule, and local preference against national coordination. Federal law lets a state stay on standard time all year, but a state cannot adopt permanent daylight saving time on its own.
Why did America create time zones?
Before standardized time, towns often set clocks by local solar time. That made railway timetables and long-distance communication difficult to coordinate. On November 18, 1883, U.S. and Canadian railways put four standard zones into use: Eastern, Central, Mountain and Pacific. Standard time zones became federal law in 1918.
The federal role reflects the practical need to coordinate transportation and activity across state lines. The Department of Transportation oversees time zones and daylight saving time (DST) observance. The current statutory zones are Atlantic, Eastern, Central, Mountain, Pacific, Alaska, Hawaii–Aleutian, Samoa and Chamorro; Congress or the Transportation Secretary can change boundaries through the applicable process. DOT’s Uniform Time overview explains the federal framework.
Why do clocks still change twice a year?
DST shifts clock time by one hour; it does not create more daylight. During DST, daylight is shifted from morning to evening on the clock. Standard time shifts it back. Congress first included DST in the 1918 law, repealed it in 1919, and later saw it used locally and during wartime. The Uniform Time Act of 1966 set common change dates for places that observe DST while preserving a state opt-out. Congress revised the dates several times; the Energy Policy Act of 2005 established the schedule that took effect in 2007.
#1 Best Overall
- Atomic Clock Digital - The clock has a built-in receiver that automatically synchronizes itself with WWVB radio broadcast, which will set and update time automatically every midnight, no need to set manually. It has four time zones selectable: EST, PST, MST, CST.
- Digital Wall Clock Battery Operated - This digital clock is supported by 3xAAA battery (Not included). No wires make it can be placed anywhere; and the low battery symbol reminds you to replace the battery in time to avoid getting the wrong time due to low power.
- Digital Wall Clock Large Display - The LCD screen measures 6.2 in x 3.7 in and it displays time, indoor temperature, day and date. Each section is showed separately, allows you to read the content easily and quickly.
- Atomic Clock with Auto DST - With DST on, the time would go forward or backward one hour automatically in daylight saving time, no worry about time changing on that day. If for no need, it could also be turned off, then “AUTO DST” disappears from screen.
- Digital Alarm Clock - The alarm could be turned on or off according to your need, just click the button to set. When alarm is set on, there is a bell icon staying on screen. The icon will disappear if alarm is set off. When alarm goes off, just click any button to stop it on the day.
For 2026, DST begins March 8 and ends November 1, following the recurring rule of the second Sunday in March and the first Sunday in November. At the spring transition, local clocks move from 2 a.m. to 3 a.m. At the fall transition, clocks move from 2 a.m. back to 1 a.m., repeating that hour. See NIST’s DST rules.
Can a state stop observing daylight saving time?
Yes. Under the Uniform Time Act, a state may exempt itself from DST and remain on standard time year-round. A state cannot independently choose permanent DST under current federal law. Congress would have to change the law to authorize year-round DST. A state law expressing support for permanent DST is therefore not, by itself, a change that takes legal effect.

- Atomic Wall Clock Never Need Setting: Atomic clock has a built-in receiver that automatically synchronizes itself with the WWVB radio broadcast by the US Government's National Institute (NIST) in Fort Collins, Colorado. The Atomic Clock will always be accurate to within one second as it receives daily WWVB updates. (No Backlight)
- Atomic Clock with Indoor/Outdoor Temp: The Wireless outdoor sensor transmits the outdoor temperature to the atomic clock. The sensor should be placed within 100ft of the clock. Also, clock has a built-in high-quality indoor temperature sensor so that you can read the temperature both indoor and outdoor
- Digital Wall Clock Large Display: Jumbo 2.5 inch Height Time Digital Display - Use as either a wall clock or as a desk clock, it is easy to read, easy to Use and easy to set up. This atomic clock has been designed with absolute simplicity in mind, you can also set it manually. Excellent clocks for seniors, suitable for anyplace in your home or office
- Atomic Clock Digital: 12/24 Hour time formats with accurate and clear second minute and hour display; 4 time zone to choose (PST, MST, CST, EST); auto daylight saving time; temperature display units in Celsius or Fahrenheit
- Digital Wall Clock Battery Operated: Both clock and outdoor sensor are supported by batteries only, no need to plug or charge (Batteries not included). The existed alarm features can wake you up in the morning or help you keep track of dates and days of the week to avoid missing any important meetings or appointments
This distinction explains why proposals to stop changing clocks do not all mean the same thing: a state can use the existing standard-time exemption, but permanent DST requires federal authorization. DOT’s explanation of state and federal authority sets out that limit.
Where in the U.S. do clocks change?
Most U.S. states and territories that observe DST follow the same dates. Hawaii and most of Arizona stay on standard time. The Navajo Nation observes DST, so the shorthand that Arizona does not change clocks has a geographic exception. American Samoa, Guam, Puerto Rico and the U.S. Virgin Islands also do not observe DST. NIST notes that DST is observed in the Aleutian Islands, but not in Hawaii. NIST’s local-time FAQs describe these distinctions.

What are the three main clock-policy options?
| Policy | Clock changes each year | Daylight trade-off | Status under current federal law |
|---|---|---|---|
| Seasonal standard time and DST | Two | Later clock-time evenings during DST; standard time returns in winter. | The national default for most places. |
| Permanent standard time | None | Winter remains on standard time, without the DST shift to later evening clock time. | A state may opt out of DST. |
| Permanent DST | None | Later clock-time evenings year-round, alongside later winter clock-time sunrises. | A state cannot enact it independently; Congress must authorize it. |
The choice is not simply between changing clocks and leaving them alone. A fixed schedule removes the transitions, but the year-round clock setting determines whether winter mornings or evening light receive priority. Geography and daily routines shape how that trade-off feels.
Why can’t people agree on the best option?
People value daylight at different times. Permanent DST appeals to those who want later evening light, including supporters who argue it could benefit activities such as tourism. Its trade-off is later clock-time sunrises, particularly in winter. Permanent standard time keeps winter clock time closer to the sun but does not preserve DST’s later evening clock times. Seasonal changes retain the later summer evenings and restore standard time in winter, at the cost of two transitions a year.

Claims about broader benefits and harms need to be tied to the policy and evidence actually studied. The Congressional Research Service (CRS) reports that a 1974 DOT assessment characterized potential energy-conservation, traffic-safety and crime-reduction benefits as minimal. CRS also reports that the Department of Energy estimated a 0.02% reduction in total primary energy consumption from the DST extension assessed in 2008. That historical estimate concerns that extension, not every proposal for permanent DST.

Is Congress still debating the issue?
Yes. A Senate committee hearing titled “Turning Back Time: The Case for a Permanent Standard Time” appears in the Congressional Record on April 10, 2025. That establishes that the topic remained under discussion; it does not, by itself, establish the status of any current bill or a current state-by-state tally. The Congressional Record entry documents the hearing.
