If Gemini’s screen overlay never appears, check two things first: the Google app must be selected as your phone or tablet’s default digital assistant, and the device and account must be eligible for the Gemini mobile app. If the overlay does appear but Gemini cannot answer about the app or page underneath, that is a different problem: review Gemini’s Screen context controls, including Use text from screen and Use screenshot.
The steps below separate those failure modes so you do not change screen-permission settings when the real issue is assistant selection, or troubleshoot eligibility when the overlay is already working.
First, identify which Gemini problem you have
There are two distinct symptoms:
- No overlay at all: activating Gemini opens the full Gemini app, opens another assistant, or produces no assistant surface.
- Overlay opens but cannot use the current screen: Gemini appears over another app, but it cannot answer about the visible text, page, or image.
The first symptom is normally an assistant setup, eligibility, or availability issue. The second is controlled by Screen context and by feature, language, country, and account restrictions. Work through the matching branch instead of applying every possible Android tweak.

What the Gemini overlay is supposed to do
On a supported Android phone or tablet configured for Gemini as the mobile assistant, invoking the assistant by voice or touch can place a compact Gemini interface over the app you are using. Google describes the behavior this way: “When you say ‘Hey Google’ or activate Gemini by touch, like long pressing the power button, an on-screen overlay will open rather than the full app.” Google’s Android setup instructions describe this overlay behavior and the supported activation methods.

The overlay is not the same as launching Gemini from the app icon. Opening the app directly can take you to the full-screen Gemini experience, while the assistant gesture or hotword is what requests the overlay. Touch gestures differ by device; a long press of the power button is one documented example.
Check whether the device and account qualify
Before changing assistant settings, confirm that the device meets Google’s published baseline. The Gemini mobile app availability requirements specify the following:

If the device is below the Android or RAM requirement, or runs Android Go, an overlay fix cannot make the unsupported configuration eligible. If you use a work or school account, an administrator or account policy may determine whether Gemini Apps are available. Availability can also differ by country and language, so a function present in one region or language is not guaranteed in another.
Do not use the Gemini app’s successful installation as the only eligibility test. Installation and system-assistant access are related but separate checks. A device can show the app icon while the account, language, or managed-account policy still limits the mobile-assistant experience.
Set the Google app as the default digital assistant
Gemini’s Android assistant behavior depends on the system’s default assist application. Google’s documented path is:
- Open Settings.
- Tap Apps.
- Choose Default apps.
- Open Digital assistant app.
- Select the Google app if another app is selected.
Menu wording varies among Android manufacturers and software versions. If you do not see that exact label, use Settings search for Digital assistant app or Device assistance app; those terms can lead to the same control. This setting determines which app receives the system assistant gesture or hotword request. It is separate from whether Gemini is allowed to read the current screen.
After selecting the Google app, open Gemini and complete its mobile-assistant setup if the app asks you to do so. Setup is necessary even when Gemini is already installed: installation alone does not necessarily make it the active system assistant.

Invoke the assistant in a way that should produce the overlay
Once the Google app is the default assist app and Gemini’s mobile-assistant setup is complete, test the assistant rather than opening Gemini from its icon:
- Say Hey Google, if that hotword is available for your language, country, and account.
- Alternatively, use the device’s assistant touch gesture, such as a long press of the power button where the device supports that gesture.
- Watch for the compact Gemini surface over the current app. A full-screen Gemini launch is a different result from the overlay described in Google’s setup documentation.
If the gesture launches another assistant, return to Settings > Apps > Default apps > Digital assistant app and verify that the Google app is still selected. If the gesture does nothing, check eligibility and account availability before assuming that a screen permission is missing.
Run the voice and touch tests separately. If touch opens Gemini but the hotword does not, the assistant selection may be correct while “Hey Google” is unavailable for the selected language, country, account, or supervision status. If both methods open another assistant, focus on the default-assistant setting. If both methods open Gemini but only as a full-screen app, confirm that Gemini’s mobile-assistant setup has been completed.
When the overlay opens but Gemini cannot use the screen
A visible overlay does not automatically mean that Gemini can inspect the app underneath. Screen access is controlled separately in Gemini’s settings. Open the Gemini app’s settings and locate Screen context. Check the two controls named in Google’s instructions:

- Use text from screen lets Gemini use text recognized from the active screen when the feature is available.
- Use screenshot lets Gemini use a screenshot of the active screen for screen-related requests when the feature is available.
These controls affect what Gemini can do with screen content; they do not select the Android default assistant. Therefore:

When screen context is available, Google’s guidance describes asking about the visible content with options such as Ask about screen or Ask about page. Those suggestions are contextual: they may appear over some apps and not others. Their absence does not by itself prove that the overlay failed.
Use a simple comparison while testing: invoke Gemini over a different app, then check whether the same Screen context controls and suggestions appear. A change from one app to another can indicate a contextual feature difference rather than a failure to launch the overlay. Keep the launch test and the screen-reading test as separate observations.

Check language, country, and account-specific feature limits
Gemini’s assistant surface and its individual actions have different availability rules. Google notes that some features vary by country, language, account type, and supervised-account status. In particular, “Hey Google” and some features inherited from Google Assistant are not available in every language or country and may not be available for supervised accounts.
A work or school account can also lack features powered by Google Assistant even when a personal account on the same device has them. If the overlay launches for a personal account but a specific action is absent for a managed account, treat that as an account-availability difference rather than an overlay malfunction.
Use the availability documentation and Google’s list of capabilities for the Gemini mobile app to check whether the missing hotword, suggestion, or Assistant-derived action is offered for your country, language, account, and supervision status.
Age and supervision status deserve a separate check. A supervised account can have a different set of supported capabilities from an otherwise identical personal account. Likewise, changing the device language can change whether a hotword or Assistant-derived function is offered. Record the language and account type before comparing results across devices.

A complete troubleshooting sequence
Follow this order so each test isolates one cause.
1. Record the exact symptom
Write down whether the assistant gesture opens the full Gemini app, opens another assistant, shows no response, or opens an overlay that cannot read the screen. Also note whether you are testing with voice or touch. The distinction determines which setting to inspect first.

2. Verify the Android baseline
Confirm Android 9 or later and at least 2 GB of RAM, and make sure the device is not running Android Go. If you use a work or school account, verify that the account has Gemini Apps access. Country, language, age, and supervision rules may still narrow availability even when the hardware qualifies.
3. Verify the default assistant
Go to Settings > Apps > Default apps > Digital assistant app and select the Google app. If the labels differ, search Settings for Digital assistant app or Device assistance app.

4. Finish Gemini’s mobile-assistant setup
Open Gemini and complete any setup flow that asks to make it the mobile assistant. Do not treat the presence of the Gemini app icon as proof that system-assistant setup is complete.
5. Test with a supported activation method
Try Hey Google if it is available for your configuration, then try the supported touch gesture, such as a long press of the power button. The expected result is an on-screen overlay over the current app, not necessarily a full-screen app launch.

In Gemini’s settings, open Screen context and review Use text from screen and Use screenshot. Then test a screen-related request and look for Ask about screen or Ask about page when those contextual suggestions are offered.
7. Check whether the missing function is restricted
If only a hotword, suggestion, or Assistant-derived action is unavailable, compare the device’s country and language with Google’s availability information and check whether the account is supervised or managed by a school or workplace. Feature availability can differ even when the overlay itself is operating normally.
What not to assume about common Android fixes
Google’s documented Gemini pages establish the assistant selection, mobile-assistant setup, Screen context controls, eligibility requirements, and feature limitations. They do not establish a universal overlay repair based on Android’s display over other apps permission, clearing an app cache, reinstalling, or reverting to a particular app version.
Those actions may be suggested in device-specific forums, but they should not be presented as confirmed Google fixes for every phone or tablet. Changing unrelated permissions can create new problems without correcting the assistant routing or account eligibility issue. Use the documented checks first; only follow manufacturer-specific support instructions when they apply to your exact model and software version.
When to contact Google or device support
Escalate after the device meets the published requirements, the Google app is the selected default assistant, Gemini mobile-assistant setup is complete, and Screen context has been reviewed for the screen-reading symptom. The official guidance does not provide one universal remedy for every remaining device-specific failure.

Give support enough detail to reproduce the behavior:
- Phone or tablet model
- Android version
- Google app version and Gemini app version
- Whether the account is personal, work, school, or supervised
- Country and Gemini language
- Whether the Google app is selected under Digital assistant app
- The activation method used, such as Hey Google or a power-button gesture
- The exact result: no response, another assistant, full-screen Gemini, or an overlay without screen context
This information separates a system-assistant routing problem from an account or feature-availability limitation and avoids treating an unsupported configuration as a software defect.
