“Save as PDF” can fail for several unrelated reasons. The option may be missing, the export may stop with an error, the file may save with broken formatting, or the save window may appear to complete without creating a usable PDF.
Start by identifying which PDF route is failing: an Office app’s built-in export, a browser’s Save as PDF destination, Microsoft Print to PDF, or Adobe PDF. These are separate mechanisms, so a problem with one does not automatically mean that PDF creation is broken on your computer.
Use the correct PDF command first
In a Microsoft 365 desktop app on Windows, open the document and use File > Save As or File > Save a Copy. Select PDF in the file-type list, choose a folder, and save.

If you are using a browser, the command is different. In Edge, for example, open the print dialog and select Save as PDF. Do not confuse that destination with the Windows printer called Microsoft Print to PDF.
Quick fixes that solve most save failures
- Save the source document normally first. Use File > Save and save a local copy with a short filename such as
report.docx. Exporting an unsaved document, a file opened from an email attachment, or a file stored in a disconnected cloud location can fail independently of the PDF feature. - Try a local folder. Save to
Documentsor the Desktop rather than a network drive, USB drive, SharePoint folder, or synchronized location. If that works, the issue is likely permissions, connectivity, file locking, or a sync conflict. - Use a simple filename. Temporarily remove characters such as
/ : * ? " < > |. Also shorten an unusually long path. Windows may reject the destination even though the export itself is valid. - Close other copies of the file. A document open in another Office window, preview pane, or collaboration session may be locked. Close the extra windows and try again.
- Test a blank document. Create a new file containing one sentence and export it. If the blank file works, the original document probably contains a problematic object, font, field, image, or damaged section.
- Restart the application and update it. Close all Office or browser windows, reopen the program, and install pending updates. An update is especially important when the failure began immediately after an application update.
When Word, Excel, or PowerPoint cannot export
Try Print to PDF instead
Office’s native PDF export and Windows printing use different routes. If File > Save As > PDF fails, use File > Print, choose Microsoft Print to PDF as the printer, select Print, and choose the destination.
This is Microsoft’s documented workaround for the Word 2016 message “Export failed due to an unexpected error.” Microsoft also recommends uploading the document to OneDrive, opening it in Word for the web, and choosing File > Save As > Download as PDF (Microsoft’s Word 2016 guidance).

Check fonts and document objects
A particular font can cause an export to fail or change the appearance of the result. Replace the font temporarily with a common installed font such as Arial or Calibri and test again. Microsoft notes that the Online Service PDF option may substitute custom fonts when Microsoft does not have legal rights to use them; embedding the fonts can prevent that substitution.
Large images, damaged charts, linked files, unusual equations, and copied content from another document can also isolate the problem to one section. Copy the document’s text into a new file, then add images and other objects back in groups until the failing item is identified.
Check the output settings
In Office’s PDF options, confirm that you are exporting the intended range: the whole document, the current sheet, or selected pages. If the PDF is created but appears empty or incomplete, the issue may be print settings rather than saving.

When Edge “Save as PDF” is stuck or does nothing
First determine whether Edge itself is the problem. Open the page’s print dialog and choose Microsoft Print to PDF instead of Save as PDF. If Microsoft Print to PDF works, Windows can create PDFs and the failure is limited to Edge’s PDF destination.
There was a documented Edge-specific failure in version 120.0.2210.61, released in December 2023. On affected installations, Print > Save as PDF could start a download that never completed or remained at zero progress. Microsoft Q&A reports also described Edge crashing when saving from the PDF viewer’s Save as icon, from Microsoft Print to PDF, or from Save as PDF.
Check your installed version through Settings and more (…) > Help and feedback > About Microsoft Edge. Let Edge check for updates, then close and reopen the browser. A reported resolution for one affected installation was build 120.0.2210.77. That was a version-specific report, not evidence that the same defect affects every current Edge release. If Edge still crashes, test an ordinary webpage rather than a PDF opened inside Edge. Then try an InPrivate window. If the problem disappears there, an extension or cached browser data may be involved. Disable recently installed extensions, restart Edge, and retry. You can also use another browser temporarily or print from the application that originally created the document.

When the PDF saves but looks wrong

Preview the document in File > Print before exporting. If the print preview is already wrong, fix the page layout, paper size, margins, print area, or hidden content in the source application. A PDF export generally follows printable output; it cannot reliably include content that the application does not treat as printable.
Older Office for Mac documentation makes this explicit for Office 2011: PDF files contain printable content, while content that does not appear in print will not appear in the PDF. Adobe Reader is not required to create the PDF; it was required only to view the saved file in that older guidance.

If Microsoft Print to PDF is missing from a print menu, the Windows optional feature or printer installation may be disabled. Open Settings > Bluetooth & devices > Printers & scanners and look for the printer. If it is absent, open Turn Windows features on or off, enable Microsoft Print to PDF, select OK, and restart Windows if prompted.
On some systems, the printer can also be removed and added again from Settings > Bluetooth & devices > Printers & scanners. Administrative restrictions may prevent this on a work-managed computer, in which case an administrator will need to repair or restore the printer.

What the failure tells you
These tests help narrow the fault quickly:
- Office export fails, but Print to PDF works: the Office PDF exporter, document content, font handling, or export settings are the likely cause.
- One document fails, but a blank document works: repair or rebuild the source document, then test its elements in smaller groups.
- Every app fails with Microsoft Print to PDF: investigate the Windows PDF printer, permissions, destination folder, or system configuration.
- Edge Save as PDF fails, but Microsoft Print to PDF works: update or troubleshoot Edge rather than installing Adobe software.
- The PDF is created but formatting is wrong: compare print preview with the PDF and check fonts, page settings, print ranges, and non-printing content.
Adobe Acrobat or Adobe Reader is not a prerequisite for creating a PDF. Office desktop apps, Word for the web, Edge, and Microsoft Print to PDF all provide PDF-creation routes without Adobe software.

Why does Save as PDF do nothing?
Save the original file locally first, close other copies, and test a short filename in Documents. Then try a blank document. If only the original fails, a font, image, chart, linked object, or damaged document section may be responsible.
How can I save a Word document as a PDF when export fails?
Use File > Print and select Microsoft Print to PDF. In Word 2016, Microsoft also documents uploading the file to OneDrive, opening it in Word for the web, and choosing File > Save As > Download as PDF.

No. Microsoft Office, Word for the web, Edge, and Windows Microsoft Print to PDF can create PDFs without Adobe Acrobat or Adobe Reader.
Why is Edge Save as PDF stuck at zero percent?
A historical Edge 120 problem affected Print > Save as PDF on some installations. Update Edge through Settings and more (…) > Help and feedback > About Microsoft Edge, restart it, or use Microsoft Print to PDF as a separate workaround.
Why are fonts or hyperlinks different in my PDF?
Fonts may be unavailable, substituted, or not embedded. In Word for Mac, Microsoft notes that hyperlinks may not convert correctly when Best for printing is selected. Try another PDF quality option and verify the fonts used by the document.
