Short answer: a malicious app normally lives in Android’s app and user-data space, so uninstalling it can remove its package. Firmware-level malware can alter system libraries, boot components, recovery scripts or verification metadata. A factory reset usually erases personal data, not every executable partition, so persistent malware may return after the reset. Removing that kind of infection requires restoring trusted firmware for the exact device, often with manufacturer support.
App malware and firmware malware cross different security boundaries
Android separates ordinary applications from the operating system. An app installed through a package manager generally runs with an application identity, its own sandbox and permissions granted by the user or system. Its files and settings are primarily in user and app-data areas. Removing the package, revoking permissions and deleting its data can therefore remove the code that was running.
Firmware compromise is a different class of event. An attacker with root or equivalent privilege can write to partitions that contain software loaded before, during or immediately after the Android framework starts. That code can execute before the user opens an app, alter how apps are launched, or restore components that someone deletes. The visible package may be only the delivery mechanism; the persistent part can be outside the package manager’s reach.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →| Question | Malicious app | Firmware or system compromise |
|---|---|---|
| Where it persists | Usually an app package and user-data directories | Potentially system, boot, vendor, recovery or verification-related partitions |
| Typical removal | Uninstall, clear data, revoke permissions and update Android | Restore a known-good official firmware image covering the altered components |
| What a factory reset does | Usually removes the app and its user data | Erases user data but does not, by itself, prove that system and boot software were replaced |
| Main risk | Account theft, surveillance or unwanted activity while the app runs | Code executes at startup, survives cleanup and can reinfect applications |
This distinction explains why “just uninstall it” is sensible first aid for an ordinary app but not a guarantee after a suspected root-level compromise.

How a privileged infection can repair itself
McAfee Labs’ 2026 analysis of the NoVoice campaign provides a documented example rather than a claim about every Android phone. The investigation linked more than 50 malicious Google Play apps to at least 2.3 million downloads and described a later-stage rootkit on certain older devices.
Gaining the privilege to cross the boundary
According to the analysis, the operators used older kernel and GPU vulnerabilities to obtain root privileges. Root access allowed them to modify software that an ordinary application cannot write. The report identified Android 7-and-below devices no longer receiving updates as the group in which the described reset persistence applied; it does not establish the same behavior on all current Android releases.
Changing code that starts with the system
The NoVoice report says the rootkit replaced core shared libraries, changed precompiled framework bytecode and replaced the system crash handler. Those changes affect system processes rather than one removable package. The modified components could inject code into other applications as they ran.
Recommended Free Tools
Leaving recovery and watchdog mechanisms
McAfee also described recovery scripts and a fallback payload on the system partition. A watchdog checked whether required components were missing and restored them. Deleting a visible file or repeatedly uninstalling an app therefore did not address the code that could recreate it.
The report summarizes the persistence problem precisely: “Because the rootkit writes to the system partition, a factory reset does not remove it.” That statement applies to the analyzed NoVoice case, not as a universal rule that every factory reset fails.

Why a factory reset and a firmware reflash are not equivalent
A factory reset is a data-clearing operation. It normally removes user accounts, installed applications, settings and files from the data partition, returning the device to an out-of-box setup screen. It is useful when the problem is confined to user space, but it is not automatically a replacement of every operating-system image.
A clean firmware reflash writes official images to the partitions covered by the device’s flashing procedure. Depending on the model, that can include boot-related software, system and vendor images, recovery components and verification metadata. The exact set varies by Android version and manufacturer. A reflash is therefore a reconstruction of device software, while a reset is primarily a deletion of user state.
| Remediation route | What it changes | When it fits | Important limitation |
|---|---|---|---|
| Uninstall and clear app data | One package and its user-space data | Suspicious behavior with no evidence of elevated privilege | Cannot replace altered system partitions |
| Factory reset | User data, accounts, settings and installed apps | App-level infection or severe configuration damage | Does not establish that boot or system software is clean |
| Clean official firmware reflash | Partitions included in the model-specific image and procedure | Credible root-level or system-partition persistence | Can erase data, require an unlock and fail if the wrong image is used |
In the NoVoice case, McAfee said a clean firmware reflash was needed. Do not treat that recommendation as permission to flash an arbitrary image or to assume that one universal command sequence works across Android devices.
What Android Verified Boot actually checks
Android Verified Boot (AVB) is designed to establish software integrity from a hardware-protected or otherwise protected root of trust. Android Open Source Project documentation describes a chain in which each stage verifies the next. Signed vbmeta metadata contains hash or hashtree descriptors for covered partitions such as boot, system and vendor. Rollback indices help prevent a device from accepting a previously known-vulnerable version.
The Android Compatibility Definition Document requires verification on every boot, beginning with an immutable hardware key and proceeding through the system partition for implementations within its requirements. Some older devices already launched before a requirement took effect can have documented exemptions, and coverage is not identical across models.

Integrity is not the same as benign code
AVB answers, “Do these installed bytes match what this device’s trust chain accepts?” It does not independently prove that the accepted image was built safely, that its signing key was protected, or that the software contains no malicious behavior. If an attacker obtains a legitimate signing key, or a vendor ships compromised code under a trusted key, the cryptographic check can succeed.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA 2025 research paper reported that some locked devices used AOSP test keys in production firmware, allowing attackers to bypass integrity assumptions in those cases. That is a specific supply-chain weakness, not evidence that AVB generally fails. It is also why a “locked bootloader” should be understood as one layer of assurance rather than a guarantee that every trusted image is safe.
Additional transparency for Pixel devices
Google’s Pixel Binary Transparency program adds a Pixel-specific check: a public cryptographic log records metadata for official factory images. Pixel users can compare the firmware metadata on their device with the log to check whether a version was released by Google. This does not apply automatically to other manufacturers or models.
Android’s partition layout makes the cleanup device-specific
Android is not distributed as one universal firmware file. AOSP’s partition overview names components including boot, init_boot, system_dlkm, product, generic_bootloader, vendor_boot, recovery, vbmeta and vendor. A particular phone may omit some of these, combine others or use a different update layout.
That variation affects both diagnosis and repair. A procedure that rewrites system but leaves a modified vendor or boot component untouched may not remove a persistence mechanism. Conversely, writing an image intended for a different regional variant can make the device fail to boot or disable radios. The image must match the exact model, hardware revision, region and software channel specified by the manufacturer.

How to respond to a suspected infection
1. Establish whether the evidence points to an app-level problem
Start with current Android security updates, review recently installed applications and remove an app that clearly causes the behavior. Check administrator, accessibility and VPN privileges, because those permissions can make an app harder to remove without implying firmware compromise. Change important passwords from a separate trusted device if credentials may have been exposed.
Signs such as one app displaying intrusive overlays, draining the battery or requesting implausible permissions are not proof of a firmware infection. They call for app and account hygiene first.
2. Preserve information before destructive actions
Record the model number, Android version, security-patch level, build number and symptoms. Save only personal documents and photos that you can scan or verify; do not restore unknown APK files or a complete application-state backup until the device is trusted. A reset or unlock can erase evidence and data.
3. Escalate when there is credible root-level evidence
Escalate to the manufacturer or a qualified repair provider when the device shows unexplained system modifications, returns deleted components after a reset, reports an unlocked or altered verification state without an authorized change, or exhibits behavior consistent with code running before normal apps. Ask the provider to confirm that it supports the exact model and region and can install official firmware.
4. Use the manufacturer’s documented restore path
AOSP bootloader documentation explains that unlocking a supported bootloader enables partition reflashing and triggers a factory data reset. Relocking also resets the device. Manufacturers differ in whether unlocking is permitted, which tools are required, which partitions are written and how warranty or service status is handled. Follow the exact vendor documentation rather than a generic internet command.

5. Verify the result before restoring everything
After the restore, complete setup with updates enabled, confirm that the bootloader and verified-boot state match the manufacturer’s expected values, install the latest security updates and monitor the device before restoring applications. If symptoms return immediately, stop using the phone for sensitive accounts and return to professional support; repeated resets are not a substitute for finding the persistence layer.
Flashing risks that a reset does not carry
- Data loss: bootloader unlocking and relocking are documented to wipe user data, and many recovery procedures erase it as part of the flash.
- Wrong-image damage: an image for another model, region or hardware revision can leave the phone unbootable or break cellular, camera or biometric functions.
- Interrupted writes: a depleted battery, disconnected cable or failed computer during a critical partition write can require service-level recovery.
- Incomplete coverage: a tool may update only selected partitions, leaving an altered component untouched unless the official procedure specifies otherwise.
- Unsupported unlocking: some retail devices cannot be unlocked through the documented path; forcing an unofficial method can reduce security and complicate recovery.
For these reasons, the safest recommendation is not “reflash every suspicious phone.” It is to match the response to the evidence and use an official, model-specific restoration path when persistence is credible.
What the published numbers do—and do not—tell you
A 2021 FirmwareDroid study scanned more than 900,000 apps and reported several hundred malware samples using tools including VirusTotal, AndroGuard and APKiD. That is a study result, not an estimate of how many Android devices have infected firmware.

A 2019 study of pre-installed Android software assembled data from devices associated with more than 200 vendors. Its sample demonstrates the diversity of vendor software, not a portfolio-wide infection rate. The NoVoice figures likewise describe one campaign. No reliable prevalence figure establishes how often Android firmware malware occurs across all phones.
Quick Recap
Keeping the distinction in practical terms
- For a suspicious app with no privilege escalation evidence, remove the app, update Android and secure affected accounts.
- For a reset-resistant infection that changes system behavior, treat the phone as potentially compromised below the app layer.
- Do not assume that a reset, a locked bootloader or an AVB success message alone proves that every component is trustworthy.
- Do not flash until the exact model, region, image source and supported procedure are confirmed.
- Use manufacturer support or qualified service when the device’s boot, system or verification state is uncertain.
