Elgin Community College’s six Flock Safety cameras stayed in place after the college asked to end its contract because Flock rejected the October 2025 request, saying the college had not breached its agreement, according to college president Peggy Heinrich. The college later offered to pay the remaining five months, but Heinrich said it received no response. The contract expired in April 2026, when Flock removed the cameras.

Why Elgin wanted to cancel the contract

Elgin Community College installed six Flock Safety cameras in April 2025. The automatic license plate reader (ALPR) system can identify vehicle registration information, vehicle models, and details such as dents and bumper stickers. The report described intended uses including locating stolen cars and missing people.

The college’s concern arose amid reports that immigration authorities had searched Flock data from other Illinois campuses, and after ICE detained an Elgin student in a campus parking lot in September 2025. Heinrich said students were afraid to come to class. She described the college’s aim as reassurance: “We’re just doing everything we can here to be sure this feels like a safe place for our students to come,” and “We want them to come here and to be able to focus on learning.”

The distinction between reported statewide access and Elgin’s own data matters. Heinrich said the college audited its Flock data and found no evidence that federal immigration agents had accessed it. The college’s decision to seek removal was precautionary; the available report does not establish that immigration agents used Elgin’s camera data.

What happened to the contract and cameras

When What happened
April 2025 Elgin Community College hired Flock to install six cameras.
September 2025 ICE detained an Elgin student in a campus parking lot, according to the report.
October 2025 College staff requested cancellation and camera removal. Heinrich said Flock rejected the request within a day, stating that the college had not breached the agreement.
December 2025 The college offered to pay for the remaining five months and again asked for removal. Heinrich said, “We never received a response back from Flock.”
Before April 2026 Heinrich said staff covered the cameras with black bags and zip ties. She said workers in an unmarked vehicle removed the coverings when they came to service the cameras, but she assumed rather than independently confirmed that the workers were from Flock.
April 2026 The contract expired and Flock removed the cameras, according to the report.

The report does not reproduce Elgin’s contract, cancellation notices, payment offer, or complete audit. That means the public account does not establish the contract’s full termination terms or whether either party breached it.

How the Illinois data-access concerns relate—and do not relate—to Elgin

Public records obtained by surveillance researcher Torin Monahan and WBEZ showed Flock data from other Illinois public campuses—including Joliet Junior College, UIC, and UIUC—was searched dozens of times in the preceding year in connection with immigration enforcement. In some instances, federal immigration authorities directly accessed college data. Separately, the Illinois Secretary of State found that CBP searched Illinois Flock data in violation of state law, as reported by Open Campus and WBEZ.

Those findings concern other campus data and statewide searches; they do not override Elgin’s reported audit result. The underlying records, state review, and applicable law are not reproduced here, so the reported finding should not be expanded into a broader legal conclusion.

Flock’s reported position is that federal agencies, including ICE, can no longer access local Flock data unless law enforcement agencies grant access. That is the company’s stated policy, not independent verification of the current technical controls. Flock did not respond to WBEZ’s request for comment on the Elgin dispute.

Other Illinois institutions made different decisions

Oak Park: cancellation by a municipality

Oak Park is a separate municipal case, not a college contract. The Wednesday Journal reported that the village board voted on August 5, 2025, to cancel its contract for eight cameras. Image capture stopped on August 6, with physical removal to be coordinated. Trustees cited privacy and immigration-enforcement concerns. The report also described restrictions Oak Park placed on external searches and early audit findings. These details illustrate a broader Illinois debate over ALPR oversight; they do not establish Elgin’s contract terms or data history.

Parkland College: a separate two-year license

Parkland College’s September 2024 board minutes record approval of a two-year license for six Flock Safety Falcon ALPR cameras and network access, at $36,000 total ($18,000 annually). The minutes list alerts for stolen vehicles, wanted suspects, and people missing under AMBER or Silver Alerts, and describe two-way data access with local law enforcement. This is Parkland’s arrangement, not evidence of Elgin’s price, contract length, or access terms.
