Rockstar canceled Agent, its announced PlayStation 3-exclusive spy thriller, because development stalled, major cuts failed to produce a coherent game, and the company redirected staff toward Grand Theft Auto. Former Rockstar North technical director Obbe Vermeij also described a fundamental design problem: the urgent, tightly sequenced structure of spy fiction conflicted with Rockstar’s preference for open-ended worlds.
What Agent was supposed to be
Sony announced Agent as a PlayStation 3 exclusive at E3 2009. It was planned as a 1970s Cold War spy thriller rather than a direct sequel to Grand Theft Auto IV. Vermeij said the internal codename was “Jimmy,” a Scottish play on James Bond, and that the project was intended to be more linear than GTA.

The planned campaign moved through several international settings. Reported locations included a French Mediterranean city, a Swiss ski resort, Cairo and a space-based laser sequence. Those locations suggested a globe-trotting espionage adventure built around discrete set pieces instead of one continuous American crime sandbox.
Development stalled before Rockstar found a workable version
The project was not progressing as hoped
Vermeij said the team had worked on Agent for more than a year, but “The game wasn’t progressing as well as we’d hoped.” Rockstar cut an entire level in an attempt to finish a smaller version. Cairo was probably removed, and the space section may also have been cut.
#1 Best Overall
- In a frantic battle to the checkered flag, Sonic and friends speed around tracks set in mediaeval castle ramparts, lush rainforests and bustling cities, all taken from the visually rich and varied universes of Sonic and SEGA.
- Secret short cuts, swift handling and avoiding strategically placed obstacles are certainly the best way to get to the top of the podium…
- Each character has a specific All Star move – such as Super Sonic, Banana Blitz and Tails Tornado – that allows a quick way for competitors to get back into the race!
- Power ups and weapons can also be collected around the tracks and used against the opposition to ensure they don’t become a threat to that number one position.
- Battle it out in single or multiplayer mode, allowing up to four friends to race in frantic split-screen action, or up to eight players to compete online in the ultimate racing showdown.
Those reductions did not solve the underlying problem. Dan Houser later said the game went through about five iterations without coming together. That history points to repeated prototyping and changes in direction rather than a nearly complete game awaiting a final polish pass.
Its structure was difficult to reconcile with Rockstar’s design model
Houser’s explanation focused on pacing. Spy films are “very, very frenetic”: a character must go somewhere immediately, stop an assassination and then save the world. An open-world game, by contrast, gives players long stretches to explore, take detours and decide what to do next.

- Twice the fun: Play as both Classic Sonic and Modern Sonic in the ultimate Sonic experience. Master the moves of Classic Sonic in the side scrolling 2D tracks and take on Modern Sonic in the stunning 3D tracks.
- The best just got better: Chosen from three eras of Sonic in HD gaming, a variety of iconic environments have been revisited, recreated and fully re-imagined with stunning results.
- Exclusive Nintendo 3DS content: With new and exclusive environments including an unlockable 'special stage', there's a whole new universe of adventures. Immerse yourself in Sonic's world like never before.
That creates a design conflict. A spy story depends on urgency and a carefully ordered chain of events, while an open world depends on allowing the player to interrupt or ignore that chain. Houser said the external pressure of being a spy—working against the clock—does not naturally fit open-world freedom and questioned whether a good open-world spy game could be made at all.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Grand Theft Auto absorbed the resources
Even after the concept struggled, Rockstar had a larger production priority. Vermeij said it became inevitable that the whole company would need to support the next Grand Theft Auto. Reporting from the period describes Rockstar North resources being divided between GTA IV downloadable content and Grand Theft Auto V.
Rank #3
- The Largest Collection of Classic SEGA Titles. Players will trip back in time with favorites including Sonic the Hedgehog, Streets of Rage, Columns, Eco the Dolphin and four titles from the Phantasy Star series, to name a few.
- Several Unlockable Titles. Included in the collection are arcade favorites such as Congo Bongo, Altered Beast, Zaxxon and more.
- All Titles Upgraded to Hi-Def. The classic 2D style never looked so good! Each title has been converted to hi-def (720p) and will be a blast to play using the intuitive controls of the Xbox 360 and PlayStation 3 systems.
- Massive Multiplayer Options. Friends can play the 2-Player classics together in select games from the same console at home.
In that context, Agent was an experimental new intellectual property competing for people and attention with the company’s most important ongoing series. Vermeij later summarized the decision: “It became clear that Jimmy was going to be too much of a distraction for us and we ditched it.” The available accounts do not establish an exact staffing number, budget, milestone or formal internal cancellation date.
Agent versus the GTA IV-era approach
| Issue | Agent | GTA IV-era production |
|---|---|---|
| Narrative pacing | Urgent, linear spy objectives designed to follow a sequence of missions | Looser player-driven rhythm with room for exploration and optional activity |
| World structure | Several discrete international locations, including planned set-piece destinations | A connected open-world sandbox centered on one primary setting |
| Resource priority | Unproven new IP | Support for GTA IV and production of the next mainline GTA |
| Project maturity | Multiple iterations, level cuts and no settled creative direction | Established technology, characters and series framework |
How the cancellation became public
Rockstar never issued a conventional public cancellation announcement for Agent. The clearest public evidence came later. The game’s trademark was abandoned in 2018, and Rockstar removed Agent from its website and upcoming-titles listings around 2021. Those actions indicate that the project was no longer active, even though they do not identify a single official cancellation day.

- Disc only. Original case and manual not included. Will come packaged in a generic case.
- This renewed game has been cleaned, tested, and shows minimal wear.
Because Rockstar did not publish a detailed postmortem, claims about exact development milestones, internal headcount or the final contents of the game remain unconfirmed. The first-person explanations from Vermeij and Houser establish the broad causes: stalled progress, unsuccessful cuts, competing GTA demands and a mismatch between spy urgency and open-world freedom.
Was Agent meant to follow GTA IV?
It was a project from the same broad era, announced after GTA IV, but it was not presented as a sequel. Agent was a separate spy property planned for PlayStation 3. Its connection to GTA IV was primarily production timing: Rockstar was supporting that game and its downloadable episodes while also preparing the next GTA, leaving less room for an unproven project.

If you want to revisit Rockstar’s PS3 era
Take-Two’s October 27, 2010 release notice confirms Grand Theft Auto IV: Complete Edition for PlayStation 3. The bundle includes GTA IV, The Lost and Damned and The Ballad of Gay Tony. It is the most direct commercially released way to return to the period in which Agent was announced and then abandoned.
