Zero used swap on Linux is usually normal. Swap is demand-driven: the kernel does not write pages merely because a swap area exists. If reclaimable file-backed cache and available memory are sufficient, Linux can keep anonymous pages in RAM and report no current swap use. Judge the counter alongside configured swap, swappiness, commit limits, memory pressure, and any cgroup restrictions. A zero value is reassuring on a healthy, lightly loaded system, but it is not proof that swap is unnecessary or that every swap mechanism is idle.
What a zero swap counter actually tells you
Linux separates having swap available from currently allocating swap slots. A disk partition, file, or compressed-RAM device can be enabled with swapon and still show zero used space. The kernel allocates swap when its reclaim policy decides that moving less-active anonymous memory out of RAM is preferable to retaining it. It does not fill an enabled area in advance.
Outdated Drivers Are Slowing You Down
One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware matchPC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11When memory is comfortable, the kernel can reclaim clean file-backed pages, such as filesystem cache, and reuse those RAM frames without writing anything to swap. Anonymous pages, including many application heaps and stacks, generally need swap backing before their RAM can be reclaimed. If there is no sustained pressure, those pages can remain resident and the swap-used counter stays at zero.
That makes zero a workload observation, not a hardware or configuration verdict. A system may have plenty of headroom, or it may be approaching a limit that has not yet forced eviction. Check the surrounding indicators before deciding that swap is missing, broken, or irrelevant.

How Linux decides whether to swap
Reclaim policy comes first
The virtual-memory subsystem continually balances anonymous memory against file-backed cache. Under pressure, it scans pages and chooses reclaim actions according to the kernel’s policy, workload access patterns, and available watermarks. Clean cache can usually be discarded and reread later, while anonymous data must be written to swap before its RAM is reused. A machine with enough free RAM and reclaimable cache can therefore run for months with an enabled swap area that has never received a page.
Swappiness changes the trade-off
/proc/sys/vm/swappiness expresses how readily the kernel favors swapping anonymous memory relative to reclaiming filesystem cache. It is a policy value, not a percentage of swap to keep full. The kernel documentation describes a value of 0 as delaying swap initiation until a zone reaches its high watermark; it does not mean that swap is deleted or incapable of use. Higher values make earlier swapping more acceptable, while lower values preserve anonymous pages longer at the cost of retaining less cache or encountering sharper pressure later. Distribution defaults and available ranges can differ by kernel version, so inspect the running system rather than assuming a universal default.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesPressure, not occupancy, triggers action
Swap activity normally becomes visible when reclaim cannot keep up with demand. A brief burst may cause pages to move out and then back in without leaving a large persistent used value. Conversely, a system can be under serious pressure while the disk-backed swap counter remains small if compressed swap is absorbing the pages or if a cgroup or out-of-memory policy intervenes first.

Check whether swap is configured, available, and permitted
Use several views because each answers a different question:
| Question | Command or interface | What to look for |
|---|---|---|
| Is any swap backend enabled? | swapon --show |
Device or file name, type, size, current used amount, and priority. An empty result means no active backend is registered. |
| How much aggregate swap exists? | free -h or /proc/meminfo |
SwapTotal and SwapFree. Used space is approximately the difference, subject to the accounting details below. |
| What is the reclaim preference? | cat /proc/sys/vm/swappiness |
The active swappiness value for the host. |
| Is the kernel experiencing memory stall? | cat /proc/pressure/memory |
PSI some and full averages and totals. Rising averages indicate tasks are waiting on memory resources, regardless of the swap-used number. |
| Is a service or container constrained? | cgroup v2 files such as memory.current, memory.swap.current, and memory.swap.max |
Current use and the swap ceiling for that cgroup. Paths depend on the hierarchy and manager in use. |
swapon --show reports active backends and their priorities, so it can reveal that a system is using a zram device rather than a disk file. SwapTotal and SwapFree describe the aggregate swap accounting visible to that environment; a container may see a restricted view instead of the host’s totals.
Why zero swap can still matter
Swap participates in commit accounting
Linux may account for promised virtual memory separately from pages currently resident. With strict overcommit (vm.overcommit_memory=2), the commit limit is based on configured swap plus a configured percentage of physical RAM. An enabled but unused swap area can therefore increase the amount of address space the kernel is willing to commit. The exact limit depends on the host’s RAM, swap total, and overcommit settings; it is not a statement that all of that space is already occupied.

Inspect /proc/meminfo for CommitLimit and Committed_AS when applications report allocation failures despite apparently free RAM. A zero swap-used value does not contradict a swap contribution to that limit.
It provides a destination during a sudden spike
Swap can be an emergency buffer for an unexpected workload peak. Without an available backend, the kernel has fewer reclaim choices and may reach an out-of-memory decision sooner. That does not make a large swap area a guarantee against OOM: write speed, cgroup limits, and the amount of genuinely reclaimable memory still determine the outcome.
Limits can be tighter than the host view
In cgroup v2, memory.swap.max controls how much swap a group may use. A container can have host swap enabled but be prevented from using it, so its local counter remains zero while another group swaps. Conversely, reducing a swap limit below a group’s existing use does not necessarily make the reported value drop instantly; old swap entries can be reclaimed gradually as pages are brought back and the limit is enforced.

Why the swap-used counter is incomplete
A swap slot can remain accounted for after its page has been read back into RAM. Linux may retain a swap-cache relationship so that another reclaim decision can discard the clean copy without writing it again. Consequently, the number shown as used swap is not a precise measure of bytes actively being read from or written to storage at this instant.
For the same reason, do not infer performance from one snapshot. Look at PSI, application latency, reclaim behavior, and swap I/O over time. A counter that stays at zero rules out current allocation in that particular accounting domain, but it does not rule out brief activity between samples or memory pressure handled by another layer.
zswap and zram: when disk swap is zero by design
| Mechanism | Where data is held | What a zero disk-swap value means | Main trade-off |
|---|---|---|---|
| Storage-backed swap | A partition or file on a block device | No pages are currently assigned to that backend, or they have been accounted elsewhere. | More capacity, but eviction and read-back incur storage latency and I/O. |
| zram | Compressed pages in RAM exposed as a virtual block device, commonly /dev/zram0 |
Disk swap can remain at zero because the active swap target is compressed memory, not a disk backend. | Uses CPU cycles and some RAM for compression, while avoiding physical storage I/O. |
| zswap | A compressed in-RAM cache for pages that are being swapped | Pages may be held in the zswap pool without reaching the backing disk swap area yet. | Trades CPU cycles for potentially reduced swap I/O; the cache can later evict pages to backing swap. |
Recognizing zram
The kernel documentation’s activation example is swapon /dev/zram0. If swapon --show lists a device with a zram name or type, inspect that device’s size and priority rather than looking only at a disk partition. A zram device can be the only active swap backend, so a disk-specific check may misleadingly report zero.

Recognizing zswap
zswap is a lightweight compressed cache for swap pages, not a replacement block device. It normally works in front of a backing swap area. Pages can be compressed in RAM first and written to the backing device only when the cache is full or otherwise evicts them. Disk swap can therefore remain at zero while zswap is actively reducing memory pressure. Examine the zswap statistics exposed under the kernel’s sysfs or debug interfaces on the running distribution, and interpret them together with aggregate swap counters.

- Confirm the scope of the number. Run
free -hand inspectSwapTotalandSwapFreein/proc/meminfo. Note whether you are on the host or inside a container. - List active backends. Run
swapon --show. Record every device or file, its size, used value, and priority. If nothing appears, swap is not active even if a swap file exists on disk. - Check policy. Read
/proc/sys/vm/swappiness. A very low value, especially0, intentionally postpones swapping until memory watermarks are reached. - Check headroom and pressure. Compare available memory in
free -hwith the PSI values in/proc/pressure/memory. Sustained or rising PSI is more concerning than a zero swap counter by itself. - Check commit headroom. In
/proc/meminfo, compareCommitted_ASwithCommitLimit, and reviewvm.overcommit_memoryand related settings when allocation failures are the symptom. - Check cgroup ceilings. For the affected service or container, read
memory.current,memory.max,memory.swap.current, andmemory.swap.maxin its cgroup v2 directory. A restrictive swap limit can explain zero local usage. - Check compressed swap. Look for a zram backend in
swapon --showand inspect zswap status and statistics where enabled. Do not equate disk usage with total compressed-swap activity. - Correlate with events. Review kernel logs and the service manager’s memory-pressure or OOM policy. An OOM-killer or systemd-oomd action indicates pressure even if no disk swap accumulated.
When zero is healthy—and when to investigate
Usually healthy
swapon --showlists the expected backend.- Available RAM remains comfortable for the normal workload.
- Memory PSI averages stay low and applications are responsive.
Committed_ASremains belowCommitLimitwhere commit accounting is relevant.- No service is being killed for memory, and cgroup limits are not unexpectedly restrictive.
Worth investigating
- Applications fail allocations or approach
CommitLimitwhile swap is configured but unavailable. - Memory PSI rises, latency increases, or reclaim activity is persistent.
- The OOM killer or systemd-oomd terminates processes.
- A container’s
memory.swap.maxis lower than the administrator intended. - An expected zram device, swap file, or partition is absent from
swapon --show. - An administrator expects disk I/O but zram or zswap is handling pressure in RAM instead.
Changing policy safely
Do not set swappiness to zero simply because the counter is currently zero. That value postpones swapping and can increase the chance of abrupt reclaim or OOM during a spike. Likewise, increasing it is not automatically an optimization: it trades earlier anonymous-page eviction for more cache retention and can add CPU or storage activity.

For a temporary test, change the running value with a privileged sysctl command such as sudo sysctl vm.swappiness=20, choosing a value appropriate to the workload rather than copying a universal recipe. To make a deliberate setting persistent, place the chosen value in a file under /etc/sysctl.d/ and reload sysctl configuration according to the distribution’s procedures. Measure PSI, latency, swap I/O, and application behavior before and after the change.
Enable or resize zram, zswap, or a disk-backed area only after identifying which backend is active and how the service manager or distribution configures it. Keep enough RAM and commit headroom for the workload, and verify cgroup limits separately; changing a host-level swap file cannot override a lower per-group ceiling.
The practical answer
Linux can have functioning swap and show zero used because swapping is conditional, not a utilization target. The number becomes meaningful only in context: identify the active backend, read the kernel’s policy, check commit and cgroup limits, and watch pressure signals. Zero is good news when memory pressure is low and the configured fallback is available. It is a reason to troubleshoot when pressure, allocation failures, OOM actions, or an absent backend show that the system’s intended safety margin is not actually usable.
