The claim that a think tank has urged Starlink curbs is not verified by the available reporting: the organization and its proposal could not be identified. A related, narrower development is documented: The Economic Times reported on June 16, 2026, that Indian officials were considering safeguards for Starlink’s inter-satellite routing, including requiring traffic from Indian terminals to pass through gateways in India. Those were reported deliberations, not an announced rule.
What is—and is not—established about the claim
The headline’s specific attribution to a think tank cannot be confirmed from the reporting available for this article. No identified organization, published proposal, or requested set of curbs substantiates the claim that a think tank called Starlink a “geopolitical control tool.” It would therefore be misleading to attribute that wording or proposal to CEPA or another group.
The supported story is narrower. In a June 16, 2026 report, The Economic Times said Indian authorities were unlikely to permit unrestricted interlinked satellite routing and were considering safeguards. The report attributed those details to unnamed people familiar with the matter. It did not establish that India had adopted a policy or issued a formal order.

Starlink’s laser inter-satellite links allow satellites to pass data between one another instead of relying on a ground station for every leg of a connection. That can affect where traffic travels before it reaches an internet gateway. The concern reported in India was that traffic originating there might pass through foreign jurisdictions, complicating oversight of its route and the location at which it connects to ground infrastructure.

The Economic Times reported that officials expected Starlink to route traffic from Indian terminals to gateways in India. It also said the company was establishing gateways and control centers there. The report said no security clearances had yet been granted to the three firms it named at the time; that is a dated account, not a statement of their status today.
The underlying policy tension is practical as well as political. A satellite operator needs to manage a network that crosses national borders, while governments may seek visibility into traffic routes and control over domestic gateways. The reporting describes India’s concerns and possible safeguards; it does not settle what legal or ethical limits should apply to either side.

How the reported provider differences compare
The June 16 report offered a limited comparison of technologies and Indian application status. It does not support a broader ranking of providers’ performance, coverage, affordability, or safety.

Ukraine shows how network access can be restricted
India’s reported concern is about routing and gateways. A separate example from Ukraine illustrates another point of control: whether particular terminals are allowed to connect at all.

On February 9, 2026, The Guardian reported Ukraine’s claim that Starlink terminals used by Russian forces had been deactivated after discussions between Ukraine’s defence minister and Elon Musk. It also described a whitelist intended to let verified terminals connect. Musk said in a post on X, quoted by the newspaper: “Looks like the steps we took to stop the unauthorised use of Starlink by Russia have worked.” The account demonstrates reported access restrictions; it does not establish that an operator can control every aspect of service in every circumstance.

The consequences of the restrictions were not clear-cut in the accounts published on February 9. CEPA quoted Anatolii Tkachenko, a mortar battery commander with Ukraine’s 92 Brigade, saying, “They’ve been slowed down for at least a month.” But Ihor Ivanov of Ukraine’s 80 Air Assault Brigade described a different experience: “There’s been no major changes. It’s hot along the line of contact.”
Those are frontline observations, not independent measurements showing what caused changes in fighting. The Guardian likewise said the scale of the battlefield impact remained unclear. Taken together, the accounts support the narrower conclusion that terminal verification and access restrictions were reported—not a settled estimate of their military effect.

What readers should take away
- The specific think tank attribution and requested curbs in the headline remain unverified.
- India was reported to be considering safeguards for Starlink routing, including domestic gateway routing; the report described deliberations, not enacted policy.
- Ukraine’s reported terminal restrictions show that network access can be managed through verification, but the available accounts disagree on the effects at the front.
