NASA does use reusable rockets: its launch-services portfolio includes SpaceX’s reusable Falcon 9. The apparent exception is the Space Launch System (SLS), NASA’s Artemis Moon rocket. SLS is designed to send Orion and cargo toward the Moon, not to recover its stages; returning them would require extra fuel or propulsion and could take away capacity for the mission’s payload.
NASA uses reusable launch services, but SLS has a different job
NASA’s Launch Services Program identifies Falcon 9 as reusable and says reuse lets SpaceX fly its most expensive rocket parts again, which can reduce the cost of space access. That describes one vehicle in NASA’s launch portfolio; it does not mean NASA configures every rocket, including SLS, for recovery. NASA Launch Services Program
SLS is built to send Orion and mission hardware toward the Moon. A launcher for that deep-space trajectory has a different performance goal from one carrying a payload to low Earth orbit. NASA says SLS does not carry the additional fuel or propulsion systems needed to return its stages, allowing the rocket to focus on the Moon-bound mission. NASA: Space Launch System
Why SLS stages are not recovered
Recovery has a mass and performance cost
A stage that must return to Earth needs a way to do so, including propulsion and propellant. That equipment and fuel add mass. NASA’s stated SLS rationale is that omitting them helps maximize what the rocket can send toward the Moon. Whether recovery is worthwhile therefore depends partly on what the mission needs to carry and where it needs to go.

SLS is not a single all-reusable or all-expendable design
Reuse applies to specific hardware and operations, not necessarily every part of a launch system. SLS draws on some Shuttle-era hardware and designs, but its solid rocket boosters are optimized for single use. Its core stage and boosters are expended after launch rather than recovered for another flight. NASA: SLS hardware and design
The Shuttle shows why “reusable” does not mean fully reusable
The Space Shuttle reused its orbiter and solid rocket boosters, but discarded its external tank after each flight. It was a partially reusable system, not a fully reusable rocket stack. NASA: Space Shuttle facts

NASA’s Shuttle history describes how development-cost estimates for fully reusable configurations became a concern. The selected design retained reusable components but used an expendable external tank; recovering the tank also presented technical and operational complications. The configuration was a compromise shaped by cost and engineering constraints, rather than a simple choice between reuse and no reuse. NASA history: Space Shuttle configuration NASA history: Shuttle design decisions
Reuse can lower recurring costs, but it does not guarantee cheaper launches
Reusing hardware can avoid building a replacement for every flight, but it also requires development work and recurring recovery, inspection, repair, and operational effort. The economic result depends on how often a vehicle flies, how reliably it can be turned around, and how much refurbishment it needs. If flights are less frequent than planned, development and recovery investments are spread across fewer launches.

NASA’s 2022 Resource Significance Framework notes that Shuttle costs exceeded predictions and that the anticipated flight frequency proved unrealistic. The report cites a historical estimate of $450 million per Shuttle flight and $8,200 per pound, alongside $110 million per Proton launch and approximately $2,300 per pound. These are historical figures quoted in the 2022 report, not current launch prices; they also do not establish a like-for-like comparison with SLS or Falcon 9. A useful comparison starts with the service each rocket provides, not the word “reusable.” Consider these factors together:
Rank #4
- HOBBY MODEL KIT – Unassembled model packed in an envelope with easy to follow instructions. Ideal for ages 14 and up.
- NO GLUE OR SOLDER NEEDED – Parts can be easily clipped from the metal sheets. Tweezers are the recommended tool for bending and twisting the connection tabs.
- SPACE SHUTTLE DISCOVERY – 2 Sheet Model with a moderate difficulty level. 1:355 Scale. Assembled Size: 4.50 L x 2.80 W x 2.30 H inches.
- FROM STEEL SHEETS TO 3D – Pop out the pieces and connect using tabs and holes. Includes illustrated instructions.
- HIGHLY DETAILED ETCHED MODEL – Display your 3D model once completed - collect and build them all.
- Mission and destination: A low-Earth-orbit delivery and a lunar-transfer mission do not demand the same energy or deliver the same service.
- Payload: Recovery equipment and return propellant can reduce the mass available for the mission; NASA says SLS prioritizes Moon-bound payload.
- Development and recurring costs: Compare the cost of developing recovery capability with the manufacturing cost avoided on later flights, as well as recovery, inspection, repair, and operations.
- Flight rate and reliability: Reuse has more opportunity to spread its investment when hardware flies often and consistently. Shuttle history shows that planned and achieved flight rates can differ.
- Cost basis: Identify whether a figure is per flight or per unit of payload, and match mission and destination before comparing. Historical Shuttle figures are not a current SLS-versus-Falcon 9 cost ranking.
NASA’s historical comparison framework likewise treats development, construction, operations, maintenance, reliability, and launch frequency as relevant to the economics of reusable and expendable vehicles. NASA, Resource Significance Framework (2022)
