Regulated organizations use cold storage to reduce the cost of retaining data they rarely access, while keeping it available for audits, investigations, legal requests, and business needs. The trade-off is slower retrieval and possible retrieval or transfer charges. Cold storage is an architecture choice—not proof of compliance: the applicable rules still govern how long records must be kept, how they are protected, and how quickly and usefully they can be produced.

Why cold storage fits long-term retention

Many regulated organizations must preserve records for years, even though they consult only a small portion routinely. Archive storage separates that infrequently used data from faster, more expensive storage intended for active workloads. This can reduce storage expense, but it shifts some cost and planning to retrieval and operations.

The obligation follows the record type, regulated entity, jurisdiction, and applicable rule—not the storage tier. For example, AWS describes financial-services and healthcare archives as use cases for its Glacier storage classes, but that vendor description is not a retention schedule for every financial or medical record. Organizations need to determine the required period for each record category under the rules that apply to them. See AWS’s description of S3 Glacier storage classes.

What cold storage changes—and what it does not

Archive tiers are designed for data that is accessed less often than active data. AWS describes archive options spanning instant access, flexible retrieval, and deep archive for data accessed rarely. Its product page says restoration from S3 Glacier Deep Archive can take up to 12 hours; actual availability depends on the selected restore option and current service terms. That delay may be acceptable for routine archival records but unsuitable for a request that requires faster production. Cold storage does not itself guarantee immutability, integrity, regulator access, usable exports, or timely recovery. Those outcomes depend on the storage configuration and the organization’s procedures, controls, and testing. AWS says its controls can help customers pursue requirements when properly configured; the organization remains responsible for determining and operating controls that meet its obligations. See AWS’s discussion of SEC Rules 17a-4 and 18a-6.

What the SEC rule means for covered U.S. broker-dealers

The U.S. SEC example illustrates why “compliant storage” cannot be reduced to choosing a cold tier. The SEC’s small-entity guide describes amendments adopted October 12, 2022, with a compliance date of May 3, 2023, for broker-dealers. Covered firms preserving electronic records must meet either the WORM requirement or an audit-trail alternative. WORM means write once, read many: records are preserved in a non-rewriteable, non-erasable format. The alternative requires an electronic recordkeeping system that keeps a timestamped audit trail of modifications and deletions and enough information to recreate the original record.

The SEC guide also addresses regulator access, production in a reasonably usable electronic format, and redundancy. Those requirements concern preservation and production, not a mandate to use cold storage. The SEC states: “The audit-trail alternative requires that a broker-dealer use an electronic recordkeeping system that maintains and preserves electronic records in a manner that permits the recreation of an original record if it is modified or deleted.” Read the SEC guide to amendments to electronic recordkeeping requirements for broker-dealers, published February 28, 2023 and last reviewed or updated May 20, 2025. Do not apply this broker-dealer example as a retention rule for healthcare, public-sector records, or other jurisdictions without the relevant authority.

How to decide whether an archive tier will work

Evaluate the archive against both the obligation to preserve records and the practical conditions for retrieving them. A low monthly storage charge can be outweighed by retrieval, network, request, early-deletion, or operating costs—or by a recovery delay that misses a deadline.

  • Easily store and access 1TB to content on the go with the Seagate Portable Drive, a USB external hard drive.Specific uses: Personal
  • Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop. Reformatting may be required for Mac
  • To get set up, connect the portable hard drive to a computer for automatic recognition no software required
  • This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
  • The available storage capacity may vary.
  • Retrieval deadline: Estimate how often records will be requested and the maximum acceptable delay, including regulator response deadlines and urgent investigations.
  • Full lifecycle cost: Include storage, retrieval, requests, network transfer, minimum storage duration or early-deletion charges, and the staff and systems needed to manage archives.
  • Preservation controls: Map retention locks, legal holds, audit trails, integrity checks, and separation of administrative duties to the requirements that apply to the records.
  • Recovery and continuity: Plan redundancy and recovery tests, consider access to encryption keys, and account for the possibility that an account or service is unavailable.
  • Usable production: Keep records cataloged and test that authorized staff can retrieve and export both the records and associated metadata in a reasonably usable format.
  • Location and lifecycle: Check data location and jurisdiction, privacy obligations, and how records will be deleted when the required retention period ends.

Calculate costs using the chosen service and workload

Compare total cost for the region, data volume, retrieval frequency and volume, and retention duration you expect—not just the storage-rate line. Google Cloud’s pricing documentation identifies retrieval fees and minimum storage durations for certain classes, including Archive. Network and API charges may also matter depending on the design. Rates and terms vary, so use the provider’s current pricing for the specific region and workload rather than relying on a generic claim that one archive service is cheapest. See Google Cloud Storage pricing.

Published savings figures need equally careful context. AWS Prescriptive Guidance reports an approximately 57-times-lower storage-cost comparison for S3 Glacier against a specified Amazon RDS configuration in us-east-1. That is a comparison tied to that configuration and location, not a general estimate of cold-storage savings or a current cross-provider price ratio. A useful budget instead models the archive’s storage, retrieval, transfer, and operational costs under the organization’s actual access pattern.

Make retrieval part of the retention plan

An archive is useful only if the organization can locate and produce its records when required. Assign ownership for retention schedules, access approvals, legal holds, and retrieval requests; maintain a searchable catalog; and test restoration and export procedures before relying on them for an examination or legal matter. Include associated metadata and verify that an authorized person can produce the result in a usable format.

Cold storage can be a sound way to lower the cost of keeping rarely accessed data, provided the organization accepts the retrieval trade-offs and designs for preservation, access, and recovery. The tier is one component of a records program—not a substitute for it.
