Japan’s traditional 3G-era flip phones faded over years, not in one nationwide switch-off. Smartphones became the standard handset as mobile internet use and 4G/LTE grew; carriers then retired 3G networks in stages. The last major-carrier 3G service, NTT Docomo’s FOMA, ended on March 31, 2026. That did not mean every clamshell phone disappeared: later feature phones could use newer networks, depending on their model and carrier.

What changed—and what “garakei” means

“Garakei” is commonly used for Japan’s distinctive feature phones, many of them clamshells. They were not simply phones without internet. NTT Docomo’s i-mode, launched in February 1999, let people access the internet and email on mobile phones. By July 2010, i-mode had about 49 million contracts, a measure of how established mobile internet was before smartphones took over.

The key distinction is between a phone’s shape and the network and services it can use. The end of a 3G service made some older handsets unable to connect through their original carrier, but it did not itself end the clamshell design. The evidence on 3G closures does not establish that every flip-style phone stopped working.

When did Japan switch from flip phones to smartphones?

There was no single switch date. NTT Docomo Mobile Society Research Institute’s survey series shows a gradual rise in smartphone ownership among Japanese mobile-phone owners: about 4% in 2010, more than half in 2015, above 80% in 2019, above 90% in 2021, and 98% in January 2025.

The 2025 figure is the institute’s ownership measure, not smartphone sales or exclusive smartphone use. It counts a smartphone held as a first or second device and includes tablets. The January 2025 survey covered people aged 15–79 and had 6,962 valid web responses. An earlier 2022 report put the smartphone ratio at 94.0% when counting up to two devices.

The iPhone 3G’s 2008 release in Japan through SoftBank is one milestone in this longer shift, not evidence that one product alone caused it. Smartphone adoption and the move to newer mobile networks unfolded alongside each other.

Why carriers shut down 3G

For carriers, maintaining 3G became less compelling as customers and services moved to newer networks. Docomo cited the spread of 4G, declining FOMA and i-mode contracts, and a desire to concentrate resources on 5G. SoftBank described broader industry reasons: adoption of 4G/LTE and VoLTE, fewer 3G users, and more effective use of spectrum.

These were carrier decisions about networks and resources, not a single national ban on flip phones. As 3G service ended, a handset that depended on it could lose mobile connectivity even if its hardware still powered on. A 4G-capable feature phone is a different case from a 3G-only model.

Japan’s major-carrier 3G shutdown timeline

Carrier 3G service closure What ended
KDDI March 31, 2022 3G service
SoftBank April 15, 2024 3G service; an exception for Ishikawa Prefecture was reported at the time after the Noto earthquake
NTT Docomo March 31, 2026 FOMA 3G and i-mode

The dates were staggered. Docomo’s March 2026 closure was the last of these major-carrier shutdowns; it should not be read as a date when all feature phones or clamshell devices ceased to exist.

Why people replaced phones

Network retirement explains why some older handsets had to be replaced, but it does not explain every individual choice to move to a smartphone. In the institute’s January 2025 survey, battery deterioration was the most frequently reported phone-replacement trigger, cited by 52.1% of respondents. Docomo’s 2022 white paper also identified price and low communication charges as long-standing replacement priorities. These are general replacement factors, not survey results specifically about former garakei users switching to smartphones.

Do Japanese flip phones still work?

There is no universal yes or no. A phone’s usability depends on its model, carrier, network generation, and whether the relevant service still supports it. A 3G-only handset cannot rely on a carrier’s retired 3G network for that service; a newer feature phone may have different compatibility. The closure dates alone are not a model-by-model compatibility guide, so check the carrier’s current support information for the exact handset before relying on it.
