Because the pump price is not the crude-oil price. Drivers buy finished gasoline, whose price combines crude, refinery operations and margins, supply and transport, taxes, seasonal fuel requirements, and local station economics. Those parts can move at different speeds. A fall in a crude benchmark can therefore coincide with a temporary increase in wholesale or retail gasoline, or with a decline that reaches stations only after a delay.
The evidence below is U.S.-focused. Tax figures are dated, seasonal comparisons are historical averages, and examples from federal agencies describe particular periods rather than a guarantee about every station or year.
The price at the pump has four broad parts
The U.S. Energy Information Administration (EIA) groups a gallon of gasoline into four components: crude oil; refining costs and profits; distribution and marketing; and taxes. Crude is usually the largest component, but its share changes over time and differs by region. The other components do not automatically fall when a crude benchmark falls.

A falling oil quote is therefore a change in one input, not an instruction that every downstream price must fall on the same day.

Gasoline is a separate, constrained product market
Refiners first have to make gasoline, and the finished product then has to reach the market where it is needed. Gasoline availability can tighten while crude prices are declining.
Refinery outages and maintenance
A planned turnaround, an unplanned failure, or a temporary reduction in operating rates removes gasoline-making capacity. Buyers then compete for fewer gallons. The resulting wholesale gasoline price can rise even when refiners are paying less for crude. A refinery problem in one region may matter more locally than a broad national oil-price change.
Pipelines, imports, and terminals
Gasoline moves through pipelines and storage terminals before tanker trucks deliver it to stations. A pipeline disruption, terminal problem, weather event, or reduction in imports can interrupt that flow. Regions with limited alternative supply are especially exposed because replacing missing gallons takes time and may require more expensive shipments.
Inventories are the short-term cushion
EIA explains that inventories absorb temporary mismatches between supply and demand. When stocks fall unexpectedly, wholesalers may bid more for available gasoline because they are concerned about future adequacy. That bidding can lift gasoline prices even if the crude market is weak. Conversely, ample stocks can soften the effect of a crude increase. Inventory data therefore help explain a pump-price move that a crude chart alone cannot.

Why a crude decline can take longer to reach stations
There are separate prices at each stage: crude, wholesale gasoline, and retail gasoline. A change must pass through refining, storage, transportation, and station sales. Existing inventory may have been purchased at an earlier cost, and supply contracts may reset on schedules rather than continuously. Retailers also change posted prices according to local competition and replacement-cost expectations, not simply the last crude quote they saw.
The documented 2014–15 example
The U.S. Bureau of Labor Statistics (BLS) examined the second half of 2014 through early 2015, when West Texas Intermediate crude prices fell faster than retail gasoline prices. In the fourth quarter of 2014, WTI fell 36.4 percent and retail gasoline prices fell 24.5 percent. During the same quarter, the BLS automotive fuels and lubricants retailing index rose 41.0 percent. That index measures changes in the retailing margin category; it is not a direct reading of a station’s profit per gallon.
BLS discusses several possible reasons for this slower pass-through: the time required to refine and distribute fuel, differences in local competition, and retailer incentives. The episode demonstrates that a lag can occur; it does not prove that every station always delays a decline.

BLS describes a commonly observed pattern in which pump prices rise quickly after wholesale costs increase but fall more slowly after costs decrease. The nickname is useful shorthand, but it should not be treated as a universal rule or as evidence that any particular station is acting improperly. Market structure, inventory replacement costs, nearby competitors, and delivery schedules differ from place to place.

A later Federal Reserve illustration
An August 11, 2026 article from the Federal Reserve Bank of St. Louis likewise notes that gasoline and crude prices do not move one-for-one and estimates faster adjustment when oil rises than when it falls. Its illustration said gasoline might take about six months to return within 25 cents of a pre-conflict level if oil returned to its earlier level by July 20 and then stayed flat. The authors label that scenario hypothetical, not a forecast. It should not be used as a general lag time for future price changes.
Summer gasoline can cost more even with cheaper oil
Gasoline’s required formulation changes with weather. Summer gasoline is designed to be less prone to evaporation in warm conditions, which can require more expensive blending components. Driving demand is also generally higher in summer, adding pressure to supply.
EIA’s historical comparison found that, across 2004–2023, the average U.S. regular-gasoline price in August was about 40 cents per gallon higher than in January. This is a 20-year monthly average, not a guaranteed spread in any particular year. A crude decline occurring during the spring or summer can therefore be offset by seasonal demand and formulation costs.

Fuel taxes are usually charged per gallon, so they do not fall automatically when oil does. EIA reports a federal motor-gasoline tax of 18.40 cents per gallon, made up of an 18.30-cent excise tax and a 0.1-cent Leaking Underground Storage Tank fee. EIA also reports average state taxes and fees of 33.55 cents per gallon as of January 2026. The state number is an average, not the rate in every state, and both figures should be checked for later legislative changes.

Some jurisdictions also apply sales or local taxes. Because those charges are tied to gallons or retail transactions rather than the daily crude quote, they can make a local pump price appear resistant to an oil decline. A station in a high-tax area can remain more expensive than one across a state line even when both buy gasoline from the same broad market.
Local conditions explain why nearby stations differ
Distribution costs vary with distance from a refinery or terminal, road access, truck availability, and the number of gallons a station sells. Retailers have different leases, labor costs, credit-card fees, and maintenance expenses. Competition matters too: a station surrounded by discount competitors may cut its margin quickly, while an isolated station may not.
For that reason, a national crude benchmark cannot predict the exact price on one street corner. EIA identifies location, local competition, supply conditions, and retailer strategy as contributors to station-to-station differences. A local price-comparison service can help a driver find a cheaper nearby station, but it cannot forecast how quickly a crude move will pass through the national supply chain.

How to interpret a crude-versus-gasoline chart
Comparisons are meaningful only when the measurements line up. Before concluding that retailers are ignoring cheaper oil, check the following:

- Same dates: Compare daily, weekly, or monthly data on the same time basis. A daily crude settlement may be compared with a retail price that reflects fuel bought earlier.
- Same geography: A U.S. national retail average should not be judged against a regional wholesale quote without accounting for transport and local supply.
- Same product stage: Distinguish crude, wholesale gasoline, and the pump price. They are different markets.
- Correct gasoline grade and formulation: Regular, midgrade, premium, reformulated, and seasonal blends can have different costs.
- Inventory and operations: Look for refinery outages, pipeline or import disruptions, and unexpected inventory draws.
- Taxes and margins: Identify which taxes are included and remember that a retailing-margin index is not the same as a station’s net profit.
Using one crude benchmark as a mechanical formula for every station hides these differences and can produce a misleading conclusion.
What a driver can reasonably expect
A sustained crude decline usually creates downward pressure on gasoline costs, but the timing and size of the reduction depend on the rest of the chain. If refineries are running normally, inventories are comfortable, transport is unobstructed, seasonal demand is moderate, and local competition is strong, the decline may reach pumps relatively quickly. If any of those conditions tighten, gasoline can stay high or rise temporarily.
The practical response is to separate two questions: whether gasoline supply is becoming cheaper nationally, and whether a better price is available locally today. Checking several nearby stations addresses the second question. It does not establish that crude prices should have produced a specific national pump price, because taxes, formulation, logistics, and retail margins remain in the total.

Crude oil is a major input, not the whole gallon. Refinery capacity, gasoline inventories, transport, seasonal specifications, taxes, and local retail conditions can overwhelm or delay the effect of a falling crude price. That is why gas prices can rise while oil falls—and why a later decline at the pump may be real but slower than the move in crude.
