Canadian YouTuber Anthony Sistilli built a homemade system designed to identify police vehicles and log their license plates, locations, and timestamps. In footage described by Cybernews, officers later visited his home and asked what he wanted to do with the data. The account reports questions—not an arrest, raid, or confirmed investigation—and does not include an official police statement.
What happened when police visited Anthony Sistilli?
Cybernews reports that officers came to Sistilli’s home after he built the camera system. In footage from Sistilli’s video, as described by Cybernews, officers ask about his “main goal” and what he plans to do with the captured data. The account does not establish what prompted the visit, whether it led to any formal action, or how police characterized the encounter.
Sistilli framed the exchange as a question of privacy and accountability. Cybernews quotes him saying, “I found it extremely ironic that when I decided to point the camera the other way and watch the watchers, they had the same privacy concerns as we do.” In the footage, he also responds to the officers: “I think that’s the exact same concern that any civilian has. Right?” These remarks are reported through Cybernews; they are not an independently verified transcript here.

The system is described as similar in function to automated license-plate recognition (ALPR): it identifies police vehicles and records their plates, locations, and timestamps. Those details can turn a vehicle sighting into a time-and-place record.

- 10" SCREEN IN THE BOX: A wireless camera with monitor means no phone and no PC. These security cameras with monitor arrive pre-paired, so you plug in, mount, and watch all 4 feeds at once.
- WIRED POWER, WIRELESS SIGNAL: Every camera plugs into an outlet using its 9ft cord. Wireless here means the video link to the recorder, not the power. That is exactly why it records 24/7 instead of dozing.
- DUAL LENS, 10X HYBRID ZOOM: A 4mm wide lens and an 8mm telephoto share one moving head, so the whole driveway and a readable plate land in the same frame instead of one or the other.
- 355 PTZ WITH REAL AUTO TRACKING: The outdoor camera turns and follows a moving person by itself, then returns to rest. Smart detection tells people and cars from swaying branches, so alerts only matter.
- 24/7 RECORDING, NO MONTHLY FEE: The 500GB hard drive is pre-installed and H.265 keeps roughly 30 days on it. Local storage only, so no subscription, no cloud bill, no renewals.
The available account does not identify the camera, computer, software, or other components Sistilli used. It also does not say how long he kept the records, who could access them, or whether he shared them. “Flock-style” describes the comparison to ALPR capabilities; the reporting does not say that his system was made, operated, or supplied by Flock.
What does an ALPR record reveal?
An ALPR system links a plate sighting to a location and time. When records from multiple sightings can be searched, they may help investigators locate a stolen vehicle or reconstruct a vehicle’s movements. The same records can also reveal travel patterns of people who are not suspected of wrongdoing.

- 4K Ultra HD & IR Night Vision: Featuring an advanced image sensor with true 3840 × 2160 resolution, this security camera captures fine details clearly, even at a distance. The built-in IR-cut filter automatically switches between color daytime imaging and infrared night vision, delivering sharp, clear footage in complete darkness for reliable 24/7 monitoring. Stay safer with Hiseeu's advanced technology.
- No Blind Spots & Auto Human Tracking: With 355° pan and 90° tilt capability, this PTZ security camera delivers wide-area coverage to minimize blind spots. Intelligent human tracking automatically follows detected movement, helping you monitor activity more effectively and capture important events in real time.
- Dual-Band WiFi (2.4GHz & 5GHz): Supports both 2.4GHz and 5GHz WiFi networks for faster data transmission and a more stable connection. Reduces interference and lag, ensuring smooth live viewing and reliable real-time monitoring indoors or outdoors.
- Two-Way Audio & Remote App Access: Communicate with family or visitors in real time through the HiseeuCloud App. Access live view and playback recordings anytime over WiFi on iOS or Android devices, and securely share viewing access with up to 4 users for simultaneous monitoring.
That trade-off depends on more than whether a camera can read plates. It also depends on who can search the records, what purposes are allowed, how long data is retained, and whether it can be shared. Cybernews describes these broad capabilities and risks for ALPR systems, but does not provide those operational details for Sistilli’s build.

Why does pointing a camera at police raise privacy questions?
The exchange illustrates that surveillance concerns do not disappear when the subject is a police vehicle rather than a member of the public. A record of where a vehicle was seen can be useful for accountability, but location-linked records can also expose movements and associations. The purpose of collection, access rules, retention, and oversight shape the risk.

Cybernews also describes alleged cases in which officers misused license-plate readers to track people with personal connections. The article mentions a Kentucky officer and a North Carolina officer, but the reporting available here does not supply enough underlying case detail to treat these as fully documented examples or to repeat a search total as a reliable statistic.
Flock CEO Garrett Langley is quoted by Cybernews arguing for a balance between privacy and safety: “When people talk about just one of these, privacy or safety, they’re prioritizing the wrong thing,” and “What we have to prioritize as a country is compromise.” That is the company executive’s position, not an independent finding about how any particular ALPR system is governed.

Is it legal to record police in public?
Cybernews broadly frames recording police in public as legally protected in Canada and the United States. That general framing is not a case-specific legal ruling about Sistilli’s camera, the collection of plate data, or what happened during the visit. Rules and circumstances can vary by jurisdiction, location, conduct, and the way recordings or records are collected and used. This account does not establish whether Sistilli’s system complied with any particular law.
What remains unconfirmed?
- The hardware, software, and technical design of Sistilli’s system.
- How long records were retained, who could search them, and whether they were shared.
- Why officers visited, beyond the questions about the project and its data described in the video.
- Whether the encounter resulted in a warning, investigation, charge, or other formal action; no police department statement is included in the report.
