Starship launch exclusion zones can stretch far beyond the launch site because agencies assess the possible reach of falling debris, other launch hazards and flight paths—not simply how close someone is to the pad. The restrictions are also divided by location and type: local authorities manage beach and road access, the Coast Guard manages designated water areas, and the FAA issues aviation restrictions. To plan a visit, check the City of Starbase’s current and forecast Boca Chica Beach access information first, then check the relevant Coast Guard and FAA notices for the date you intend to travel.
Why are Starship launch exclusion zones so large?
An exclusion zone is a way to keep people and vehicles out of places where a launch could create a public-safety risk. For Starship operations at Boca Chica, that does not mean drawing one fixed circle around the launch pad. The FAA considers potential exposure across land, sea and air, while the Coast Guard separately establishes water-side safety zones. The zones can reach downrange areas because launches and potential vehicle return profiles extend beyond the immediate coastal site.
The FAA’s February 12, 2026 final Tiered Environmental Assessment defines hazard areas as “any region of land, sea, or air that must be surveyed, publicized, controlled, or evacuated in order to control the risk to the public.” It includes places potentially exposed to hazardous debris from both normal flight events and reasonably foreseeable failure modes. The assessment analyzes particular additional launch trajectories and Starship return-to-launch-site profiles; its findings describe modeled cases, not one standard footprint for every Starship launch. Read the FAA’s final assessment.

A launch vehicle’s path and the possible paths of its components matter to the size and location of a hazard area. The FAA assessment considers additional trajectories and return-to-launch-site profiles, including modeled trajectories that pass over Florida. For some of those Florida-overflight cases, it estimates an affected airspace span of approximately 1,600 nautical miles and the possible need to close dozens of coastal and deep-water airways. Aircraft may need to reroute around the affected airspace.

Those figures describe specific modeled proposals. They should not be read as a claim that every Starship mission uses that route, closes the same airways or affects the same amount of airspace. The assessment is useful for understanding why an airspace restriction can be extensive even when the launch site itself is in South Texas: the hazard analysis follows the proposed trajectory and potential return profile rather than stopping at the coastline.
A nautical-mile span is a description of the modeled reach of affected airspace, not a radius to draw around Boca Chica or a prediction that every point along that span will be closed in the same way. The important practical distinction is that a trajectory-based hazard area can include distant coastal or oceanic routes. The FAA’s operational notices, rather than a general map or a past mission’s footprint, are the place to check what applies to a particular flight date.
Airspace restrictions account for aircraft exposure
For its modeled Florida-overflight launch and Super Heavy booster-landing hazard areas, the FAA estimated that restrictions could affect between 10 and 200 commercial aircraft per hour. The assessment used 2024 commercial-aircraft data; the lower estimate corresponds to the lowest traffic period around midnight, and the upper estimate to peak daily traffic. These are scenario estimates for the modeled cases, not a forecast for each launch or a count of flights that will necessarily be cancelled. The operational response can include aircraft rerouting.
The range reflects different traffic periods as well as the specific modeled hazard areas. It is not a daily average, a guaranteed number of cancellations or a statement about the number of aircraft that will encounter a restriction on every launch. It illustrates why airspace planning accounts for traffic density: the same potential hazard area can have different operational effects depending on when it overlaps busy routes.
That distinction matters to travelers. An aviation notice can signal that aircraft routes or traffic management may be affected, but it does not tell you whether you can drive to Boca Chica Beach or walk onto it. Those are separate access decisions.
Water zones address different hazards
The Coast Guard’s final rule identifies potential launch hazards including explosion, falling debris and hazardous-material release. It establishes two permanent mapped maritime safety zones: approximately 4.5 square miles in South Bay and approximately 115 square miles in the Gulf offshore of Boca Chica Beach. The Coast Guard says these zones protect people, vessels and the marine environment.
“Permanent” describes the mapped zones established by the rule, not a continuous closure of those waters. The Coast Guard says the zones are enforced only during launch operations. Its rule is about access to water areas; it does not itself close the beach or Highway 4. Read the Coast Guard’s final rule, effective June 4, 2026.
The two water areas are distinct, and their approximate square-mile totals are not a substitute for a launch-specific notice. A mariner needs the timing and boundaries of the zone being activated, not merely its overall mapped size. Coast Guard notices may include coordinates and a map to identify the affected water area. The rule’s stated protection also includes the marine environment, so these restrictions are not simply an extension of the public’s beach-access controls.

Which closure notice answers your question?
There is no single closure channel in the cited agency material that combines land, water and airspace status. Choose the notice that covers the place you plan to use, and check more than one if your trip involves multiple areas.
| What you need to know | Where to check | What the notice does not establish |
|---|---|---|
| Whether Boca Chica Beach or local land access is available | City of Starbase’s current and forecasted Boca Chica Beach access information | It does not replace FAA aviation notices or Coast Guard maritime restrictions. |
| Whether water areas in South Bay or offshore are restricted | Coast Guard Broadcast Notices to Mariners on VHF-FM channel 16; Marine Safety Information Bulletins; and, when issued in advance, a Federal Register Notification of Enforcement | The rule covers water zones, not beach access or Highway 4. |
| Whether aircraft routes or air traffic are affected | Current FAA NOTAMs and FAA Air Traffic Control System Command Center advisories | These aviation notices do not say whether the beach or local road is open. |
Think of these as three separate status questions rather than three versions of the same announcement. Someone planning a beach visit should begin with local access; someone operating a boat should monitor Coast Guard channels; someone checking a flight route should use FAA aviation information. A person whose plans involve more than one domain—such as driving to the beach and then boating—needs to check both relevant channels.
A notice can also differ in purpose and timing. A local access update answers whether the public can use the beach or nearby land for the specified period. A Coast Guard broadcast or bulletin addresses a controlled water area and may set out coordinates. An FAA NOTAM or Command Center advisory addresses aviation hazards and traffic management. A clear status in one category is not an all-clear in the others.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHow to check whether Boca Chica Beach or Highway 4 is open
1. Start with the local access notice
Check the City of Starbase’s current and forecasted Boca Chica Beach access information for the exact date you plan to visit. The Coast Guard’s final rule specifically directs readers to the city for beach-access updates. Look for the date and any posted backup dates, and read the notice itself rather than relying on an older schedule, a social post without a date or a past launch window.
Highway 4 crosses Boca Chica Beach, as well as areas associated with Texas State Parks and the Lower Rio Grande National Wildlife Refuge. The FAA has noted that launch operations can require the highway to close. A beach-access update is therefore important for people driving toward the coast, but do not assume that a remembered launch date, forecast or general FAA notice answers whether the road is open at a particular moment. Check current local information and follow signs and instructions on site.
For the practical question “Is Highway 4 open?”, look for the local access status that applies to the date and window of your trip. The FAA’s description of the highway’s route and the possibility of closure explains why a launch can affect access; it is not a live road-status service. If an update lists a primary date and backup dates, treat those dates as relevant possibilities and verify the current status again rather than assuming the first listed date is the only one that can matter.
2. Confirm the notice applies to your travel date
Launch windows are tentative and weather-dependent, and closure notices can change. Compare the date you intend to travel with the current notice, including any backup dates or time window specified there. Recheck close to departure: a notice found well in advance is not a guarantee that access conditions will remain unchanged.

For instance, the FAA Command Center’s July 16, 2026 pre-mission advisory discussed a tentative Flight 13 launch and possible air traffic management measures. Its date and tentative wording matter: it is a historical example, not a current schedule or proof that a restriction is active now.

The source material does not establish a single dashboard that consolidates current beach, road, maritime and airspace status. If your plans depend on more than one area being open, verify each relevant agency channel separately rather than treating one notice as an all-clear.
3. Follow local instructions at the site
Use the posted closure information and on-site instructions from law enforcement and relevant authorities. A road or beach may have access controls independent of whether an aviation restriction is active or a maritime zone is being enforced. Do not enter a controlled area because another channel appears clear.
For visitors, this is the last step in a multi-channel check, not a replacement for it. Check the dated local notice before leaving, then obey posted controls and instructions when you arrive. A map showing where a maritime zone lies or an FAA notice describing an aircraft hazard area does not grant access to land that local authorities have closed.

How mariners should check water restrictions
Maritime restrictions are announced through Coast Guard channels, not through a beach-access notice. Mariners should monitor Broadcast Notices to Mariners on VHF-FM channel 16 and check Marine Safety Information Bulletins for the relevant area and operating period. The Coast Guard says those notices may provide coordinates and a map of the activated zones, which can help distinguish the restricted water from nearby areas.
When there is enough advance notice, the Coast Guard may also publish a Notification of Enforcement in the Federal Register. That publication is an additional notice channel; it is not a substitute for monitoring the operational broadcasts and bulletins. The rule states that launch-related enforcement is announced by Broadcast Notice to Mariners on channel 16 and by Marine Safety Information Bulletin.
Use the coordinates and timing in the current notice, not just the approximate total area of a zone. The zone sizes—about 4.5 square miles in South Bay and 115 square miles offshore—describe the mapped safety zones, but a notice’s activation and boundaries determine whether a particular water area is restricted during launch operations.
The Coast Guard’s channel 16 broadcasts are relevant to mariners because they announce the water-side controls. A beach-access post may be useful for a person planning to visit the coast, but it does not replace the Coast Guard’s operational information for a vessel. Likewise, a Federal Register enforcement notice may be helpful when published with advance notice, but the Coast Guard identifies broadcasts and bulletins as the launch-related announcement channels. Follow the current notice’s directions for the affected area and period.
How air travelers and pilots should check aviation restrictions
Check current FAA NOTAMs and FAA Air Traffic Control System Command Center advisories for aviation restrictions. These are the relevant channels for aircraft hazard areas, routes and air traffic management measures. They are not beach or road closure notices, so a pilot, aviation operator or traveler concerned about flight routing should not use a local beach update to infer that airspace is unrestricted.

Advisories can be time-specific and tentative. For example, the FAA Command Center published a pre-mission advisory on July 16, 2026, concerning a tentative Starship Flight 13 launch and possible air traffic management measures. That advisory is a historical illustration of how the FAA communicates possible impacts; it is not a current launch schedule or evidence of a present restriction. View that dated FAA advisory and check current notices for the actual travel or flight date.
The FAA’s modeled estimates are useful context, but they are not the notices a traveler should use to decide whether a flight will be affected. The 1,600-nautical-mile span and the estimate of 10 to 200 commercial aircraft per hour concern particular modeled trajectories and return profiles. Current NOTAMs and Command Center advisories are the channels for the operational restrictions and traffic measures applicable to a specific date.
What launch-exclusion notices do—and do not—mean
A hazard area is not automatically a public-road closure
The FAA’s hazard-area analysis and the Coast Guard’s water zones address risks in their respective domains. Neither should be mistaken for a day-of-travel determination that Boca Chica Beach or Highway 4 is open. Local beach and road access must be checked through the local access information identified by the Coast Guard.

A mapped maritime zone is not always active
The Coast Guard rule creates permanent mapped zones but says they are enforced only around launch operations. The relevant broadcast, bulletin and any enforcement notice convey when controls apply. Do not interpret the word “permanent” to mean that the water is continuously closed.
A model is not a universal prediction
The FAA’s 1,600-nautical-mile span and 10-to-200-aircraft-per-hour estimates relate to modeled trajectories and return profiles in its 2026 assessment. Their purpose is to describe possible effects in those cases; they do not define the footprint or aircraft impact of every mission. Operational notices for the particular event and date are the appropriate source for current restrictions.
Mitigation figures are not closure schedules
In a June 13, 2022 announcement about its then-current environmental review, the FAA said SpaceX was required to take more than 75 actions to mitigate environmental impacts. That figure belongs to the 2022 review and its mitigation context. It is not a count of current closure requirements, a measure of the size of a launch exclusion zone or a substitute for checking the notices that apply to a specific date. Read the FAA’s 2022 mitigation announcement.

- Beach or road: Check the City of Starbase’s current and forecast access information for Boca Chica Beach and the date you plan to travel.
- Water: If you are boating or operating near the coast, check Coast Guard channel 16 broadcasts and Marine Safety Information Bulletins for activated zones and coordinates.
- Air: If your concern is a flight or aircraft route, check current FAA NOTAMs and Command Center advisories.
- Timing: Recheck close to departure because launch windows are tentative, weather-dependent and subject to change.
- At the site: Follow posted controls and instructions from law enforcement and agencies, even if a different notice channel appears clear.
One useful way to make the checklist concrete is to state your question before searching: “Can I access the beach on this date?”, “Can my vessel enter this part of South Bay or the Gulf?”, or “Will airspace restrictions affect this route?” Each question points to a different agency channel. If the answer matters to a trip involving both land and water, check both, and repeat the checks close to the planned departure.

Is Boca Chica Beach closed for a Starship launch?
A launch does not mean the beach is continuously closed. Check the City of Starbase’s current and forecasted Boca Chica Beach access information for the date you plan to visit, then recheck close to departure. The Coast Guard’s maritime rule governs water areas, not beach access.
Is Highway 4 open during Starship launch operations?
Launch operations can require Highway 4 to close, but the FAA’s general information does not provide live road status. Check the City of Starbase’s current local access notice for the exact travel date and follow posted signs and on-site instructions.
Where do I check Boca Chica Beach closures?
Start with the City of Starbase’s current and forecasted Boca Chica Beach access information. The Coast Guard’s 2026 final rule directs readers to the city for beach-access updates. Also check Coast Guard or FAA notices if your plans involve water or airspace.
How do mariners find out when the water zones are active?
Monitor Coast Guard Broadcast Notices to Mariners on VHF-FM channel 16 and check Marine Safety Information Bulletins. When there is sufficient advance notice, the Coast Guard may also publish a Federal Register Notification of Enforcement. Use the timing, coordinates and map in the current notice.
Do the Coast Guard’s permanent zones mean the water is always closed?
No. The Coast Guard established permanent mapped safety zones—about 4.5 square miles in South Bay and 115 square miles offshore—but says they are enforced only around launch operations. Check the current broadcast and bulletin for activation and boundaries.
Do FAA launch advisories tell visitors whether the beach is open?
No. FAA NOTAMs and Command Center advisories address aviation hazards, routes and traffic management. They do not establish beach or Highway 4 access. Use local access information for land and road status.
Are the FAA’s 1,600-nautical-mile and 10-to-200-aircraft figures true for every launch?
No. Those are estimates for modeled additional trajectories and booster-landing hazard areas in the FAA’s February 2026 assessment. The aircraft estimates use 2024 commercial-aircraft data and range from the lowest midnight traffic period to peak daily traffic. They are not a universal footprint or a count of flights certain to be cancelled.

The Bottom Line
Starship launch restrictions cover distinct land, water and air risks, so one notice cannot answer every access question. For a Boca Chica visit, start with the City of Starbase’s dated beach-access information, then check Coast Guard notices for water and FAA notices for aviation. Recheck close to travel and follow on-site instructions.
