If Task Manager shows 100% disk usage, Windows is reporting a busy drive—not necessarily a drive that is full. Start by checking which process is active and how much free space remains; then choose a fix that matches what you find. The steps below use Windows 11’s built-in tools and avoid treating every high-disk warning as the same problem.

First, tell high disk activity from low storage

In Windows 11, “disk usage” can mean either how busy a drive is or how much of its storage capacity is occupied. These are different measurements: a drive can be busy while it has plenty of free space, or nearly full without showing sustained high activity.

  1. Press Ctrl+Shift+Esc to open Task Manager. If it opens in a compact view, select More details.
  2. On Processes, inspect the Disk column while the slowdown is happening. Note which process is using the drive and whether the activity stays high or comes in brief bursts.
  3. Select Performance and choose the disk to view its activity. Check the drive’s capacity separately in Settings > System > Storage.

Microsoft recommends monitoring resource use and troubleshooting processes that are consuming substantial resources. The process name, how long the activity lasts, and the amount of free space help determine what to investigate next. Microsoft’s Windows performance guidance covers these checks.

Check the process, startup apps, and updates

Investigate the process shown in Task Manager

Look for a process whose disk activity coincides with the slowdown. A high reading may be temporary, so observe it for a little while rather than reacting to a single snapshot. If the same process keeps driving activity, note its name and when the problem occurs before changing settings or closing anything.

Review startup apps selectively

In Task Manager, open Startup apps and review what launches when you sign in. Disable only items you recognize and do not need to start automatically. Avoid switching off unfamiliar services wholesale: that can create new problems without identifying the cause. Make changes one at a time where practical, then see whether disk activity changes.

Check Windows and relevant drivers

Use Windows Update to check for available updates, including relevant optional driver updates. If you make a change, observe whether it affects the symptom before moving on to another one. Microsoft includes startup apps and updates among its recommended performance checks (performance guidance).

Optimize the drive using the option for its type

Search Windows for Defragment and Optimize Drives and open the built-in utility. Windows generally optimizes data drives automatically, but you can use this tool to check and optimize a drive when appropriate.

  • Hard disk drive (HDD): The tool can analyze and defragment the drive.
  • Solid-state drive (SSD): Windows uses trim for optimization; this is not conventional defragmentation.

Use the drive type shown by Windows to understand the operation; do not treat SSD optimization as HDD defragmentation. See Microsoft’s drive optimization instructions for details.

If the drive is nearly full, free space carefully

Low capacity is worth addressing when Storage settings show little free space, but cleanup is not a guaranteed remedy for sustained high activity. Open Settings > System > Storage to see what is occupying the system drive and review Windows’ cleanup recommendations.

Storage Sense can remove selected temporary files and Recycle Bin items according to its settings, and it operates on the system drive. Review the choices before enabling or running cleanup—especially any option involving Downloads or cloud files. If personal files are the main reason capacity is low, moving infrequently used files to external storage can free space; it does not, by itself, establish a fix for a busy drive.

Use Safe Mode or a clean boot to isolate software conflicts

If high activity continues after ordinary checks, a limited startup can help determine whether software or services loaded during a normal startup are involved. Safe Mode starts Windows with essential services and drivers. If the symptom disappears there, some default settings, basic drivers, or services become less likely causes; the result does not identify a specific culprit by itself.

Microsoft’s startup settings provide instructions for entering Safe Mode (Windows startup settings). A clean boot is another diagnostic option for narrowing down software or service conflicts. Follow Microsoft’s clean-boot procedure carefully: some functionality may be temporarily unavailable, and normal startup should be restored after troubleshooting.

When to investigate further

If disk activity remains high after these checks, collect evidence before considering a hardware remedy. Record the process name, how long the activity persists, drive type, free capacity, recent software or system changes, and any drive-health warnings. This information helps distinguish a recurring software workload from a capacity issue or a possible hardware concern.

Basic performance steps may not significantly improve an older device, and a hardware upgrade can be a long-term option. Persistent activity alone, however, does not prove that a drive has failed or that replacement is necessary. Microsoft’s guidance discusses hardware limits but does not identify a particular failing drive or prescribe a specific replacement (performance guidance).
