When an online experience responds to every tap, movement, or command, low latency can matter more than extra computing power or bandwidth—provided the device and connection already have enough capacity. The reason is simple: users feel the time between an action and its visible or audible response. For buffered video, delay can often stay hidden; for cloud gaming or other interactive experiences, every step in the response path is exposed.

What latency measures—and why it feels different from bandwidth

Latency is the time a signal or response takes to travel through a path. The phrase can describe different measurements: a network round trip, one-way transit, or the full time from an input to the resulting image on screen. Those numbers are not interchangeable.

Bandwidth is the amount of data a connection can carry. It helps determine whether a service can sustain a target resolution, frame rate, or audio quality, but more capacity does not automatically make a response arrive sooner. The Internet Architecture Board (IAB) notes that once users have adequate capacity, additional bandwidth may no longer improve the experience; at that point latency can be the more relevant constraint. IAB, RFC 9318 (2022).

Raw computing or graphics power is different again. Faster hardware can help when processing limits frame production. It cannot remove the time required for a signal to travel, a queue to clear, systems to synchronize, or a display to show the result.

Why interactive apps reveal delay

Cloud gaming: every action makes a round trip

In cloud gaming, the device captures a control input and sends it to a game server. The server updates the game, renders a frame, encodes it, and sends it back. The client then decodes and displays that frame. Delays in input capture, processing, rendering, encoding, network transit, decoding, and display add up. A fast network ping covers only part of this path.

Meta describes low end-to-end latency and low jitter as necessary for smooth cloud gameplay. Its account of its own system discusses GPU encoding, hardware decoding, and placing infrastructure near players; Meta says network proximity can reduce latency even more significantly than moving the streaming pipeline to GPUs. That is Meta’s description of its infrastructure, not a universal ranking of optimizations. Meta Engineering, 2022.

A 2025 USENIX study measured input-to-display interactive latency of 112–403 milliseconds on the representative mobile cloud gaming platforms it examined, even under good network conditions. That range applies to those measured platforms, not to cloud gaming as a whole. The same study reports that its LoopTailor approach reduced latency by about 34%, to stably below 100 milliseconds, on the platform and commodity Android devices in the study. USENIX, 2025.

Touch and head-tracked experiences

Cloud-rendered views controlled by a touch gesture or head movement also need to respond promptly: the display should reflect the user’s latest action, not a previous position. Google Research reported results from a real-world A/B test of its SQP system against Copa on X’s augmented-reality streaming platform: the share of sessions with high bandwidth and low frame delay improved by 27 percentage points on LTE and 15 percentage points on Wi-Fi. These are platform-specific test results, not a general guarantee for other apps or networks. Google Research, 2022.

Buffered video can hide some network delay

Ordinary linear video playback can use a buffer to absorb network variation while the video continues playing. That does not mean latency is irrelevant: seeking, changing channels, or starting playback requires an interaction, and the wait is visible. The distinction is whether the user needs a fresh response now or the service can rely on data already buffered. The IAB uses this contrast when discussing latency-sensitive applications. IAB, RFC 9318 (2022).

Why consistency matters as much as the average

Jitter is variation in latency over time. A stable delay may be easier to accommodate than a connection that is usually quick but sometimes spikes. In cloud gaming, the IAB describes a “fixed latency budget”: a sudden spike can affect a player’s ability to win. USENIX likewise reports that network jitter can cause substantial fluctuations in interactive latency. IAB, RFC 9318 (2022); USENIX, 2025.

This is why two setups with similar average latency may feel different. One may deliver a predictable response; the other may alternate between fast and noticeably delayed. For a real-time interaction, occasional spikes can disrupt the experience even when an average or idle ping looks acceptable.

Which responsiveness numbers are useful?

Choose a metric that matches the experience you want to evaluate. A network-only figure cannot tell you how long the complete input-to-screen pipeline takes.

Metric or example What it measures How to interpret it
Input-to-display interactive latency Time from a user input to the resulting display response, including relevant parts of the application and device pipeline. Directly relevant to cloud gaming and other interactive streaming. The 112–403 ms figure is specific to the mobile platforms measured by USENIX in 2025, not an industry-wide range. Source.
Interaction to Next Paint (INP) Google’s web-page responsiveness metric, which measures interaction responsiveness in the page. Google Search Central presents INP below 200 milliseconds as a good target for web pages. It is not a universal threshold for games, calls, or every real-time system. Google Search Central, 2025.
Response within 100 ms A general observation about how quickly systems respond to user actions. In a 2013 article, Google Research authors Jeffrey Dean and Luiz André Barroso wrote that systems responding within 100 milliseconds feel more fluid and natural. This is context for perceived responsiveness, not a universal standard. Communications of the ACM, 2013.
Network round-trip latency Time for a network probe to travel to a destination and return. Useful for diagnosing part of the network path, but it does not include the full application, rendering, decoding, and display pipeline.

The IAB also distinguishes idle latency from latency under typical working conditions. In its 2022 examples, working latency was 148 ms downstream and 207 ms upstream for FTTH, 103 ms downstream and 176 ms upstream for cable, and 194 ms downstream and 686 ms upstream for DSL. These are example measurements in RFC 9318, not current national averages or expected values for every subscriber; the report also gives much lower idle values for the same examples. IAB, RFC 9318 (2022).

How to compare two setups fairly

Peak download speed alone is not a useful verdict on responsiveness. Compare the same app and conditions, and look for the complete response where possible.

  1. Measure the relevant response. Prefer application-level input-to-response time, such as input-to-display latency for cloud gaming. Record whether a quoted number is network-only, one-way, round-trip, or end-to-end.
  2. Check performance under load. Compare latency while the connection is idle with latency during typical household or workplace use. Router queues and cross-traffic can raise working latency, as the IAB explains in RFC 9318.
  3. Look for variation and spikes. Note jitter and intermittent delays, not only the average. Repeat observations during the conditions in which the experience matters.
  4. Confirm capacity is sufficient. Check whether the connection can sustain the target resolution, frame rate, and quality. If capacity is already adequate, more bandwidth may not address a responsiveness problem.
  5. Account for processing and display. Consider where computation happens and how much time is spent rendering, encoding, decoding, synchronizing, and displaying. A slow response can originate outside the network.
  6. Ask whether buffering can mask delay. Buffered playback may conceal network variation; a control action that needs an immediate response cannot.

These comparison factors reflect the distinctions in IAB RFC 9318, Meta’s description of the cloud-gaming pipeline, and the USENIX mobile cloud gaming study.

What to troubleshoot before blaming hardware

If a real-time experience feels delayed despite adequate download capacity, first determine whether the delay is in the network path or elsewhere in the end-to-end pipeline. Compare idle and busy connection conditions, and use an application-level responsiveness measure if the service provides one. A fast speed-test result does not establish low latency under load.

Traffic-management features such as Smart Queue Management (SQM) or Quality of Service (QoS) may be relevant when queued traffic is contributing to delay. The evidence here does not establish that a particular consumer router will fix a specific connection problem, so a router purchase should not be treated as a guaranteed remedy.

When raw power is still the bottleneck

Latency does not always matter more. If a device cannot render a frame or process an action quickly enough, additional computing or graphics capacity may help. If a connection lacks the capacity to deliver the chosen stream quality, additional bandwidth can matter too. The practical question is which part of the path is limiting the experience: adequate resources cannot compensate for avoidable waiting, while low latency alone cannot make an underpowered renderer or undersized connection sufficient.
