Because crude oil is only one part of the pump price. In the United States, what you pay for gasoline combines the crude-oil input, refinery costs and margins, distribution and retail expenses, and federal, state, and local taxes. Crude and refining markets can move sharply while the other components change more slowly, so gasoline can rise when a crude benchmark is flat—or remain elevated after crude falls.
Gasoline is also a separate product market. Refinery outages, seasonal fuel specifications, regional inventories, pipeline capacity, transportation costs, and local competition determine the wholesale price that stations eventually pass on. The result is a chain with different costs, constraints, and time lags rather than an instantaneous copy of an oil quote.
What makes up a gallon of gasoline?
The U.S. Energy Information Administration (EIA) groups the retail price into four components:
| Component | What it pays for | Typical behavior |
|---|---|---|
| Crude oil | The petroleum input refined into gasoline | Usually the largest and most volatile component |
| Refining | Converting crude into gasoline, including refinery operating costs and margins | Can jump when gasoline supply is tight or refinery capacity is unavailable |
| Distribution and marketing | Pipeline and terminal movement, trucking, station operations, wages, rent, insurance, equipment, and local overhead | Generally steadier, but varies by market and station |
| Taxes | Federal, state, and local fuel taxes and fees | Usually stable until a government changes a rate or fee |
EIA describes the retail price as reflecting these components and the profits and losses of refiners, marketers, distributors, and station owners. A change in one layer does not automatically produce an equal or immediate change in the others.

Why the refinery margin can lift gasoline while crude is flat
Crack spreads measure the product-market gap
A refinery buys crude and sells products such as gasoline. The difference between the market value of gasoline and the crude input cost is commonly expressed as a gasoline “crack spread.” EIA calls crack spreads indicators of the profitability of refining crude into products, not an audited profit figure for every refinery. A refinery’s actual result also depends on its crude grade, product mix, energy costs, labor, financing, contracts, and operating efficiency.
Suppose a crude benchmark remains near the same level but a refinery outage removes gasoline supply. Wholesale gasoline can bid higher because buyers are competing for fewer barrels. The crack spread widens, and the higher wholesale cost eventually reaches stations even though crude has barely moved. The reverse happens when refineries return from maintenance, inventories rebuild, or demand weakens: gasoline can fall faster than crude, narrowing the spread.
Why gasoline supply can tighten suddenly
- A large refinery can shut down unexpectedly because of a fire, mechanical failure, power loss, or weather.
- Several refineries may enter scheduled maintenance at the same time, reducing available capacity.
- A pipeline, marine terminal, or storage facility can become constrained, preventing gasoline from reaching the market that needs it.
- Demand can rise faster than refiners can increase output, especially during the driving season.
These events affect the price of finished gasoline, not just the price of crude. That is why watching only Brent or another crude benchmark can miss the immediate cause of a pump-price move.

Summer demand and fuel specifications add a seasonal premium
More driving raises the call on gasoline
U.S. gasoline demand commonly increases during summer, when people drive more for vacations, commuting changes, and recreational travel. If demand rises while refinery capacity or inventories are constrained, wholesale gasoline prices and refining margins can increase even without a comparable crude-price move.

Summer gasoline is not exactly the same product
Summer gasoline must meet a lower Reid Vapor Pressure (RVP) requirement so it evaporates less readily in warm weather. Meeting that specification can be more expensive to refine. Regional rules can also require distinct blends to control air pollution. As the calendar moves into cooler months and specifications change, some of that cost pressure can ease, although the timing and size of the effect differ by region.
Because seasonal specifications are set in advance, refiners may adjust production and inventories before the formal changeover. A price increase can therefore appear before drivers notice a change in crude prices.
Inventories, outages, and transportation determine local supply
Inventories absorb shocks—until they do not
Storage inventories provide a buffer between refinery output and consumer demand. When regional inventories are high, an outage may be covered by existing stocks. When inventories are low or falling, the same outage can cause a much larger wholesale-price response. Inventory data are regional; a national average can hide a shortage in one supply basin.
Transport links can isolate a market
Gasoline moves through pipelines, ships, barges, rail, trucks, and terminals. Those routes have finite capacity and do not connect every region equally. A market with a shortfall may be unable to import replacement gasoline quickly from a surplus area. The added freight, terminal fees, and scarcity premium can raise local prices while crude trades unchanged nationwide.

Regional blend rules make substitution harder. If a station requires a particular formulation, gasoline made for another region may not be legal or suitable without additional blending. This reduces the number of potential suppliers during a disruption.
Taxes and station economics create a floor under the price
Federal and state taxes do not track crude
EIA lists the federal motor-gasoline tax at 18.40 cents per gallon: an 18.30-cent excise tax plus a 0.1-cent Leaking Underground Storage Tank fee. EIA reported average state gasoline taxes and fees of 33.55 cents per gallon in January 2026. State and local sales taxes or additional fees can materially change the final price, and rates differ by location and can change over time.
Because these taxes are generally assessed per gallon, they do not fall when crude becomes cheaper. A percentage-based sales tax behaves differently: its dollar contribution rises and falls with the selling price. Any tax comparison should identify the state or locality and the date.

A station must cover employees, rent or property costs, electricity, insurance, card-processing fees, maintenance, environmental compliance, and equipment. Owners also respond to traffic patterns and nearby competitors. Two stations a few miles apart can buy from different terminals, face different rents, or use different pricing strategies, so their margins and posted prices may diverge even when they sell the same grade.

Why gasoline costs more in some regions
Geography, infrastructure, specifications, taxes, and competition all matter. EIA’s 2025 annual-average regular gasoline prices illustrate the spread among U.S. Petroleum Administration for Defense District (PADD) regions:
| Region | 2025 annual average, regular gasoline |
|---|---|
| East Coast | $2.980 per gallon |
| New England | $2.988 per gallon |
| Central Atlantic | $3.118 per gallon |
| Lower Atlantic | $2.892 per gallon |
| Midwest | $2.944 per gallon |
| Gulf Coast | $2.677 per gallon |
| Rocky Mountain | $3.022 per gallon |
| West Coast | $4.094 per gallon |
These are 2025 annual averages, not current quotations. A separate EIA 2025 retrospective presented a range from $2.39 per gallon in the Gulf Coast to $4.32 on the West Coast under a different statistical presentation. Those endpoints should not be combined with the table above as if they were one series.
Why the West Coast can carry a premium
California, for example, requires a special gasoline blend that costs more to produce. The state also has limited connections to other refining regions, so it relies more heavily on in-state refinery supply. When a local refinery has an outage or maintenance period, replacement gasoline is harder to bring in quickly, increasing the regional premium.
What to compare between two places
- Use the same grade, such as regular, and the same price level—retail or wholesale.
- Match the dates so a seasonal change is not mistaken for a geographic one.
- Check the crude input benchmark and the wholesale gasoline price or crack spread.
- Look for refinery maintenance, unplanned outages, and regional inventory changes.
- Compare pipeline, terminal, import, and trucking access.
- Check fuel-blend requirements and federal, state, and local taxes.
- Account for station rents, operating costs, and the intensity of local competition.
Why pump prices lag crude and wholesale markets
Retail stations do not reprice at the exact instant a spot market moves. EIA’s gasoline-price methodology says retail prices typically lag spot-price changes. During a rapid increase, refinery costs and margins can appear to represent a larger share of the pump price before retailers fully adjust. After the wholesale market turns down, the refining share can shrink while distribution and marketing appear larger simply because the retail price has not yet caught up.

EIA’s component history demonstrates why a single fixed percentage breakdown is misleading:
| Component share of U.S. average regular gasoline retail price | January 2026 | May 2026 |
|---|---|---|
| Crude oil | 50.6% | 51.9% |
| Refining | 19.7% | 11.5% |
| Distribution and marketing | 11.4% | 14.8% |
| Taxes | 18.4% | 21.7% |
These are accounting snapshots for the months shown, not proof that a particular company earned the percentage listed. The shares change with market prices and with the timing of pass-through from wholesale to retail.
How much should a crude-price change affect gasoline?
An EIA explanatory article gives a rough conversion of about 2.4 cents per gallon of gasoline for each $1-per-barrel change in crude oil. That is a unit-conversion rule of thumb, not a guaranteed retail response. Refining margins, taxes, transportation, station margins, currency effects, and timing can make the observed change smaller, larger, faster, or slower.

The relevant benchmark also matters. U.S. gasoline prices have historically tracked internationally traded Brent crude more closely than the inland WTI benchmark in some periods because gasoline is priced in an integrated global market. A local refinery may buy a different crude grade, and the wholesale gasoline price can move independently of either benchmark.
A practical way to diagnose a gasoline-price move
When the sign at a station changes while crude appears stable, work through the chain in this order:
- Confirm the comparison. Check that both observations use the same gasoline grade, geography, unit, and date. Compare retail with retail or wholesale with wholesale.
- Check wholesale gasoline. If the finished-gasoline price rose, the immediate cause is in the product market even if crude did not.
- Look at the crack spread. A widening spread indicates gasoline has become more valuable relative to crude, often because of tight supply or stronger demand. Treat it as an indicator, not a refinery’s audited profit.
- Check refinery status. Scheduled maintenance and unplanned outages can remove capacity quickly. Confirm whether affected plants supply your region.
- Check inventories and transport. Falling local stocks, pipeline limits, terminal problems, or expensive imports can prevent a shortage from being solved elsewhere.
- Check seasonal rules and demand. Summer driving and lower-RVP gasoline can raise costs; a transition between seasonal specifications can change prices before crude does.
- Separate taxes and retail costs. A tax change, station operating expense, or local competitive shift can alter the pump price even when upstream markets are unchanged.
Common mistakes when explaining gasoline prices
- “Oil fell, so gas should fall immediately.” Retail pass-through takes time, and the gasoline crack spread may be rising at the same moment.
- “The difference is all station profit.” The gap includes refining, transport, distribution, marketing, taxes, and operating costs; margins can represent profits or losses at different stages.
- “A crack spread is exactly what every refinery earns.” It is a market proxy that omits refinery-specific costs and product yields.
- “One national price explains every state.” Regional blends, supply routes, inventories, taxes, and competition create local markets.
- “A historical average is today’s price.” Annual and monthly figures describe a period that has ended. Current claims require current EIA weekly data.
The takeaway
Gasoline prices can rise or fall independently of crude because the pump price is the end of a multi-stage supply chain. Refinery margins, seasonal specifications, demand, inventories, outages, transportation constraints, taxes, and station economics can all change while crude remains nearly flat. To explain a move accurately, compare the same market and date, then follow the product from crude input through refining and regional distribution to the station.
