Your plan’s advertised speed is not a guarantee that every phone, laptop or speed-test result will show that number. A test measures the entire path between one device and one test server: the broadband line into your home, modem, router, Ethernet or Wi‑Fi link, device hardware, other users, server location and congestion. The slowest or busiest part of that path determines the result.
Start by checking the subscribed service, then run repeat tests on one capable computer with other traffic paused. Compare a wired Ethernet result with a Wi‑Fi result. Good wired speed with poor Wi‑Fi points to the local wireless network or device; similarly low wired results point toward the modem, service, ISP network, test conditions or congestion.
What your internet-plan speed actually describes
Internet providers usually present a maximum or headline download rate for a service tier. That figure describes the access service under appropriate conditions; it does not promise that every device will receive the same rate from every website or speed-test server. Your computer sees the combined performance of several links, not an abstract plan number.
| Part of the path | What can reduce the measured download speed |
|---|---|
| Service to the home | An outage, line fault, maintenance event or ISP-network congestion. |
| Modem and router | Older hardware, an unsuitable port, firmware or configuration limits, or a router that cannot process the subscribed rate. |
| Connection to the device | Wi‑Fi distance, walls, interference, the selected band, or a wired link that negotiates at only 100 Mbps. |
| Client device | An older wireless adapter, limited Ethernet adapter, background traffic or other device-specific constraint. |
| Test destination | Distance to the server, server load, routing and congestion at the time of the test. |
| Home usage | Streaming, cloud backup, game downloads and other active devices sharing the connection. |
Because all of these elements are involved, one low Wi‑Fi result does not prove that the broadband line is faulty. Ofcom’s consumer guidance specifically notes that slow Wi‑Fi can result from the home wireless environment even when the underlying broadband service is healthy.

Check the plan and make a fair comparison
Before changing equipment, confirm what service you pay for and how the provider defines its quoted speed. Establish whether the value is a maximum, an expected service measure or a speed applying only under specified conditions. Check that you are comparing download with download and using the same units shown by the provider and the test.
Record the conditions for every test:
- Device model and whether it is connected by Ethernet or Wi‑Fi.
- Time and date.
- Router or provider test versus an independent device test.
- Test-server location, when the test displays it.
- Whether other downloads, video streams, backups or updates were running.
Run more than one test on the same capable device. A server that is far away or busy can produce a lower result than a nearby, less-congested server. Comparing tests made under different conditions can make a normal variation look like a fault.
Use Ethernet to separate Wi‑Fi from the broadband connection
A wired test is the most useful first split in the diagnosis. Ofcom says wired connections are generally faster and more reliable than Wi‑Fi because they avoid radio interference and much of the distance and obstruction problem.

Use a computer with an Ethernet adapter rated for the service you are testing. Close applications that may consume bandwidth.
- Use the right port. Connect to a router LAN port that supports the expected rate. If your network setup and ISP permit it, connect the computer directly to the modem for a line-focused test. Do not bypass a required router, phone service adapter or other provider equipment.
- Check the cable and link rate. The cable and the computer’s network adapter must match the router or modem port. A link that negotiates at 100 Mbps can cap a service that is faster than 100 Mbps, regardless of the plan you purchased.
- Pause competing traffic. Stop large downloads, cloud synchronization, streaming and game updates on every device for the duration of the test.
- Run several tests. Use the same test service for comparable readings, and note the server and time. Repeating later can reveal time-of-day congestion.
- Compare with a router or provider test. If your router offers a speed test to the home or provider network, run it as well. That result and the computer test measure different portions of the path, so they should not be expected to match exactly.
For this diagnostic, a suitable Ethernet cable (for example, a Cat 6 cable) is useful when you do not already have one. The cable enables a wired measurement; it does not increase the speed delivered by your ISP.

Read the wired-versus-Wi‑Fi result
| Result pattern | Most likely area to investigate | Next action |
|---|---|---|
| Wired and Wi‑Fi results are both close to each other but well below the plan | Modem, service line, ISP network, test server or congestion. | Repeat at different times, check the provider’s test and contact the ISP if the wired shortfall persists. |
| Wired result is healthy; Wi‑Fi result is much lower near the same time | Wireless coverage, interference, band choice, router capability or client device. | Test beside the router, then inspect band, obstacles, other networks and device specifications. |
| Wi‑Fi is poor everywhere, including beside the router, while wired is healthy | Wireless configuration, radio interference, router limits or the device adapter. | Try the other available band and another capable device before replacing hardware. |
| Results vary widely from one test to the next | Active home traffic, changing server conditions or temporary congestion. | Standardize the test conditions and repeat at several times. |
| Only one device is slow | That device’s adapter, software, location or negotiated link. | Compare another device in the same location and check the first device’s connection details. |
Do not treat a single number as conclusive. The comparison becomes meaningful when the tests use the same device, similar conditions and more than one server or time period.
Why Wi‑Fi often falls short of the plan
Distance and physical obstacles
Radio signal weakens as it travels. Floors, thick walls, metal appliances and enclosed cabinets can reduce the usable rate or cause retransmissions. Test in the same room as the router first. If the result improves substantially there, coverage and placement are more relevant than the ISP plan.
2.4 GHz and 5 GHz behave differently
The FCC notes that 2.4 GHz generally reaches farther and penetrates obstacles better, while 5 GHz can process data faster over a shorter range. A distant device may obtain a more stable connection on 2.4 GHz but a lower peak rate; a nearby device may benefit from 5 GHz. The best band depends on the router, client and home layout.

Interference from neighboring networks and household electronics
Nearby Wi‑Fi networks can compete for radio airtime. Other electronics and crowded channels can also make a connection fluctuate. If performance changes by room or time of day, interference is a stronger suspect than the advertised broadband rate.

Router and client capabilities
Both ends of the wireless link matter. A modern router cannot make an old laptop’s wireless adapter operate beyond its own capability. Conversely, a fast client can still be limited by an older router. Check the specifications and negotiated connection rate for the router, computer and phone you are testing.
Other devices sharing airtime and bandwidth
Every active device competes for the home connection. A television streaming video, a console downloading a game or a computer uploading a backup can reduce the capacity available to your test. Pause those activities before measuring, then restore them to see whether normal household use explains the lower everyday rate.

Modem, router and port limits
Confirm that the modem and router ports support your subscribed speed. A Gigabit-capable computer connected to an appropriate modem or router port is useful for testing a service above 100 Mbps. If the port or adapter is limited to 100 Mbps, that link becomes the ceiling.

A speed test travels to a particular server and back. Its distance, route and current load affect the result. Google Nest/Wifi support warns that results can vary with device and server location, as well as congestion on the local or ISP network. A lower result from one distant server is not enough to diagnose a line problem.

Time-of-day congestion
Congestion can occur inside the home or in the provider’s network. Run standardized tests at different times, including a quieter period, while keeping the same wired device and test method. A recurring slowdown at busy times is useful information to give the ISP.
Service disruptions and outages
If a capable wired test remains low across multiple servers and times, check the provider’s outage information and ask support whether there is a service disruption or line issue. Follow the provider’s requested troubleshooting steps and provide your recorded results.
A complete troubleshooting sequence
- Verify the subscription. Write down the plan’s quoted download rate and any conditions attached to it.
- Establish a clean baseline. Pause other traffic, restart the router once, and run multiple tests on one capable device.
- Test beside the router over Wi‑Fi. This reduces distance and wall effects and shows whether location is a major factor.
- Test over Ethernet. Use a suitable cable, adapter and port. Confirm the negotiated link is not 100 Mbps when the service is faster.
- Run a router or provider test if available. Record that separate measurement because it covers a different segment than the device test.
- Compare the branches. A large wired-to-Wi‑Fi gap directs attention to local wireless conditions; similarly low wired results direct attention to the modem, service, ISP network, server or congestion.
- Repeat at another time. Keep the device, connection type and test method consistent so the comparison is valid.
- Contact the ISP when the wired shortfall persists. Ask about outages, disruptions and line or service troubleshooting, and provide the times, servers and wired readings you collected.
When a router replacement is justified
Do not replace a router solely because a Wi‑Fi speed test is lower than the plan. First establish that the wired service is healthy and that the wireless result is the limiting branch. Then check whether the router’s wireless and Ethernet specifications can deliver the subscribed rate to the devices you actually use.
A replacement is reasonable when the existing model lacks the required port or wireless capability, cannot cover the home’s layout, or consistently limits several capable devices even near the router. Match any replacement to the plan, client-device capabilities, coverage needs and the ISP’s modem or service requirements. If only one old device is slow, replacing the entire router may not address the cause.

What to tell your ISP
Support can act faster when you provide reproducible information rather than only saying “Wi‑Fi is slow.” Include:
- Your subscribed plan and quoted download rate.
- Several wired results, with dates, times and test servers.
- The computer, Ethernet cable and router or modem port used.
- Whether a router-side or provider test was available and what it showed.
- Whether the slowdown affects every device and whether it changes by time of day.
- Any outage message, modem status warning or recent service change.
Ask whether there is a known outage or disruption and which line, modem or service checks the provider wants you to perform. Keep the wired and Wi‑Fi results separate so support can distinguish an access problem from a wireless one.
Bottom line
The fastest way to explain a download speed below your plan is to compare a clean Ethernet test with a repeatable Wi‑Fi test. A healthy wired result shifts the investigation to coverage, bands, interference, shared devices and equipment capability. A persistently low wired result warrants checking the modem, ports, test conditions and ISP network, then contacting the provider about outages or service troubleshooting. This process identifies the bottleneck before you spend money on a cable or router that may not be the cause.
