When an iPhone continues opening an app after its Screen Time allowance, the limit is usually operating as a reminder rather than a hard block, or another Screen Time setting is exempting the app. App & Website Activity must be enabled, the correct app or category must have the intended allowance, and scheduled Downtime must have Block at Downtime turned on if restricted apps must be unavailable.
Use the checks below in order. They cover the common causes, including Always Allowed exceptions, limits shared with another Apple device, Family Sharing configuration, passcode restrictions and software-version differences.
What Screen Time does when a limit is reached
Screen Time has two different behaviors that are easy to confuse:
Recommended Free Tools
| Behavior | What you see | When to use it |
|---|---|---|
| Reminder or allowance | The phone warns that the allowance has been reached, but the person can continue using the app. | Useful when you want awareness and a choice to keep going. |
| Blocking during Downtime | Restricted apps cannot be opened during the scheduled period and appear dimmed with an hourglass icon. | Use when the app must be unavailable at specific times. |
Apple states that app limits can be ignored by default after they are reached. Reaching a limit therefore does not, by itself, prove that the setting failed. For scheduled restrictions, Apple describes the result this way: “When Block at Downtime is turned on, restricted apps can’t be opened during downtime—they appear dimmed with an hourglass icon.” Read the current instructions in Apple’s Screen Time scheduling guide.

A second distinction concerns devices. With Share Across Devices enabled, Screen Time reports, limits and schedules are shared by an iPhone, iPad and Mac signed in to the same Apple Account. With it disabled, each device maintains its own Screen Time settings. That can make an allowance appear to disappear early—or make a schedule appear not to apply—depending on where the usage occurred.
Fix Screen Time limits in the right order
1. Turn on App & Website Activity
App & Website Activity is the foundation for the documented Screen Time controls. If it is off, reporting, Downtime, App Limits and Always Allowed are also turned off. Check it before changing an individual limit.
- Open Settings.
- Tap Screen Time.
- Tap App & Website Activity.
- If the control is off, tap Turn On App & Website Activity and follow the prompts.
After enabling it, allow a short period for usage to be recorded, then return to Screen Time and verify that the app appears in the report. Apple’s getting-started guide documents this dependency and the related controls at Get started with Screen Time on iPhone.

2. Check the exact app, category and allowance
An App Limit can target an entire category, such as games or social networking, or one or more individual apps. A category limit may not cover an app you expected, while an individual-app limit may have been applied to a similarly named app instead. Confirm the selection rather than relying on the category label.
- Go to Settings > Screen Time > App Limits.
- Tap the relevant limit.
- Review every selected category and app.
- Check the daily time allowance.
- Tap Customize Days (or the equivalent day-by-day control) and inspect each day.
- Save the change and return to the App Limits list to confirm the limit is present.
Daily allowances can differ by day. A limit that is correct Monday through Friday may allow more time on Saturday or may be absent on a day that was never configured. Apple’s guide explains category and individual-app limits and day-specific customization at Set schedules with Screen Time on iPhone.

3. Turn on Block at Downtime when you need a hard stop
App Limits and Downtime are related but not identical. Downtime defines a schedule; Block at Downtime determines whether restricted apps are actually unavailable during that schedule. If Block at Downtime is off, the iPhone presents a reminder and the person can continue.
- Open Settings > Screen Time > Downtime.
- Confirm that the schedule is enabled for the intended days and times.
- Turn on Block at Downtime.
- Check the start and end times, including whether the schedule crosses midnight.
Test at a time inside the schedule. A restricted app should be dimmed and show an hourglass icon. If it remains normally available, continue with the Always Allowed and device-sharing checks below.
4. Remove unintended Always Allowed exceptions
Always Allowed is an explicit exception. Apps and contacts listed there remain available regardless of schedules or time allowances. This is often why one app remains usable while other apps are blocked.
- Go to Settings > Screen Time > Always Allowed.
- Review the allowed-app list and remove any app that must follow the limit.
- Review allowed contacts if the problem concerns communication during Downtime.
- Return to the restricted period and test again.
Keep essential communication apps in Always Allowed only when that exception is intentional. Removing an app here does not create a new App Limit; it merely allows the app to be governed by the other Screen Time rules.
5. Decide whether limits should be shared across devices
An iPhone may be sharing its allowance with an iPad or Mac, or it may be operating independently when you expected shared controls. Check the setting and the Apple Account on every device involved.

- On the iPhone, open Settings > Screen Time.
- Find Share Across Devices and note whether it is enabled.
- If sharing is intended, verify that the iPhone, iPad and Mac use the same Apple Account for Screen Time.
- Check Screen Time reports on the other devices for usage that consumed the allowance.
- If each device should have its own allowance, turn off Share Across Devices and configure the limit separately on each device.
With sharing enabled, a person can use the allowance on another signed-in device and still have less time available on the iPhone. With sharing disabled, changing a limit on one device does not automatically change the others. Apple describes this behavior in Get started with Screen Time on iPhone.
6. Check the account and device that owns the setting
Screen Time settings belong to the Apple Account and device configuration being managed. Before changing a limit repeatedly, confirm that you are looking at the same account and device that generated the usage report.
- Compare the Apple Account shown in Settings on each participating device.
- Make sure the app is installed and being used under the account you intend to manage.
- After changing a shared setting, allow the devices to reconnect and display the updated report before judging the result.
- If a report or control remains inconsistent, record which device shows the limit and which device shows the usage; that distinction is useful when contacting Apple Support.
Do not assume that signing out, deleting an app or resetting a phone will repair a Screen Time rule. Those actions can remove local data without correcting an account, Family Sharing or version mismatch.
7. Check the schedule against the phone’s actual time
Downtime uses the device’s configured date, time and time zone. If the phone has the wrong time zone, a schedule can appear to start late, end early or run on the wrong calendar day.
- Open Settings > General > Date & Time.
- Turn on Set Automatically when appropriate for the device’s location.
- Confirm the displayed time zone and current time.
- Recheck the Downtime days and start/end times in Screen Time.
This check is especially important for schedules that cross midnight or are changed while traveling. It does not alter an App Limit’s allowance; it verifies that a time-based restriction is being evaluated against the expected clock.

When the iPhone belongs to a child
Child controls add Family Sharing and parent-management rules to the device-level checks above. The family organizer or a parent/guardian generally manages the child’s Screen Time from the organizer’s device, while the child’s iPhone uses the child’s Apple Account.
Verify Family Sharing and the child’s Apple Account
- On the organizer or parent device, open Settings > Family (the label can vary by iOS release) and select the child.
- Confirm that the child is in the intended Family Sharing group and is using the correct Apple Account.
- Open the child’s Screen Time settings from the family-management controls and compare them with the settings visible on the child’s iPhone.
- Check App Limits, Downtime, Block at Downtime and Always Allowed in the child’s profile, not only in the parent’s own Screen Time profile.
Apple’s guidance for managing a child’s device is available at Use Screen Time to manage your child’s iPhone or iPad. Its parental-controls overview is at Use parental controls to manage your child’s iPhone or iPad.
Account for software-version compatibility
Family controls depend on compatible software across the devices used to manage them. Apple’s current child-controls guidance includes version requirements and notes that families unable to update every device can continue using the previous controls or adjust controls directly on the child’s device.
Do not treat a missing menu as proof that the feature is broken. Apple’s current user guides include iOS 27 prerequisite language, but the exact release and menu labels available to you depend on the iOS version installed on each device. Check Settings > General > Software Update on the organizer, parent and child devices, then compare the installed versions before prescribing a path from a newer guide.

Confirm which device is being managed
A parent may change a setting on the organizer’s device while the child is using a different Apple Account or a device that has not yet received the updated control. Check the child’s Screen Time report on the child’s iPhone and on the managing device. If the values still disagree after Family Sharing, account and version checks, use the device-specific assistance offered by Apple rather than repeatedly recreating the limit.

If a Screen Time passcode blocks changes
A Screen Time passcode can prevent someone from editing limits, Downtime or Always Allowed. If you set up Screen Time Passcode Recovery, Apple allows the Apple Account used for recovery to reset the passcode.
- Open Settings > Screen Time.
- Tap Change Screen Time Passcode, then tap it again when prompted.
- Choose Forgot Passcode? if that option appears.
- Enter the Apple Account credentials associated with Screen Time Passcode Recovery.
- Set a new passcode and record it securely.
The recovery route works only when recovery was configured and the account information is correct. It is not a universal bypass. A parent-managed child passcode may need to be reset from the family organizer or parent device instead. Apple documents the supported flow at Create, manage, and keep track of a Screen Time passcode on iPhone.
Do not erase the iPhone merely because the passcode is forgotten. Erasing can remove personal data and still leave the family-account setup unresolved.
Use the symptom to locate the failing setting
| Symptom | Most relevant check | Expected result after correction |
|---|---|---|
| The app warns about its limit but continues opening. | Confirm that you are using an App Limit, then review whether the intended restriction is a scheduled Downtime with Block at Downtime enabled. | The app follows reminder-only behavior for an App Limit, or becomes unavailable during the blocked Downtime window. |
| Only one app remains usable while others are dimmed. | Review Always Allowed. | The app is governed by the applicable limit once removed from Always Allowed. |
| The allowance is exhausted sooner than expected. | Check Share Across Devices and usage reports on the same Apple Account. | Usage is either correctly combined across devices or separated after sharing is disabled. |
| The schedule starts or ends at an unexpected time. | Check Date & Time, time zone and the selected Downtime days. | The schedule follows the phone’s actual local time and configured days. |
| A parent’s change does not appear on a child’s iPhone. | Check Family Sharing, the child’s Apple Account and software compatibility. | The managing device and child’s device show the same family-controlled settings. |
| The controls are missing or cannot be edited. | Enable App & Website Activity, check the iOS version and determine whether a Screen Time passcode or parent management controls the setting. | The relevant controls appear and can be changed by the authorized account. |
What to do when none of these checks works
Once App & Website Activity, the exact app selection, allowance, Downtime blocking, Always Allowed, device sharing, account identity, Family Sharing and software versions have all been verified, the remaining cause is likely specific to the device or account. Gather the following before contacting Apple Support:
- iPhone, iPad or Mac model and installed operating-system version.
- Whether the device is managed personally or through Family Sharing.
- The Apple Account used for Screen Time and whether Share Across Devices is enabled.
- The exact app, category, day and time when the behavior occurs.
- Screenshots of the relevant Screen Time pages, excluding personal information you do not want to share.
- Whether the app is listed in Always Allowed and whether Block at Downtime is enabled.
Describe the observed behavior precisely—for example, “the app remains available during a scheduled period” is more useful than “Screen Time is broken.” Apple can then check account-level synchronization and device-specific conditions that cannot be established from the iPhone’s visible menus.
