If classic Windows Server RD Web Access shows “Unable to display RD Web Access” in Chrome or Microsoft Edge, check whether browser policy has disabled XSLT. Microsoft says the portal relies on client-side XSLT to render its interface; when that browser feature is disabled, the transformation cannot run. The issue is not described as an inevitable result of a Chromium update, and Chrome’s often-cited 0.02% figure is not the share of RD Web Access traffic affected.
What is failing, and which systems are in scope?
Microsoft Support’s KB5130994, published October 6, 2026, describes classic RD Web Access failing to render in Microsoft Edge or Google Chrome when XSLT support has been disabled through browser policy. The advisory applies to Windows Server 2016, 2019, 2022, and 2025.
Users may see “Unable to display RD Web Access,” followed by “An unexpected error has occurred that is preventing this page from being displayed correctly.” Microsoft attributes the failure to RD Web Access’s dependency on browser-side XSLT to transform XML-based content into the portal interface. If policy disables that capability, the required rendering step does not occur.

What the 0.02% figure actually measures
Chrome for Developers says approximately 0.02% of web page loads use XSLT, with fewer than 0.001% using XSLT processing instructions. Those are general web-platform usage estimates discussed in its article about XSLT deprecation, not measurements of RD Web Access sites, Windows Server deployments, or traffic affected by this particular failure. The Microsoft advisory does not give an affected-traffic percentage.
That distinction matters: RD Web Access can be important to an organization even if XSLT is uncommon across the web as a whole. The statistic describes how rarely pages use the feature generally; it does not estimate the risk to a portal that depends on it. See Chrome for Developers’ explanation of XSLT deprecation.

Ways to restore access
Microsoft lists three temporary routes. The right choice depends on the organization’s browser-policy rules, whether its HTML5 web client is deployed and suitable, and whether Edge IE mode and any associated sign-in behavior are acceptable. Microsoft does not designate one option as universally preferable.
Temporarily enable XSLT by browser policy
Microsoft’s workaround is to set the browser’s XSLTEnabled policy value to 1, then restart the browser and verify that RD Web Access loads. The advisory provides separate registry policy paths for Edge and Chrome; administrators should use the path for the browser they manage and follow the instructions in Microsoft KB5130994.
This restores the browser capability the existing portal requires, but Microsoft presents it as a temporary workaround. Apply any policy exception in line with the organization’s security and change-management requirements.
Use the Remote Desktop HTML5 web client
If the organization has deployed a suitable HTML5 web client, users can visit its web-client URL, sign in, and launch a remote session in the browser or download an RDP file, as described in Microsoft’s advisory. This route depends on the client being deployed and configured for the organization’s Remote Desktop environment; it is not simply another name for the classic RD Web Access page.

Open the portal in Edge IE mode
Microsoft also documents using IE mode in Edge: allow IE mode, add the RD Web URL, restart Edge if prompted, and reopen the portal in IE mode. On a first visit, users may be prompted to allow ActiveX for single sign-on as the signed-in user. Whether that behavior is acceptable depends on the organization’s configuration and security policy; follow the steps and qualifications in the Microsoft advisory.

Microsoft says it is working on a fix and will provide more information when available, but the advisory gives no release date or permanent resolution. Until Microsoft updates the guidance, administrators should choose among the documented temporary options based on their environment rather than assume a particular browser update or workaround will resolve every deployment.
