Foreign investors buy or sell South Korean stocks when expected returns, risks, currency exposure, and portfolio needs change relative to other markets. There is no single cause: company prospects and valuations, governance, the won, global conditions, and market access can all matter. A reported net flow shows what investors traded during a period—not why they traded or what they will do next.
Why are foreign investors buying or selling Korean stocks?
“Foreign investors” are not one decision-maker. The aggregate includes investors with different strategies, time horizons, benchmarks, and risk tolerances. One investor may buy because a company’s earnings outlook improved; another may sell the same stock to rebalance a portfolio or reduce currency exposure.
Useful explanations therefore distinguish possible motives from what flow data actually establish. No single official source assigns causal weights to the factors behind foreign equity purchases or sales.

Reasons investors may buy
- Company prospects: expected growth in sales, earnings, margins, dividends, or other company-specific developments may make a security more attractive. The available aggregate flow figures do not quantify how much these factors contributed.
- Relative valuation: investors compare prices and expected returns across countries and industries. The IMF describes relatively low price-to-book and price-to-earnings ratios for Korean companies compared with other advanced economies as part of the “Korea discount.” A low valuation may appeal to investors who expect it to narrow, but may also reflect concerns that persist.
- Governance and shareholder treatment: reforms can influence expectations about transparency, shareholder incentives, and corporate practices. The IMF’s Republic of Korea 2025 Article IV consultation says, “Reforms to reduce the ‘Korea discount’ and deepen financial markets are critical to attract long-term investment.” This is the report’s analysis, not a guarantee of higher prices or inflows.
- Portfolio allocation: institutions may establish or rebalance exposure to a country, sector, or company. The cited monthly flow reports do not identify how much trading was driven by benchmark changes.
- Easier access: changes to registration and foreign-exchange rules have reduced some operational barriers for foreign investors.
Reasons investors may sell
- Less attractive expected returns: company prospects, valuation, or opportunities in other markets may change. Without investor-specific evidence, this is a possible explanation rather than a proven cause of a particular month’s selling.
- Currency exposure: a weaker won can reduce returns measured in an investor’s home currency, or prompt hedging and portfolio changes.
- Rebalancing or profit-taking: investors may trim positions after a price rise, to restore target allocations, or to limit concentration. The recent aggregate reports do not establish what share of sales came from these motives.
- Global conditions: shifts in interest rates, volatility, and perceived opportunities can affect how investors allocate across markets and assets. They are context, not proof that a specific event caused Korean stock selling.
- Governance, information, or operational frictions: concerns about shareholder protections, disclosures, or access can affect how investors assess a market. The available policy discussion does not quantify the effect of these issues on flows.
How does the won affect a foreign investor’s return?
A foreign investor’s result has two components: the stock’s return in won and the change in the won against the investor’s reference currency. For example, an 8% share-price gain in won combined with a 10% fall in the won against the investor’s currency produces a negative foreign-currency result before costs. This is a mathematical illustration, not a reported market outcome.

That is why a weak won can make Korean stocks appear cheaper to a foreign buyer while also reducing the value of an existing investment when translated back into another currency. Whether the exchange rate attracts or deters a particular investor depends on expectations, hedging, and the investor’s base currency.
The Bank of Korea says long-run exchange rates are influenced by inflation differentials, economic growth, and interest-rate differentials. Near-term direction and scale also reflect supply, demand, and expectations. It distinguishes the spot foreign-exchange market from the foreign-currency funding and swap market, so liquidity in one does not necessarily mean dollar funding is abundant in the other.

What do recent foreign-investor flows show?
Recent figures illustrate why flows need a time period and an asset class. A net flow records purchases minus sales over a period; holdings measure the value or share of the market owned at a point in time. Holdings can remain high even during a period of net selling.

The August 2026 stock-flow turn is a snapshot, not evidence of a lasting trend or of the reason investors changed direction. National totals can also conceal differences between KOSPI and KOSDAQ, individual companies, and types of investors. They do not show that foreign investors bought or sold any particular stock.

How have Korean market-access rules changed?
South Korea abolished its prior foreign-investor registration requirement effective December 14, 2023. Foreign corporate investors may use Legal Entity Identifiers (LEIs), while individual investors may use passport numbers, to open accounts and invest in domestic listed securities. A broker or custodian may still require onboarding documents and impose account, tax, or service conditions, so investors should confirm requirements with their provider and in their jurisdiction.
Foreign-exchange reforms that took effect in July 2024 allowed direct onshore FX access for foreign financial institutions and extended trading hours. The IMF reports that average daily onshore FX spot trading volume over July 2024–June 2025 was 16.3% higher than in the preceding 12 months and 44.6% higher than the 2019–2023 period. Those figures describe FX-market activity after reforms; they do not establish that the changes caused stock inflows.

Short selling was fully reinstated on March 31, 2025. The Financial Services Commission described requirements for covered institutional and corporate investors to maintain controls and systems designed to prevent naked short sales, with securities firms required to verify relevant requirements before accepting orders. The rules affect market participation and operations; they do not mean foreign investors as a group are bearish.
What information and governance frictions remain relevant?
English-language disclosures have been one identified information friction. The Financial Services Commission reported in 2023 that English KRX disclosures filed in 2022 were about 13.8% of the number of Korean-language disclosures. That is a historical statistic, not a current estimate. It does not quantify any effect on foreign stock flows.

The IMF’s discussion of the Korea discount and governance reforms reflects policy concern about valuation, transparency, and shareholder incentives. A reform announcement can change expectations, but its effect on a given company or monthly flow depends on implementation and investor judgment; the available figures do not isolate that effect.
How should you interpret a claim about foreign buying or selling?
- Check the period and publisher: a monthly flow is different from a year’s investment total.
- Check whether the figure measures net transactions, holdings, or ownership as a share of market capitalization.
- Separate equities from bonds; flows in opposite directions can occur at the same time.
- Separate the won-denominated share return from the exchange-rate effect on a foreign-currency return.
- Do not infer a company’s trading from a national total, or infer motive from transactions alone.
Foreign selling does not mechanically determine the won. Currency rates reflect multiple market channels, including fundamentals, expectations, and short-term supply and demand.
