Science diplomacy gives countries ways to use scientific evidence in foreign policy, support research through diplomatic engagement, and cooperate on shared problems even when political relations are strained. It is increasingly important as governments seek both international openness and stronger safeguards for sensitive research. Its value is practical, but its limits matter: current policy frameworks set goals and commitments; they do not prove that scientific cooperation prevents conflict or reliably restores trust.

What science diplomacy means

Science diplomacy is not a single program or a synonym for international research. It covers three related activities: using science and evidence to inform diplomatic decisions; using diplomacy to enable scientific progress; and conducting international scientific cooperation that can serve both purposes. The European Commission describes the concept as the direct or indirect use of science, scientific evidence and scientific cooperation to support diplomatic objectives, alongside diplomacy used to support science. European Commission: Science diplomacy

For example, scientific advice can help diplomats assess a transboundary problem, while diplomatic agreements can help researchers share data, facilities or expertise. A joint project may also sustain professional contact across political divides. That contact can be useful, but it should not be mistaken for a substitute for diplomacy or evidence that political disagreements have been resolved.

Why it matters as relations become more divided

Many scientific and environmental problems cross borders, while research depends on international knowledge, people and infrastructure. Cooperation can help countries pool expertise and compare evidence; it can also create channels for dialogue when official relations are difficult. Scientific advice and foresight may help policymakers understand risks and make decisions with a clearer account of the evidence.

At the same time, governments must protect legitimate security interests and manage strategic competition. Research can involve sensitive technologies, data or expertise, and countries may seek greater control over these assets. The policy challenge is therefore not simply to choose openness or security, but to establish safeguards that protect against genuine risks without needlessly closing off valuable cooperation. UNESCO’s 2025 ministerial dialogue addressed both open science and research security, while the EU framework calls for scientific cooperation that is both open and secure. What current initiatives are trying to do

The European Union framework

The European Commission adopted its proposal for an EU science diplomacy framework on 27 February 2026; the Council adopted a recommendation on 29 May 2026. The recommendation offers shared direction and calls for coordinated practical action by member states and stakeholders. It is an EU policy framework, not a binding global agreement or evidence that its aims have already been achieved. Its stated aims include supporting European values and strategic interests, strengthening open and secure scientific cooperation, improving trust in science and the use of foresight and scientific advice, and contributing to peace, human rights, multilateralism and management of global commons. The framework grew out of a consultation process involving 130 science and diplomacy experts. Five working groups, established in 2024 after an open call and co-chaired by a scientist and a diplomat, examined geopolitics in a fragmented, multipolar world; evidence and foresight for resilient diplomacy; science diplomacy in delegations and embassies; capacity-building; and shared definitions, mission, vision and values. Their February 2025 expert report informed the 2026 recommendation. These figures describe the process, not its impact.

UNESCO’s ministerial dialogue

UNESCO held its Global Ministerial Dialogue on Science Diplomacy at its Paris headquarters on 25–26 March 2025 as part of the International Decade of Sciences for Sustainable Development. The event brought together around a thousand participants, including 60 high-level national representatives. Sessions covered open science and research security, emerging technologies, shared scientific and natural resources, and science in times of crisis. UNESCO presented the dialogue as a step toward discussion of a new global framework; it did not establish a global framework by itself. UNESCO: Global Ministerial Dialogue on Science Diplomacy

The ministers’ collective statement called for stronger dialogue between science and diplomacy and for science diplomacy to help address complex challenges. This is a statement of shared intent, not an independently tested finding about what science diplomacy has achieved. UNESCO: Ministerial Statement, 26 March 2025

Building participation and capacity beyond Europe

UNESCO reported that the three-year Consolidating European Science Diplomacy (CUSP) project launched on 1 June 2026 with 11 organisations, coordinated by Zentrum für Soziale Innovation. Its planned work includes regional policy dialogues, global mapping and knowledge exchange, and training and capacity-building with TWAS. UNESCO says the project responds to the 2025 European expert report and the May 2026 Council recommendation. These are plans, not completed results. Its attention to perspectives from Africa, Latin America and the Caribbean, Asia and the Pacific, and Arab States reflects a central question for science diplomacy: whose knowledge and interests shape the cooperation? How countries can cooperate while managing risk

Effective science diplomacy requires choices about what to share, with whom, and under what conditions. The current policy discussions point to several practical tests for governments and research institutions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Match safeguards to the risk. Identify sensitive technologies, data or expertise and apply proportionate protections rather than treating all international research as equally risky.
  • Protect scientific integrity. Evidence can inform foreign policy without requiring scientists to serve short-term political objectives or suppress inconvenient findings.
  • Choose the right level of cooperation. Bilateral or regional work may suit a specific relationship or problem; multilateral coordination is important when challenges or shared resources cross many borders.
  • Invest for the long term. Training, institutional capacity and sustained professional contact take time; they should not be presented as immediate diplomatic fixes.
  • Include more than one region’s priorities. Partnerships should make room for different expertise and interests, including those beyond Europe, rather than treating participation as a numbers exercise.

These choices involve real trade-offs: openness can support discovery and exchange, while security measures can protect legitimate interests; diplomacy can create opportunities for research, while political priorities can constrain scientific autonomy. The right balance depends on the subject, partners and risks involved.

What science diplomacy can—and cannot—be expected to deliver

Science diplomacy can create practical channels for evidence-informed decisions, shared problem-solving and scientific exchange. Institutions are currently investing in frameworks, dialogues and capacity-building to make those channels more coordinated and inclusive.

The official sources cited here do not provide a named statistic showing that science diplomacy caused a reduction in conflict, an increase in trust, or diplomatic success. Attendance at a dialogue, the number of experts consulted and the size of a project consortium measure participation and process—not outcomes. Claims that science diplomacy will prevent conflict or reliably rebuild trust go beyond what these sources establish.
