Why are grocery prices going up? There is no single explanation: food prices respond to changing supply-chain costs, weather and disease, market conditions, retailer decisions, and the particular products, stores, and locations shoppers choose. “Dynamic pricing” means adjusting prices as conditions such as demand or inventory change; it does not, by itself, mean a store used your personal data to set your price.
The latest USDA Economic Research Service snapshot available here, updated September 25, 2026 using August data, puts the food-at-home Consumer Price Index 2.2% above August 2025. That national measure is an average, not a prediction for every item or household basket.
What the latest grocery-price numbers say
USDA’s food-at-home CPI was unchanged from July to August 2026 and 2.2% higher than in August 2025. Food at home refers to food bought for preparation and consumption at home; it is distinct from restaurant food. The year-over-year figure compares one month with the same month a year earlier, not with the prior month.
USDA forecasts that average food-at-home prices will rise 2.4% over calendar year 2026, with a forecast interval of 1.8% to 3.0%. This is a different measure from the August year-over-year CPI: it compares average prices during all of 2026 with average prices during 2025. The interval represents uncertainty around the forecast, and USDA updates its outlook as additional data become available.

For historical context, the Government Accountability Office (GAO) reported that U.S. retail food prices rose 11% from 2021 to 2022, the largest annual increase in more than 40 years. GAO also found that retail food prices generally rose about 2% annually from 2013 through 2022, with decreases in 2016 and 2017. Those historical comparisons explain how unusual the 2021–2022 jump was; they are not measures of the current inflation rate.
A national average is useful for tracking broad movement, but your experience depends on what you buy, where you shop, and whether you buy food at a store or in a restaurant. USDA reports different price changes and forecasts across food-at-home categories. A 2.2% overall increase therefore does not mean each grocery item, store, or shopper’s basket became 2.2% more expensive.
Why grocery prices change
A shelf price reflects many stages between production and checkout. A change in farm or ingredient costs may matter, but so can processing, packaging, transportation, storage, labor, availability, and the costs of operating a store. Those influences do not move in lockstep, and their importance varies by food category. USDA’s analysis describes different relationships between food-system costs, consumer preferences, and prices across categories.
Supply, costs, and availability
GAO identifies global trade issues, weather and climate change, animal and plant disease, the COVID-19 pandemic, and the Russia-Ukraine conflict among factors that can affect food supply and retail prices. These can interrupt production, reduce availability, alter input costs, or affect other points in the supply chain. An event does not automatically cause a particular item’s price to rise by a known amount: GAO says it is difficult to determine the individual effect of any one factor on retail food prices.

Several influences can operate at once. For example, a cost increase upstream may coincide with a shift in demand, a local supply constraint, or a retailer’s decision about when to change its prices. Without product-specific and market-specific evidence, it is not possible to assign a precise share of a particular increase to weather, transportation, retailer conduct, or another single cause.
Retailer pricing and competition
Retailers set prices within their own market and operating circumstances. Their decisions may reflect costs, local competition, demand, inventory, and commercial strategy. National inflation figures describe the combined movement of many prices; they do not reveal why one store changed a price on a particular day.
The Federal Trade Commission’s (FTC) March 2024 grocery supply-chain report offered dated context about industry revenues: it reported food and beverage retailer revenues above 6% over total costs in 2021, compared with a recent 2015 peak of 5.6%. The FTC said some firms in the grocery industry appeared to have used rising costs as an opportunity to raise prices and increase profits. This analysis concerns a specific period and industry measure. It is not a current margin estimate for every grocer, nor does it establish the reason behind any individual price change.
Package downsizing and the price per unit
A package can become smaller while its shelf price stays the same or falls by less than the quantity does. GAO calls this product downsizing, commonly known as “shrinkflation.” Because the shopper gets less product for the price, the unit price—such as the price per ounce, pound, or item—rises even when the sticker price does not.

- Includes an extra-large shopping utility cart made of durable metal with a black finish; 50-70 pound load capacity
- Ample storage with 2 large baskets, plus a smaller basket that works well for personal items

- Foam covered handle offers a soft, secure, comfortable grip
GAO estimated that downsizing accounted for less than one-tenth of a percentage point of the 34.5% increase in overall consumer prices from 2019 to 2024. That small contribution to the broad inflation measure does not mean downsizing is unimportant for every shopper: GAO noted that some categories, including coffee and cereal, are more affected. Checking quantity and unit price can reveal a product-level increase that the shelf price alone hides.
What dynamic pricing means for shoppers
Dynamic pricing is a price adjustment in response to changing conditions, such as demand or inventory. A business might change a price as stock runs low or demand shifts. Retail prices may also differ by region or locality. Under FTC guidance, businesses may use these strategies if the pricing information is not misleading.
As a result, an item may cost a different amount at another time, in another location, or through another shopping channel without that difference alone proving the price was calculated from information about you personally. A posted price can vary with market conditions even when shoppers in the same circumstances are offered the same price.
Dynamic pricing is not the same as personalized pricing
Surveillance pricing, also called personalized pricing, is a narrower and more specific concern: a business or intermediary may use information about an individual to tailor a price or promotion. In January 2025, FTC staff described data that intermediaries could use for this purpose, including location, demographics, browsing history, shopping history, and online behavior.

The FTC’s initial staff findings came from an analysis of documents supplied by six firms. The agency said the intermediaries examined worked with at least 250 client businesses across sectors that included groceries. That figure refers to clients of the examined intermediaries in multiple sectors; it is not a count of grocery stores using personalized prices. The study was ongoing when the initial findings were announced. They document a capability and commercial relationships, but do not establish that every grocer uses the practice, how widespread it is in grocery shopping, or that any particular shopper received an individually tailored price.
FTC Chair Lina M. Khan characterized the initial findings this way: “Initial staff findings show that retailers frequently use people’s personal information to set targeted, tailored prices for goods and services—from a person’s location and demographics, down to their mouse movements on a webpage.” This is the chair’s description of initial staff findings, not a final determination about every grocery seller.
Regular prices, conditional offers, and individual prices

- Conditional promotion: A lower price available only after meeting a stated condition, such as enrolling in a loyalty program or buying a required quantity. FTC guidance distinguishes such an offer from the general total price: if a discount is limited to qualifying shoppers, the general price should not show that discount before the customer meets the condition.
- Individualized price: A price or promotion tailored using information about a particular person or their behavior. A difference in price is not enough on its own to show this happened.
FTC materials explain the distinction between general advertised prices and offers with qualifications. The legal status of rules and guidance can change, so this description should not be treated as a state-by-state legal analysis or as a statement about every current enforcement requirement.

Why does the same grocery item cost more at another store?
A price difference between stores can result from ordinary market variation: location, local competition, the retailer’s pricing decisions, inventory or demand conditions, a sale, or differences between shopping channels. A store’s online price and in-store price may not be the same. A loyalty offer can also make one shopper’s effective checkout price lower, but only if the shopper qualifies for it.
Those possibilities are different from evidence that a retailer used an individual’s personal data to calculate a price. FTC materials describe both regional variation and data-driven individualized pricing as possible practices. The mere fact that a product costs more at another store, on another date, or online does not identify which mechanism explains the difference.
How to inspect a grocery price before comparing it
- Compare unit prices and quantities. Look for the price per ounce, pound, liter, or count, and check the package size. If the package shrank while its sticker price stayed steady, the unit price may have increased.
- Compare like with like. Check the same product across dates, stores, locations, and shopping channels. Make sure package size and product details match, and do not treat a grocery-store price as directly comparable to a restaurant price.
- Read the conditions on a discount. Check whether a price requires loyalty enrollment, a minimum quantity, or another qualification. Compare the total you can actually pay after meeting the condition with the regular price.
- Check the applicable channel and location. If the online price differs from the in-store display, verify which location and sales channel apply before drawing a conclusion about why the prices differ.
- Keep averages in perspective. USDA’s national figures track broad price movement. Your own basket may move differently because its mix of foods, stores, and locations is different from the average.
How to interpret a price change without overreading it
Start with what you can observe: the item, quantity, displayed price, date, location, and whether a discount had conditions. Those details can show whether the unit price changed, whether the offer was conditional, or whether you are comparing different channels. They cannot necessarily reveal the retailer’s reason for changing a price or whether an individual profile was used.

A monthly CPI comparison measures movement over a stated period; an annual-average forecast is a projection for one calendar year against the prior year; a specific shelf tag is a local observation. Treating these as interchangeable can make ordinary differences seem contradictory when they measure different things.
The clearest conclusion is limited but useful: grocery prices move for interacting reasons, and neither an inflation average nor a price difference at checkout identifies the cause of one item’s change. Dynamic pricing can respond to market conditions; personalized pricing involves a more specific use of personal information, and evidence of that capability is not proof that it was used in a particular transaction.
