Scientific grants should be judged through clear, expert review—not made more dependent on political appointees’ independent judgments. The Trump administration’s August 7, 2025 executive order does not abolish peer review, but it makes reviewers’ recommendations advisory and gives senior appointees a stronger role in discretionary awards. That shift risks making funding less predictable and research priorities more vulnerable to political change, even as the administration argues it will improve accountability and align grants with public priorities.
What the executive order changes
The August 7, 2025 executive order, Improving Oversight of Federal Grantmaking, directs senior appointees and their designees to exercise independent judgment when reviewing funding opportunity announcements and discretionary awards. It identifies policy considerations for those decisions and directs revisions to grant guidance to clarify when an award may be terminated for convenience—including when it no longer advances agency priorities or the national interest—subject to applicable law and exceptions.
The order does not prohibit peer review. It says peer-review methods may evaluate proposals and inform agency decisions, but their recommendations must remain advisory. Its text says peer review must not be “ministerially ratified, routinely deferred to, or otherwise treated as de facto binding” by senior appointees or their designees. The key change is therefore not whether experts can assess proposals; it is whether their assessments constrain the officials who make final decisions.
Why that shift is a problem
Expert judgment can lose practical force
Scientific peer review is a way to assess questions that often require specialized knowledge: whether a proposed method can answer the research question, whether the evidence supports the approach, and whether a project is worth funding relative to other proposals. Under the order, that expertise may still inform a decision, but senior appointees are expressly not expected to treat reviewers’ recommendations as binding in practice.

- LEARNING & EDUCATIONAL SCIENCE GIFTS IDEAD: for Christmas, birthdays, summer-winter activities, school breaks, and weekend fun. The kids will get a good way to learn through play, and also parents will get some quality science time in with kids.
That leaves room for a decision to depart from peer reviewers’ advice for policy reasons. Such discretion may be lawful and intentional, but it makes the review outcome less decisive and can make it harder for applicants to understand which standards ultimately govern an award. The risk is not that every political appointee will reject expert advice; it is that the system gives expert recommendations less protection from being overridden.
Funding can become less predictable
Research planning depends on knowing how proposals are assessed and whether an award will remain available long enough to carry out the work. The order’s direction to clarify termination for convenience, including when a grant no longer advances agency priorities or the national interest, makes the stability of those priorities especially consequential. If priorities or their interpretation change, researchers may face uncertainty about both future competitions and ongoing awards.

That uncertainty is a risk implied by the policy design, not a quantified outcome established by the available records. The evidence here does not measure how the order has affected scientific output, award timelines, or the number of grants across agencies.
Political priorities may crowd out scientific criteria
Federal agencies can reasonably set broad priorities, and public funding should be accountable to the public. But when political appointees gain more influence over individual discretionary decisions, alignment with current administration priorities can weigh more heavily against the continuity of expert-led evaluation. Science also depends on sustained work whose value may not be obvious on a political timetable. A process that invites priority-based intervention can make that continuity more vulnerable, even without proving that any particular appointee acted improperly.

What the administration says—and what that does not establish
The White House presents the order as a way to ensure grants benefit the public, align with administration priorities, avoid duplication, broaden accountability, and improve coordination. Those are the administration’s stated reasons for increasing oversight. The White House fact sheet also makes claims about waste and earlier grantmaking; those claims should be understood as advocacy in support of the order, not as independently verified findings established by the fact sheet itself.
There is a real policy argument on the other side: elected administrations should be able to set priorities, and oversight can help ensure discretionary funds serve public purposes. But accountability does not require treating expert advice as disposable. Transparent criteria, reasoned explanations for departures from peer review, and stable rules for existing awards could serve oversight while preserving the value of scientific assessment. The order’s central tension is that it strengthens political discretion without making peer-review recommendations binding.

What the agency records show—and where they stop
Examples from NIH, NSF, and an HHS administrative appeal illustrate different aspects of grant governance. They do not establish that every agency followed the same practices or that every grant termination had the same basis.

| U.S. Government Accountability Office, decision B-337203, August 5, 2025 | GAO found that NIH violated the Impoundment Control Act by withholding FY2025 funds from obligation and expenditure. GAO reported that NIH terminated over 1,800 grants between February and June 2025 and published no grant-review meeting notices between January 22 and March 3, 2025, after HHS directed agencies to stop publishing them. GAO said the pause affected NIH’s ability to review and award grants. | GAO expressly did not decide whether NIH had authority to terminate individual grant agreements or whether the process used for those terminations was lawful. |
| National Science Foundation, “Updates on NSF Priorities” | NSF says it remains committed to awards across all areas of science and engineering while focusing on administration priorities including AI, quantum information science, biotechnology, and translational science. It describes a “Return Without Review” mechanism that can be used at several stages up to a final funding determination. NSF also says it reinstated awards for University of California researchers after a June 23, 2025 preliminary injunction concerning awards terminated by form letter. | These are NSF’s descriptions of its policies and actions; they do not show that all NSF awards, or awards at other agencies, were handled in the same way. |
| HHS Departmental Appeals Board, DAB2026-7 | In a dispute involving William Marsh Rice University, the record gives NIH’s position that a grant was terminated because its research program no longer aligned with NIH/HHS priorities. | The Board decision concerns its jurisdiction to review the dispute. It is not a general ruling that grant terminations are lawful or unlawful. |
The GAO decision is particularly important to read narrowly. Its Impoundment Control Act finding concerns NIH’s withholding of appropriated funds; it is distinct from whether a particular grant cancellation was authorized. Neither the total of over 1,800 terminations nor the separate meeting-notice pause answers that individual legal question.

What is known about the risks to researchers
The Associated Press reported scientists’ concerns that political influence and additional approval steps could delay review and funding. Those are reported concerns and plausible risks, not measured effects demonstrated by that report. Likewise, the order’s change in who has final influence is clear in its text, but the available evidence does not establish a numeric before-and-after comparison of scientific output or a uniform outcome across federal agencies.
That distinction matters: a documented change to decision authority can justify concern before its full effects are measurable, but it should not be presented as proof that every grant will be delayed, rejected, or terminated. The strongest criticism is about the incentives and uncertainty the policy creates, alongside specific agency records that show why grant procedures and legal safeguards matter.
Why safeguards matter more when discretion expands
Greater discretion need not mean arbitrary decisions, but it raises the importance of procedures that make decisions legible and reviewable. A sound grant system should make it possible to identify who has final authority, what criteria apply, how peer-review recommendations are used, and what recourse is available when an award is changed or ended. The order’s treatment of peer review and terminations makes those governance questions central.
Recommended Free Tools
- Clear, published criteria: Applicants and researchers need to know how scientific merit and policy priorities are weighed, rather than discovering after review that unstated considerations controlled a decision.
- Reasoned departures from expert review: If officials override peer-review advice, explaining why would make that discretion more accountable than simply treating recommendations as nonbinding.
- Predictable treatment of active awards: Researchers need clarity about the grounds and process for ending work already underway, subject to applicable law.
- Meaningful avenues for review: Oversight is more credible when affected institutions can understand the decision and pursue the administrative or judicial review available to them.
These are standards for evaluating grant governance, not claims that every safeguard is absent or that one procedure applies identically across agencies. The cited records demonstrate distinct legal and administrative questions, not a single universal process.
