Gasoline usually does not become cheaper the moment crude oil does because a pump price includes much more than the value of crude. Oil must be bought, refined into gasoline, moved through pipelines and terminals, blended to meet regional specifications, delivered to a station and sold in a local market. Each stage responds on its own timetable. Gasoline prices also depend on inventories, refinery capacity, imports, seasonal driving, taxes and competition between nearby stations.
A drop in a crude benchmark first changes the cost of a future input and the expectations of traders. Retail prices react mainly to wholesale prices for finished gasoline, and the change takes time to work through distribution. A slower decline than increase—often called the “rockets and feathers” pattern—has been observed, but a delay alone does not prove that a particular station or company fixed prices illegally.
What you pay for at the pump
The U.S. Energy Information Administration (EIA) groups the retail price of gasoline into four broad components. Crude oil is generally the largest single component, but its share changes with market conditions and differs by region.

The EIA describes the result simply: “Gasoline prices generally follow crude oil prices.” Follow does not mean move at the same instant or by the same percentage. A lower crude price can be offset temporarily by a higher refining margin, tighter gasoline supply, a seasonal fuel requirement or a local tax.

How a lower oil quote reaches a retail station
Price changes pass through a chain rather than jumping directly from an exchange screen to a station sign. The timing differs by region, company and market conditions.
- Crude is repriced. A benchmark such as a U.S. crude contract falls because traders expect more supply, weaker demand or another change in the oil market. The benchmark is not the price of finished gasoline.
- Wholesale gasoline responds. Refineries buy crude and sell gasoline in wholesale markets. Wholesale gasoline prices reflect available finished fuel, inventories, imports, refinery operations and regional specifications as well as the cost of crude.
- Fuel moves through infrastructure. Gasoline travels from a refinery through pipelines to a terminal. It may be blended there to meet local rules before a tanker truck loads it for a station. Transportation and terminal charges remain part of the delivered cost.
- A station replaces inventory. A retailer sells fuel already delivered and orders a later load at a new wholesale price. The source material does not establish a universal number of days or a rule that every gallon can be matched to one specific crude purchase.
- The local price changes. The owner or operator adjusts the sign in light of replacement cost, taxes, operating expenses, nearby competitors and expected demand. Two stations in the same city can therefore move at different times.
The Bureau of Labor Statistics (BLS) calls the interval between an upstream price movement and a downstream change a pass-through delay. The EIA also notes a typical lag between wholesale gasoline spot prices and retail prices. These statements describe a market process, not a guaranteed schedule.
Why gasoline can stay expensive after crude falls
Gasoline supply and inventories
Consumers buy gasoline, not crude. The price of gasoline therefore depends on how much finished fuel is available to meet demand. Supply comes from domestic refineries, imports and stocks held in the distribution system. Inventories cushion a short disruption. When stocks fall, wholesalers may bid more for the fuel that is available because they are concerned that future deliveries will be inadequate. A refinery problem, pipeline interruption or decline in imports can tighten gasoline supply while crude is becoming cheaper.
Refinery economics
Refineries earn a margin for converting crude into usable products. That margin can widen when gasoline is scarce, when another product is more profitable to make or when a refinery is offline. Maintenance and unplanned outages reduce output. Regional fuel requirements can also limit which supplies are interchangeable. Consequently, the price of finished gasoline can rise relative to crude for a period of time.

Seasonal driving and summer formulation
U.S. gasoline prices historically rise in spring and reach their highest seasonal levels in late summer as driving increases. Summer gasoline must be less prone to evaporating in warm weather, so refiners use different, often more expensive, components. A switch in specifications can increase the cost of finished fuel even if crude is steady or declining. The EIA’s historical comparison of average U.S. regular-grade prices found that August prices were about 40 cents per gallon higher than January prices on average over 2004–2023. That is a seasonal average, not a forecast for a particular year or station.
Taxes that do not move with crude
Per-gallon taxes are added after the underlying fuel cost and do not automatically fall when oil does. EIA figures marked as of January 2026 list the federal motor-gasoline tax and fee at 18.40 cents per gallon and average state gasoline taxes and fees at 33.55 cents per gallon. Those are dated U.S. amounts; state and local charges differ, and laws can change. If the pre-tax portion drops by 10 cents, a fixed tax still contributes the same number of cents to the final price.
Distribution, station costs and local competition
Pipeline distance, terminal handling, blending, tanker-truck delivery, rent, wages, credit-card processing and other station expenses vary by market. A station near a supply terminal may face different replacement costs from one farther away. Operators also watch nearby prices and traffic patterns. A national crude trend therefore cannot force every local pump to change by the same amount or on the same day.

What “rockets and feathers” does—and does not—mean
Economists have studied whether retail gasoline rises rapidly when wholesale costs increase (“rockets”) but declines more slowly when costs fall (“feathers”). BLS reports that pump prices typically decline more slowly in response to falling wholesale prices. It discusses possible roles for wholesale costs, local competition and consumer behavior, while emphasizing that pass-through delays alone do not explain all of the asymmetry.

The phrase describes an observed pattern, not a legal conclusion. A station’s price can remain above a simple crude-based calculation because its replacement gasoline is still costly, its local supply is tight or its taxes and operating costs are different. Demonstrating unlawful price-fixing or gouging would require evidence about conduct and market conditions beyond the fact that a sign did not fall immediately.
Why a crude benchmark is an incomplete comparison
When evaluating a local price, compare like with like. A national crude benchmark is only one input and may not represent the crude grade, refinery, pipeline route or wholesale gasoline market serving a particular community.

Putting the numbers in context
Several widely quoted figures illustrate the scale and limits of the available information:
- About 40 cents per gallon: an EIA 2024 page update comparing average U.S. regular-grade gasoline prices in August with January over 2004–2023. It is a historical seasonal average, not a current-price prediction.
- 18.40 cents per gallon: the federal gasoline tax and fee listed by EIA as of January 2026.
- 33.55 cents per gallon: the average of state gasoline taxes and fees listed by EIA as of January 2026. Individual states and localities vary.
- 85 percent: a Federal Trade Commission (FTC) 2005 report release stating that crude-oil price changes explained 85 percent of changes in U.S. retail gasoline prices over the prior 20 years. That was a historical finding for the period studied, not a current estimate or a universal share.
The FTC release also quoted Chairman Deborah Platt Majoras: “U.S. consumers are frustrated by rising gasoline prices, and they deserve to know the facts.” The statement accompanied the 2005 report and should not be read as a present-day assessment of any market.

A practical way to interpret a price that has not fallen
If crude has dropped and your local sign has not, work through the following checks before drawing a conclusion:
- Look at wholesale gasoline prices or regional supply indicators, not only a crude headline.
- Check whether the change coincided with a refinery outage, pipeline problem, reduced imports or falling gasoline inventories.
- Identify whether the market is switching between winter and summer formulations or entering a high-driving season.
- Separate the pre-tax fuel price from federal, state and local per-gallon charges.
- Compare several nearby stations selling the same grade. A single operator’s timing may reflect delivery schedules or replacement cost.
- Allow for a pass-through interval. A retail price can still reflect earlier wholesale purchases while the next delivery is priced lower.
These checks cannot assign every cent to one cause, but they prevent the common mistake of treating crude oil as the complete pump-price formula.
Common misconceptions
“The station bought this gallon when oil was cheap, so it should cut the price now.”
Retail pricing is based on the cost and availability of replacement gasoline, not a publicly traceable label on each gallon. Fuel is pooled through refineries, pipelines and terminals, and the available sources and costs change over time. There is no universal inventory-accounting rule that produces one fixed lag for every station.

“A 20 percent drop in crude should mean a 20 percent drop in gasoline.”
Crude is usually the largest component, but refining, distribution, taxes and local conditions make up the rest. A percentage change in one component does not translate into the same percentage change in the total price.

“Any slow decline proves price manipulation.”
Slower declines have been documented and studied, yet the pattern can arise from supply conditions, competition, consumer behavior and delayed pass-through. The pattern by itself does not establish illegal conduct.
“Every station should change at the same time.”
Stations receive deliveries on different schedules and face different wholesale, tax and competitive conditions. Regional markets can also be separated by pipeline capacity, fuel specifications or disruptions.
The bottom line
Gasoline prices do fall when lower crude costs work through the market, but the adjustment is delayed because gasoline is a refined, transported and taxed product. Finished-fuel supply, inventories, refinery margins, seasonal specifications, fixed taxes and local competition can all keep pump prices elevated after an oil-price decline. Watching the whole price chain—not crude alone—explains both the lag and the differences between stations.
