The Marine Corps uses the F-35B because its short-takeoff and vertical-landing (STOVL) capability gives commanders more places to operate tactical aviation. The aircraft can launch and recover from amphibious assault ships and use short expeditionary strips, reducing dependence on large, conventional air bases.
That flexibility supports the Corps’ sea-to-shore expeditionary model, but it is not a free performance upgrade. The Marine Aviation Plan identifies less internal fuel capacity and smaller internal weapon bays than the F-35C. STOVL expands access and dispersal options while imposing design trade-offs.
STOVL solves an access problem
A conventional fighter normally depends on a long, prepared runway and the supporting infrastructure of a major air station. Marine units may instead need to move with an amphibious force, support troops from a remote location, or continue flying after a main airfield is damaged or unavailable. The F-35B’s STOVL system addresses that basing problem.

“Short takeoff” means the aircraft can become airborne from a runway much shorter than one associated with a conventional fighter. “Vertical landing” means it can recover without rolling along a full-length runway after touchdown. Those two features are valuable together: a unit can operate where a full air base cannot be built, repaired, protected or reached quickly.

The capability does not mean every short or damaged strip is automatically usable. Surface strength, fuel, maintenance equipment, weather, aircraft weight, ordnance, safety clearances and local threat conditions still determine whether a particular site is practical. STOVL creates additional choices; it does not remove operational constraints.
How STOVL fits the Marine Corps’ expeditionary model
Moving aviation with the force
Marine aviation is organized to support a Marine Air-Ground Task Force (MAGTF), whose units may deploy from ships and then operate ashore. The aircraft therefore has to be useful in places that are not permanent air bases. A fighter that can travel with the amphibious force and then move between austere sites gives commanders an aviation option closer to maneuvering ground units.
In prepared remarks to the Surface Navy Association on 13 January 2011, then-Commandant Gen. James F. Amos described STOVL as vital to expeditionary operations, maneuver warfare and close air support in austere locations. He said the Marine Corps could build an expeditionary 3,000-foot runway in days. His point was operational access: a unit could establish a usable launch-and-recovery location without waiting for a major base project.

Short-field operations can help spread aircraft across more than one location. Dispersal can complicate an adversary’s targeting problem and may let Marines keep some aviation available when a primary runway is threatened. STOVL does not itself provide stealth or guarantee survivability; it contributes by increasing the number and variety of places from which the aircraft can operate.

Amos also presented a historical comparison in those 2011 remarks: he said there were “10 times as many 3,000-foot runways capable of handling the STOVL JSF variant as there are 8,000-foot runways required for conventional fighter aircraft.” That is a statement from 2011, not a current worldwide runway inventory or an independently verified present-day ratio. Its significance is the relative access argument, not a promise that all of those runways are available to a deployed squadron.
Why amphibious ships matter
Fixed-wing aviation at sea
Amphibious assault ships are designed to move Marines, landing forces, helicopters and other aircraft. STOVL allows them to host fixed-wing tactical aviation without the catapults and arresting gear associated with a large aircraft carrier. This gives an amphibious group an air component that can move with the ships instead of relying entirely on a distant land base.
The ship is not merely a transport location. It can serve as a launch and recovery point while the force approaches a crisis area, then support missions as aircraft move between sea and shore. The ability to recover vertically is particularly important when a ship’s deck is not a conventional runway.

Historical Wasp deployment
A 2018 Marine Corps account described F-35Bs joining USS Wasp for a 31st Marine Expeditionary Unit deployment. The account stated that STOVL enabled the aircraft to launch and recover from the amphibious assault ship. This is a historical deployment example; it demonstrates the operating concept rather than establishing that every amphibious ship deployment uses the same aircraft mix or tempo.

Cross-deck operations
In August 2021, Marine F-35Bs from VMFA-211 launched from HMS Queen Elizabeth and landed on USS America to refuel, load ordnance and strike follow-on objectives. The Marine Corps described this as the first cross-deck aviation mission of its kind in modern naval history. It showed that STOVL aircraft can shift between compatible ships during an operation, although the event should be understood as a specific historical mission, not evidence that such cross-deck movements are routine.
What the capability enables on land
Expeditionary strips
The Marine Corps’ basing concept also includes land sites shorter than a conventional fighter runway. The 2022 Marine Aviation Plan describes F-35B operations from expeditionary airstrips less than 2,000 feet long. In 2025, II Marine Expeditionary Force used the same under-2,000-foot figure while describing the design concept in an article about a squadron transition.
Such a strip could be an improvised or rapidly prepared location rather than a permanent airfield. Its value is that Marines may stage closer to the force they support, use multiple smaller locations, or continue operations when a major runway is damaged. The cited descriptions do not establish that every strip under 2,000 feet is suitable in every loading, weather or surface condition.

In an early STOVL operations account, a Marine officer discussed the flexibility to stage from damaged airstrips and other austere sites. That example supports a basing option, not an assurance that a damaged runway can always be made safe. Engineers, maintainers and commanders still have to inspect the surface, establish fuel and weapons procedures, manage debris and protect the site.

F-35B versus F-35C: the central trade-off
The strongest documented comparison is between the Marine Corps’ B and C variants. The 2022 Marine Aviation Plan says the F-35B’s flexibility comes with “a necessary reduction to internal fuel capacity and smaller internal weapon bays, as compared to the F-35C.” The plan does not provide a numerical range, payload or combat-radius difference in the cited material, so those figures should not be inferred from the statement.

This is why the Marine Corps does not choose aircraft solely by asking which variant carries more fuel or has larger bays. The B variant accepts those design compromises in exchange for access to ships and short, austere operating locations that a runway-dependent aircraft cannot use in the same way.

Marine sources describe the F-35B as part of MAGTF and joint-force aviation, not as a specialized transport for short runways. Mission descriptions include offensive air support, air reconnaissance and anti-air warfare. A 2015 initial operational capability report for the Marine squadron listed close air support, offensive and defensive counter-air, air interdiction, assault-support escort and armed reconnaissance.
Those mission lists are tied to the sources and dates in which they were published. Aircraft software, weapons integration, tactics and unit readiness can change, so a historical mission list should not be treated as a complete statement of every current configuration.

Separating basing from survivability
Marine leaders have also explained the broader reason for operating the F-35. In 2017, Brig. Gen. John M. Jansen said: “If we don’t have an airplane like the F-35 that can survive on modern battlefields, we cannot deliver to the MAGTF commander — we cannot deliver to the 19 year-old Marine infantryman on the ground — that which is required to succeed in combat.”
That statement concerns the F-35’s overall combat and survivability contribution. It should not be read as saying that vertical landing creates stealth or is the source of the aircraft’s sensors and survivability. STOVL answers where the aircraft can operate; the broader F-35 design answers other combat requirements.
What “short runway” does and does not mean
It does mean more basing choices
- Aircraft can deploy with an amphibious assault ship rather than requiring a large carrier or land base.
- Units can consider expeditionary strips shorter than the runways associated with conventional fighters.
- Commanders may disperse aircraft among several sites instead of concentrating them at one permanent airfield.
- Marine aviation can remain closer to forces operating from sea to shore.
It does not mean unrestricted operations
- A short strip still needs adequate surface condition, safety margins and support equipment.
- Vertical recovery does not eliminate fuel, maintenance, weapons-handling or weather limits.
- A damaged site may require engineering work before aircraft can use it.
- STOVL alone does not determine combat range, payload, sensor performance or survivability.
A short history of the operational rationale
- 2011: Gen. Amos presented STOVL as central to expeditionary operations and cited the historical 3,000-foot-versus-8,000-foot runway comparison.
- 2015: The Marine Corps declared the F-35B operational and described a mission set including close air support, counter-air, air interdiction, assault-support escort and armed reconnaissance.
- 2017: Marine leaders explained the F-35’s importance for surviving modern battlefields and delivering effects for ground forces.
- 2018: F-35Bs joined USS Wasp for a 31st Marine Expeditionary Unit deployment, demonstrating amphibious-ship launch and recovery.
- 2021: VMFA-211 conducted the cross-deck operation between HMS Queen Elizabeth and USS America.
- 2022: The Marine Aviation Plan documented the B variant’s reduced internal fuel and smaller weapon bays relative to the C, and described expeditionary strips under 2,000 feet.
- 2025: II Marine Expeditionary Force again described the under-2,000-foot expeditionary-strip concept while covering an F-35B squadron transition.
How to evaluate the Marine Corps’ choice
If the question is “Why not use a regular fighter jet?”, the answer depends on the mission’s basing problem. A conventional fighter may be preferable where long runways, larger support facilities and the relevant aircraft variant are already available. The F-35B becomes especially useful when the force must operate from amphibious ships, move aviation ashore quickly or retain options after losing access to a major airfield.
The decision is therefore a balance, not a claim that STOVL is superior in every performance category. The Marine Corps accepts the documented fuel and weapon-bay reductions because the ability to put tactical aviation on ships and short expeditionary strips supports its expeditionary way of fighting.
Bottom line
The Marine Corps uses the F-35B’s STOVL capability primarily to gain access: access to amphibious assault ships, access to short expeditionary strips and access to dispersed locations near Marine forces. That access supports sea-based aviation and operations when a conventional runway is unavailable, damaged, distant or unsuitable. The price is a relative reduction in internal fuel capacity and weapon-bay size compared with the F-35C, making STOVL an operational trade rather than a universal performance advantage.
