A hotel price is a quote for a particular stay, not a fixed price tag on a standard item. Dates, room type, guest count, availability, booking channel, mandatory fees and selected extras can all affect what you pay. That is why a shopping cart cannot reliably price a hotel stay until the specific offer and its terms are clear.
Why a hotel search is not like adding items to a cart
A conventional shopping cart totals products whose identity and quantity have already been chosen. A hotel search instead requests a price for a future service tied to specific dates and room conditions. Change the dates, room, number of guests or booking channel, and you may be looking at a different offer. Rooms are also limited inventory: availability and prices can change as the stay date approaches.
Price differences between booking sites are not necessarily hidden fees. They can be differences between offers for a comparable stay, including differences in price or terms. A 2023 study by Debashrita Mohapatra, Debi Prasad Mohapatra and Ram Sewak Dubey examined selected one-night stays for two guests in one room at 200 popular London hotels. Using prices observed for stays in November 2017, the authors reported average variation of 9% around mean hotel-room prices across platforms. Prices tended to converge nearer the stay date, but differences persisted. This is a finding from a historical London sample, not a current global average or proof that any one booking channel is consistently cheaper. Read the study.

Why the checkout total can differ from the room rate
A displayed nightly rate may not be the full amount due. Mandatory fees, government charges and optional extras are different categories, and they may appear at different points in the booking flow. A fee disclosed late is a price-transparency issue; a different price for a different offer is a comparison issue. Keeping those questions separate helps explain what changed.

U.S. short-term lodging: what must be shown upfront
The U.S. Federal Trade Commission’s Rule on Unfair or Deceptive Fees took effect May 12, 2025. It covers businesses that offer, display or advertise short-term lodging prices, including hotels, vacation-rental businesses, online platforms, resellers and travel agents. For covered offers, the upfront total must include charges the business knows and can calculate, including mandatory charges required as part of the transaction. The rule governs truthful, prominent price disclosure; it does not prohibit hotels from charging fees. FTC staff FAQ.
The FTC staff guide gives this example: “A resort charges a nightly rate of $199, plus a mandatory resort fee of $39 per day. The required resort fee must be included in the total price.” It is an illustration in the compliance guide, not a report of a hotel’s current rate.

Taxes and optional extras may be presented separately
The FTC guide allows government charges and optional goods or services to be excluded from the upfront total. They still must be disclosed before payment, with their nature, purpose and amount, and the final amount due must be shown before the business asks for payment. A genuinely optional trip-protection plan may be presented separately; a required or automatically billed resort fee is not optional simply because it appears as a separate line.

Why separating a mandatory fee makes comparison harder
In a January 2017 economic analysis, FTC staff concluded that showing a room rate separately from mandatory resort fees, without first showing the total, is likely to increase consumers’ search and cognitive costs. The point is practical: a shopper must spot the fee, calculate the real total and repeat that work across offers. The analysis is historical and concerns the effects of disclosure practices; it is not a measurement of current consumer behavior across booking platforms. Read the FTC analysis.

- Match the stay: Use the same property, check-in and check-out dates, room type and guest count.
- Compare the total for the whole stay: Include known mandatory fees, not just the nightly base rate.
- Check government charges: Note which taxes or other government charges are included, estimated, or payable at the property.
- Inspect extras: Check whether optional services were selected or preselected, and remove unwanted options before comparing totals.
- Compare booking terms: Review cancellation and refund conditions, payment timing and any other terms that affect the offer.
- Note the channel and time: Record where and when you checked; availability and prices can change, so comparisons made at different times may not reflect the same set of offers.
The FTC’s rule sets disclosure requirements for covered U.S. lodging offers, but the precise total and terms remain specific to each offer. A comparison site can help surface alternatives; neither the rule nor the London study establishes that a particular channel will always have the lowest price. For consumers, the FTC also explains the rule’s practical meaning in its May 2025 consumer guidance.
