Semiconductor fabs need dependable supplies of high-quality water and electricity, plus workers trained to operate and maintain complex production systems. These are connected requirements: a plant can have sophisticated equipment and strong recycling systems yet still be vulnerable to a local water shortage, unstable grid service, or a shortage of qualified technicians. The risks and solutions vary by site, so fab expansion depends on regional infrastructure as well as the factory itself.
Why these three inputs matter together
A semiconductor fab turns silicon wafers into chips through many tightly controlled steps. Production involves repeated processes such as cleaning, etching, and other forms of wafer processing; the equipment and conditions must remain under close control. The plant therefore depends on more than a building and production tools. It needs utility services that can support its operating requirements and people able to run, monitor, repair, and maintain its systems.
Water, electricity, and skills are linked in planning even though they are not interchangeable. A water-reuse system can reduce demand on a local supply, but it does not replace the need for dependable incoming water, treatment, and wastewater handling. More grid capacity does not by itself provide the technicians and engineers needed to operate new production lines. A training pipeline cannot make an exposed watershed or inadequate transmission network reliable.

That is why the relevant question for a proposed fab is not simply whether a region has water, power, or a large labor pool. It is whether the facility and its surrounding infrastructure can provide the right quality, capacity, reliability, and expertise at the time production needs them.

How much water does a semiconductor fab use?
There is no single water-use figure that applies to every fab. Plant size, production mix, site conditions, and the way a source counts withdrawal, consumption, and reuse all affect the number. SEMI gives an upper-end illustration of up to 10 million gallons per day for one fabrication plant; that is not a typical-use figure. The analysis summarized by SEMI covered 140 facilities across 89 water basins, and the accessible page does not clearly date all of its underlying figures.
A separate European Commission staff working document published in 2026 says a large fab can use up to 38 million litres per day. That is an EU-focused policy estimate for a large facility, not a universal daily requirement. The two maximum figures should not be treated as a direct comparison: they come from different sources and contexts, and neither establishes a typical consumption rate.
Quality matters as much as volume
Fabs use ultrapure water in processes including wafer cleaning and etching. Meeting those quality requirements means a site needs water treatment as well as a supply that can reliably reach the facility. A local source may exist in nominal terms but still be an unsuitable or insecure basis for production if its quality, delivery, treatment capacity, or competing uses create constraints.
Facilities can reuse and recycle much of their water. That reduces the amount of new water they need relative to a once-through process, but recycling is not independence from the surrounding water system. The plant still needs dependable inputs to make up for water that leaves the process, and it needs treatment and wastewater infrastructure capable of handling its flows. Reuse capacity also has to be ready and connected when the fab needs it.

Water risk is local—and not limited to drought
SEMI describes water security as dependent on basin conditions, infrastructure, regulation, and community expectations. Its summary of the 140-facility analysis identifies flooding and reputational risks—including community tensions over allocation—as among the most significant immediate threats. A site assessment that considers only drought can therefore miss other ways water conditions may disrupt operations or damage local trust.
For communities, a large industrial user may raise difficult questions about how water is allocated, particularly where supplies are constrained or infrastructure is shared. For a fab operator, the practical risk can include idle time, recovery costs, and delayed deliveries through the supply chain. Water planning consequently needs to consider the watershed and the wider service system, not just the plant’s internal reuse equipment.
Why does a fab need reliable electricity?
Power reliability is an operating requirement, not just a question of annual energy consumption. Fabs depend on sensitive equipment and tightly controlled production conditions; interruptions or voltage irregularities can affect operations and equipment. Returning a complex production system to normal after a disruption can be consequential, although the available evidence here does not support one universal outage-cost figure.
TSMC’s 2024 Annual Report, page 138, identifies electricity shortages or interruptions as a risk to its ability to fill customer orders. The company also identifies utility shortages as a potential constraint on capacity expansion. Those are company-specific disclosures, not a quantified estimate for every fab, but they show why grid service belongs in both day-to-day operational planning and long-term site selection.

Grid capacity and reliability are regional questions. A site’s prospects depend not only on the connection serving the facility, but also on whether wider transmission and distribution infrastructure can support demand and maintain stable delivery. Taiwan-focused analysis by DSET and ERF stresses the importance of stable interregional power distribution and reliable ultra-high-voltage infrastructure to uninterrupted power and a secure semiconductor supply chain. It is a Taiwan-specific finding, not a global ranking of power systems.
Electricity also affects the environmental profile of manufacturing. A European Commission staff working document published in 2026 attributes roughly 60–70% of lifecycle CO₂-equivalent emissions in front-end manufacturing to electricity use, in a European manufacturing context and based on its cited underlying references. That estimate concerns emissions, not a fab’s outage risk or total electricity bill. It reinforces that energy supply and efficiency matter alongside continuity of service.
Why are semiconductor workers hard to find?
Fab work is not one job category. Production depends on engineers and scientists, experienced tool and facilities technicians, and production workers with job-specific skills. Workers need role-specific competencies and, for many positions, readiness to work in demanding, high-reliability cleanroom environments. The challenge is therefore broader than producing more advanced-degree engineers: employers also need practical technical preparation, relevant experience, and retention.
In its September 2026 report, Strengthening the U.S. Semiconductor Manufacturing Workforce, the Center for Security and Emerging Technology (CSET) writes: “However, fabrication facilities (fabs) cannot operate at scale without a steady pipeline of workers with specialized skills, experience, and readiness to work in high-reliability cleanroom environments.” The point is about the combination of skill, experience, and workplace readiness—not credentials alone.

What U.S. projections and job postings show
The Semiconductor Industry Association (SIA) projects that the U.S. semiconductor industry could add nearly 115,000 jobs by 2030, growing from about 345,000 to about 460,000. Under the report’s assumptions about degree-completion rates, approximately 67,000 of those projected new roles—58%—risk going unfilled. These are projections, not observed hiring outcomes or a count of current vacancies.
SIA’s estimated mix of those projected unfilled jobs challenges the idea that the gap is only a shortage of senior researchers:
- 39% are technicians.
- 35% are engineers with four-year degrees or computer scientists.
- 26% are engineers with master’s or PhD degrees.
CSET offers a different, more recent view of employer demand: its 2026 analysis sampled 3,441 U.S. semiconductor manufacturing job postings from January 2023 to April 2025. This is a sample of postings over a defined period, not a census of all vacancies, hires, or filled jobs. The study found engineering and technician roles prominent in the sampled manufacturing postings; it should not be combined with SIA’s projections as if the two sources measured the same thing.
Recommended Free Tools
SIA recommends local partnerships among employers, community and technical colleges, and apprenticeship programs. Such partnerships can connect training to the needs of actual facilities, including technician preparation. They are not an instant substitute for workforce capacity: a site needs to account for how quickly programs can prepare people, how many qualified workers are available, and whether people stay in demanding roles.

Workforce evidence also varies by country and method. A 2025 UK Department for Science, Innovation and Technology workforce study included 82 survey respondents and 25 in-depth stakeholder interviews. Those figures describe the study’s methods, not the size of the UK semiconductor workforce, and should not be read as a U.S. labor estimate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to assess a fab site or expansion
Because local conditions differ, a single global ranking of fab locations would obscure the constraints that determine whether a particular project can operate and grow. Site and expansion planning should assess water, electricity, climate exposure, and workforce capacity together, with attention to infrastructure delivery dates as well as eventual capacity.
- Check water availability and quality by basin. Identify the dependable local supply, the requirements for treatment, and the basin conditions and competing uses relevant to the proposed facility.
- Confirm reuse, wastewater, and delivery plans. Establish what reclaimed-water and wastewater-treatment capacity exists, what must be built or expanded, and whether it will be available when production starts. Do not count planned capacity as operational supply before its delivery timing is clear.
- Evaluate grid capacity and reliability. Consider the local connection and the regional system supporting it, including whether transmission and interregional distribution can supply the facility reliably and support planned expansion.
- Include climate hazards. Assess drought, heat, flooding, and reservoir impacts in the context of the site’s water and power systems. The relevant exposure varies by region; a generic hazard label is not a substitute for local conditions.
- Map the workforce by role. Look separately at technicians, engineers, scientists, and production workers rather than relying on a single headcount or graduate total. Identify current availability, experience, and cleanroom readiness.
- Test how quickly local capacity can scale. Compare the timing of utility infrastructure with the ability of local colleges, technical programs, apprenticeship pathways, and employers to prepare and retain people.
Taiwan-focused DSET and ERF analysis highlights climate exposure, regional imbalances, water-reuse infrastructure, and stable interregional power distribution. The lesson is not that every region faces the same conditions; it is that resilience depends on how the site’s needs fit the infrastructure and resources of its particular region.
Quick wins for a faster PC:

A resilience plan can reduce exposure by coordinating facility systems with local water and power infrastructure, planning reuse and wastewater capacity, and building workforce partnerships early enough to support operations. It can also make assumptions visible: for example, whether the water plan depends on a future treatment project or the staffing plan assumes a training pipeline that is not yet in place.
No single measure resolves all three dependencies. Recycling does not remove reliance on a watershed and wastewater services; electricity planning must account for the wider grid; and training programs must produce workers with the relevant skills and experience. The practical goal is to identify weak links before they constrain production or expansion, then align facility investments and regional capacity around the same operating timeline.
