You can use many smart TVs as ordinary HDMI displays, or skip their built-in apps and connect a streaming device instead. That restores some of the simplicity of a television that just shows what you choose—but it does not automatically make the setup private. A TV, streamer and the apps on either platform can have separate data practices.
What “dumber” means in practice
Here, “dumber” means a TV that behaves like a dependable display instead of a software platform competing for attention. A smart TV typically combines a screen with internet connectivity, apps and services; external boxes and sticks can add those functions to a regular television, as described in an FTC-hosted research paper. That distinction matters: you can choose where the software lives, even when you cannot remove it from a television that includes it.
The appeal of the simpler arrangement is straightforward: fewer built-in menus and platform decisions, and a clearer separation between the display and the device that runs apps. That is a preference, not proof that every smart-TV interface is worse or that smart features universally made TVs less reliable or more expensive.

Often, yes: after any required initial setup, a TV may be usable as an offline HDMI display. RTINGS reports that the TVs it tested could be used this way after setup. That finding applies to those tested sets, not every model or software version; confirm offline use for the exact TV before relying on it.

With the TV disconnected, you can connect a cable box, game console, computer or streaming device by HDMI. The TV then serves primarily as the screen, while the connected device handles its own software and network connection. Some built-in features that depend on internet access will not be available, and setup requirements vary by manufacturer and model.
If you want streaming but prefer not to use the TV’s built-in platform, an external streamer is another option. It changes which platform runs the apps; it does not eliminate a platform relationship or determine how each app handles data.

What ACR tracks—and what switching it off does
Automatic Content Recognition (ACR) is a technique that fingerprints audio or video so a platform can identify what is playing. Depending on the platform and enabled settings, that recognition may cover more than content played through the TV’s own apps.
- Samsung: Samsung says its ACR is optional and runs only after consent to the Viewing Information Services notice during setup. The company says the feature may process viewing history, a TV identifier and an IP address, and can be turned off in the TV’s settings. These are Samsung’s descriptions of its feature; check the applicable notice and controls on your set. See Samsung Support.
- LG: LG says its ACR uses audio fingerprints and, when enabled, may recognize supported live-TV, HDMI and LG Channels sources. LG says it does not operate within third-party streaming apps available through LG Apps. Its September 2026 statement also says that, in applicable markets, declining optional agreements does not remove core smart-TV functionality. See LG’s statement.
- Roku: Roku says Smart TV Experience ACR can collect information about content watched through streaming, antenna or connected devices. Its support page describes the feature as off by default and says it can be disabled in settings; information collected while it was enabled is retained after it is turned off. See Roku Support.
Turning off ACR is not equivalent to disabling every kind of data collection. In a specific test involving a Samsung S95F OLED and Netflix, RTINGS observed app traffic even when Samsung ACR consent was disabled. That result concerns the tested TV and app setup, not every Samsung model or streaming app. A 2024 peer-reviewed study likewise found ACR network traffic on the Samsung and LG platforms it tested while showing linear TV or using HDMI, but not while using the studied Netflix and YouTube apps; opting out stopped ACR traffic in the tested cases. Its observations also differed between the UK and US. Those findings are bounded by the devices, services, settings and jurisdictions measured. See the RTINGS investigation and the 2024 measurement study.

Built-in apps, an external streamer or an offline TV?
These choices differ in convenience and in which platform you rely on—not in whether data collection is possible. The table describes the practical distinction; account requirements and available apps depend on the devices and services you choose.
| Setup | Convenience and complexity | Platform and data relationship | Apps and updates | Core TV use |
|---|---|---|---|---|
| Built-in TV apps | Usually one device and remote; the TV’s menus and software platform are part of the experience. | The TV platform and individual apps may each have data practices. | App access and updates depend on the TV platform and model. | Internet-dependent features require connectivity; HDMI inputs remain a separate way to display external sources. |
| External streaming device | Adds a device and may mean another remote or another interface. | The external device’s platform and the apps it runs have their own data practices. | App access and updates depend on the external device and service. | The TV displays the device’s HDMI output; the streamer needs its own network connection for online services. |
| Offline TV with HDMI sources | Fewer connected-TV functions; each connected source has its own controls and interface. | The built-in TV platform has a reduced role, but any connected device or service may still collect data. | Streaming apps are available only if an external connected device provides them. | The TV can act as a display for HDMI sources where the model supports offline use. |
The FTC-hosted paper discusses built-in apps as well as external boxes and sticks, and describes advertising as a revenue source for platforms and apps. Its market details date to 2019, so they should not be read as current market figures. The practical point is that moving apps off the TV relocates the platform relationship rather than removing it.

How to reduce the built-in platform’s role
- Check the setup requirement. Before buying or resetting a TV, look up the exact model’s setup instructions and confirm whether it can complete setup or display HDMI input without an internet connection.
- Review the TV’s privacy controls. On-screen labels and paths vary by model, software version and market. Look for ACR, viewing information, content recognition, privacy or optional agreement controls. Read the related notice, then decline or disable the setting if you do not want that feature enabled.
- Choose how you will stream. Use built-in apps if their convenience suits you, or connect a streamer by HDMI if you want a separate app platform. In either case, review the applicable account, device and app settings.
- Disconnect the TV if you want it offline. Use its network settings to forget or disconnect Wi-Fi, or unplug Ethernet. Test the HDMI sources and any functions you need; results depend on the TV and its setup state.
- Revisit the choice after updates or resets. Menus and privacy terms can change, so check current on-screen settings and the manufacturer’s policy rather than assuming one set of steps applies to every television.
Does an external streamer make the setup private?
No single change guarantees that. Keeping the TV offline can reduce the built-in TV platform’s role, while using an external streamer moves app access to that device’s platform. The streamer and the apps running on it have their own policies and settings. Similarly, disabling ACR addresses that recognition feature, not necessarily app, account, operating-system or diagnostic telemetry. The relevant controls depend on the specific TV, streamer, service and market.
