M&E contractors usually lose money through a chain, not one mistake: an optimistic estimate creates a weak cost baseline; design gaps, changed scope, hidden site conditions, inefficient labor, rework and trade interfaces then increase the cost; finally, vague contract terms or late change records prevent recovery. The remedy is to make assumptions visible before award, measure actual production and commitments by work package, and document every change and its time and cost effect while the facts are still fresh.
What profit leakage looks like on an M&E project
Mechanical and electrical work is unusually exposed to uncertainty. The installation must fit an existing building or process, connect to other trades, follow equipment selections and commissioning requirements, and often be performed around occupied areas, shutdown windows or restricted access. A tender can therefore appear profitable while its labor hours, quantities and sequence are already unrealistic.
Profit leakage is the progressive gap between the margin assumed at tender and the margin left at completion. It often follows this sequence:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Baseline error: the estimate omits work, understates quantities or assumes productivity and access that the project cannot provide.
- Exposure after award: drawings mature, equipment changes, site conditions differ from records, or the client changes the requirement.
- Execution loss: waiting, congestion, resequencing, overtime, low labor productivity, rework and supervision consume more resources than the estimate allowed.
- Recovery failure: the contractor cannot prove entitlement, causation, amount or notice compliance, so a legitimate extra cost becomes an unrecovered project cost.
Separating those stages matters. A contractor cannot solve a design omission with a productivity dashboard alone, and a perfect estimate cannot compensate for a change that is performed without a timely, contract-compliant record.

What the available evidence shows—and what it does not
The published figures below illustrate mechanisms behind loss. They are not a universal M&E benchmark, and their populations differ by country and sector.
| Finding | Population and date | How to use it |
|---|---|---|
| Final costs exceeded initial estimates by $37.5 million, about 14%; $35.6 million of the increase occurred after award. | U.S. Government Accountability Office (GAO), report GAO-25-107258, published September 9, 2025; 252 NNSA management-and-operating (M&O) fixed-price construction subcontracts completed in fiscal year 2023. | Shows how cost growth can materialize after pricing, but is not an industry-wide M&E rate. The sample also excludes some low-value work below contractors’ thresholds for independent estimates. |
| 108 of 252 subcontracts (43%) finished at least 20% above the initial estimate; 19 finished at more than twice the estimate. | Same GAO sample. | Use as a warning about tail risk, not as a prediction for a particular contractor or project. |
| None of seven reviewed M&O contractors’ estimating policies met or substantially met all 12 steps in GAO’s Cost Estimating and Assessment Guide. | GAO review, 2025. | Supports a documented estimating process. It does not prove that adopting the guide alone prevents losses. |
| Only 8% of surveyed companies measured rework; Infrastructure Australia cited an estimate that rework can reduce yearly profit by up to 28%. | Infrastructure Australia, 2024 Australian construction reporting. The 28% is an estimate cited by the report, not a measured effect in that survey. | Supports measuring rework and its causes. Neither figure is M&E-only or transferable to another country without qualification. |
| Respondents reported cost overruns (45%), quality inconsistencies (40%) and coordination difficulties (34%) as challenges in managing subcontracting or labour-hire relationships. | Infrastructure Australia, 2025 Industry Confidence Survey, Australia. | Shows interface risk in subcontracted delivery; it is not a global or UK M&E benchmark. |
| Design maturity, risk transfer and capacity bottlenecks are making UK M&E contractors more cautious in tendering. | Gardiner & Theobald UK M&E market summary, December 4, 2025; the accessible summary gives themes but no detailed sample or percentages. | Use as current market context, not quantified causal evidence. |
Why do M&E contractors lose money on projects?
1. The estimate is incomplete or built on optimistic production
A price is only as reliable as its scope definition and assumptions. Common omissions include builders’ work and temporary works, supports and access equipment, testing and commissioning, insulation and labeling, permits, shutdown attendance, supervision, design coordination, procurement effort and the hours needed to work around other trades. Quantities can be wrong when drawings are preliminary, schedules are inconsistent or equipment selections are not frozen.
Labor is often the largest hidden exposure. A tender may apply a standard hours-per-unit rate even though the job requires night work, repeated mobilization, congested risers, manual handling, hot works controls or escorted access. Small errors multiplied across thousands of fittings, cable routes or pipe supports become a material margin loss. Material escalation, freight, storage, lifting and substitution risk can have the same effect.

Fixed-price terms make the baseline commercially important. Unless the contract contains an adjustment or change mechanism, the contractor generally carries the difference between the priced assumption and the actual resource required. A low number may win the work while silently transferring design, quantity or access uncertainty to the contractor.
2. Cost growth appears after award
GAO’s FY2023 sample provides a clear illustration: the 252 fixed-price NNSA M&O subcontracts finished $37.5 million, or about 14%, above their initial estimates, and $35.6 million of that increase occurred after award. In 108 cases (43%), final cost was at least 20% above the estimate; 19 exceeded double the estimate.

Those results describe a defined U.S. government subcontract population, not M&E contractors generally. Their value for an M&E manager is the mechanism: an estimate can be accepted as the baseline, while the expensive facts—design development, access, interfaces and actual productivity—arrive later. Cost reporting that compares only invoiced value with the original budget will reveal the problem late. A forecast must include committed purchase orders, hours already spent, remaining quantities and a realistic cost to complete.
3. Design gaps and concealed conditions become direct cost
Mechanical and electrical systems depend on information that is often incomplete at tender: as-built services, structural openings, available electrical capacity, equipment dimensions, isolation points, fire-stopping requirements, controls interfaces and routes through existing spaces. When the information is wrong, the contractor pays first in investigation, redesign, rework or delay. Recovery depends on the contract and on evidence that connects the condition to an instruction or entitlement.

GAO describes an older-building electrical-feed job where legacy drawings did not reveal the actual transformer and panel requirements. The team also encountered a water-line reroute in the field. Inability to de-energize the facility limited design investigation before work. The practical lesson is not that every project needs an identical survey; it is to identify which assumptions cannot be verified, price or qualify that risk, and establish how conditions will be validated once access is available.
4. Scope changes cause disruption beyond the changed item
The direct value of a change—extra cable, a larger pump, additional duct or a revised panel—rarely captures its full effect. A late instruction can invalidate fabrication, move crews, interrupt a planned sequence, require temporary works, extend supervision and push completion into a less productive period. Unchanged work can become slower because access is lost or trades must remobilize.
A February 2001 ELECTRI International summary of University of Wisconsin–Madison research described two models: one to identify whether cumulative change affected a project and another to predict its probable magnitude. That is historical electrical-contracting research, not a current universal formula. Its enduring management point is that many small changes can interact; evaluating each in isolation can understate the total disruption.

5. Rework consumes paid hours without creating sellable progress
Rework includes removing and reinstalling work, correcting a failed test, revising fabrication, opening finished areas, or waiting while an incorrect interface is resolved. It consumes installer hours and can add materials, supervision, access equipment, design time and delay. Because the invoice may still show the same installed quantity, a contractor that tracks only revenue can mistake rework for normal production.
Infrastructure Australia reported in 2024 that only 8% of surveyed Australian construction companies measured rework. The report cited an estimate that rework can reduce yearly profit by up to 28%; that estimate is not a measured effect in the survey and neither figure is specific to M&E. For an M&E business, the actionable step is to record rework hours and materials by cause—design, fabrication, installation, coordination, inspection or client change—rather than treating all lost time as low productivity.
6. Interfaces and subcontracting create coordination loss
M&E work crosses architectural, structural, civil, controls, fire and specialist-equipment boundaries. A route may be technically correct but impossible after another trade installs a beam, ceiling or process line. Missing information at a handoff leads to waiting, field improvisation and quality defects.
In Infrastructure Australia’s 2025 Industry Confidence Survey, respondents managing subcontracting or labour-hire relationships cited cost overruns (45%), quality inconsistencies (40%) and coordination difficulties (34%). These are Australian construction survey results, not M&E or global rates. They nevertheless point to a practical control: define who owns each interface, what information must be exchanged, and when a response is due.
7. Contract terms and weak records block recovery
A contractor may have incurred a genuine extra cost and still fail to recover it. Typical failure points are late notice, work proceeding before written instruction, an estimate with no labor or schedule basis, missing daily records, failure to separate changed from unchanged work, or an invoice that cannot be reconciled to the approved change.

Risk transfer also matters. A clause may place design responsibility on the contractor, make quantities remeasurable, allow escalation only for named events, or require strict notice within a stated number of days. Payment timing and retention affect cash even when the final margin is sound. Read the commercial mechanism before choosing the operational control; a dashboard cannot create an entitlement that the contract does not provide.
How can M&E contractors prevent project cost overruns?
Before tender: create a defensible baseline
- Define the scope boundary. Create a responsibility matrix covering design, equipment supply, builders’ work, supports, insulation, controls, testing, commissioning, training, permits and handover documents. Mark every item that is excluded, provisional or dependent on another party.
- Build quantities from the current information set. Record drawing numbers and revisions, reconcile schedules to plans, and list quantities that cannot yet be verified. Do not silently fill a gap with a historical allowance.
- Model labor by work condition. State crew composition, hours per unit, access assumptions, shift pattern, congestion, lifting, shutdowns, travel and expected rehandling. Use separate allowances where installation conditions differ materially.
- Obtain supplier and subcontractor inputs. Capture quotation validity, lead time, exclusions, freight, storage, commissioning support, escalation wording and interfaces. A cheap quote with an unpriced exclusion is not a low cost.
- Price temporary and indirect work. Include design coordination, BIM or drawing production, permits, temporary power, protection, supervision, testing, punch-list attendance and demobilization where the scope requires them.
- Run an independent challenge. Have someone who did not build the estimate test quantities, productivity, access, schedule logic, risk allowances and arithmetic. GAO’s 2025 finding that none of seven reviewed M&O contractors’ policies met or substantially met all 12 steps in its Cost Estimating and Assessment Guide supports formalizing this review; it is not proof that the guide alone guarantees profit.
At bid review and negotiation: expose uncertainty
- Maintain an assumptions and exclusions register with an owner and a plan to verify each item.
- Classify risks as priced, qualified, transferred by clause, or unaccepted. Do not hide a major unknown inside a general contingency.
- Ask for clarification on design maturity, equipment selections, shutdown windows, access, surveys, testing standards, working hours and interface responsibilities.
- Where inspection is constrained, propose a validation event after access and define what happens if the condition differs.
- Check notice, valuation, extension-of-time, escalation, payment and retention clauses before signing. A commercially attractive price with an impossible notice procedure can be a loss-making award.
During procurement and mobilization: protect the estimate
Convert the tender into a control budget by work package: for example, plant rooms, distribution, containment, pipework, ductwork, controls and commissioning. Load each package with budget hours, quantities, material value, planned dates and responsible manager. Freeze a baseline revision so later changes are visible rather than overwriting the original assumption.
Release long-lead equipment only after checking dimensions, connections, electrical characteristics, controls points and delivery access. A procurement commitment should be compared with the allowance and with the latest approved design, not merely marked as ordered.
During installation: forecast cost to complete weekly
A useful weekly control pack combines production and money. At minimum, capture the following by work package:
| Measure | What to compare | Early warning |
|---|---|---|
| Labor | Budget hours, hours spent, earned hours for installed quantity, and forecast hours to finish. | Hours spent rise faster than installed quantity, or remaining work is being forecast using the original productivity despite changed conditions. |
| Installed quantity | Planned, installed, inspected and accepted quantities. | Work is physically present but not accepted, or quantities in the field differ from the takeoff. |
| Materials and equipment | Budget, committed purchase orders, received value, approved substitutions and remaining exposure. | Commitments exceed the allowance or a substitution changes labor, supports, controls or commissioning. |
| Changes | Instruction, quotation, approval, performed cost and unpriced exposure. | Work is proceeding on a verbal direction or a quotation has no documented status. |
| Rework | Hours, materials, location, cause and responsible resolution. | The same defect recurs or rework is posted to general overhead, hiding a package-level loss. |
| Schedule and access | Planned sequence, actual start, waiting time, remobilization and remaining access windows. | Crews are moved to lower-value tasks while critical access or shutdowns remain unresolved. |
Use a forecast cost to complete that includes known commitments and a realistic view of remaining productivity. Do not wait for the monthly accounts: by then, the crew, material and access decisions that created the variance may be irreversible.

When something changes: create a contemporaneous record
- Log the instruction or discovered condition with the date, issuer, location and contract reference.
- Identify the affected drawing, specification, equipment schedule or revision.
- Describe the changed scope in measurable terms: quantities, labor activities, materials, equipment and subcontractor work.
- Record schedule and disruption effects, including resequencing, waiting, remobilization, overtime and impact on unchanged work.
- Submit the notice and quotation within the contract deadline, while clearly labeling assumptions and items still to be verified.
- Track approval status separately from cost incurred. If directed to proceed before price agreement, obtain written authorization and maintain daily records.
- Update the forecast and the change register; never bury an approved change in the original budget.
This record structure is practical guidance, not a quoted ELECTRI protocol. Its purpose is to preserve the causal chain that a later valuation or dispute will require.

1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteUse tools that expose cost early, not tools that merely store invoices
Construction cost estimating software and project cost-control tools can support a consistent work-breakdown structure, revision history, labor and quantity tracking, commitments, change registers and cost-to-complete forecasts. The software category is relevant because GAO’s findings emphasize estimating discipline and because rework and subcontract interfaces require timely data. No particular product, implementation or vendor is established here as a guaranteed solution.
Whether the control is a spreadsheet or a platform, require the same outputs: a frozen estimate baseline, an assumptions log, package-level budget versus actual hours, installed quantities, committed materials, open changes, rework by cause and a dated forecast. If a system cannot show who changed an assumption and when, it can hide variance instead of preventing it.
A practical monthly profit-protection review
- Reconcile scope: confirm the latest drawings, approved changes, pending instructions and exclusions against the contract.
- Reconcile production: verify installed and accepted quantities in the field, not only quantities reported by invoice.
- Reconcile labor: explain every material variance between budget, earned and actual hours, including waiting and rework.
- Reconcile procurement: compare commitments, deliveries, substitutions and remaining exposure with the estimate.
- Reconcile entitlement: test each extra cost for notice, instruction, causation, records and approval status.
- Reforecast completion: calculate the likely final cost and margin using current productivity and known risks, then assign corrective actions with dates and owners.
Escalate a package when its forecast loss is still recoverable through resequencing, design clarification, procurement action or a documented change. A variance that is merely reported but not assigned is not a control.
The bottom line for M&E contractors
Projects lose money when uncertainty enters the estimate, cost appears in the field, and the commercial record arrives too late. The strongest prevention system is a connected chain: define and challenge the baseline; verify design, quantities and access; measure hours, quantities, commitments and rework by package; coordinate interfaces deliberately; and document every change with its disruption and approval status. The GAO, Infrastructure Australia and UK market evidence shows why those controls matter, while also making clear that the published percentages belong to specific populations—not to every M&E project.
