Electronics are made in multiple countries because no single location usually performs every specialized task efficiently. A modern product may combine intellectual property and circuit design from one economy, chemicals and equipment from several others, wafer fabrication in another, component assembly elsewhere, and final integration near a major market. Semiconductor production makes this structure easiest to see: its design, fabrication, assembly, testing and packaging stages depend on a large network of upstream suppliers and feed many downstream industries.

What an international electronics supply chain actually is

An electronics supply chain is the connected sequence that turns ideas and raw inputs into a working device. It includes design software and intellectual property, basic materials and specialty chemicals, manufacturing equipment, semiconductor fabrication, component assembly, inspection, logistics and final-product integration. Different companies can own or operate different links, and those links may be located in different countries.

The final product is therefore the result of distributed value creation rather than one factory doing everything. The country printed on a package may identify the last substantial transformation or the legal country of origin, while substantial design, materials, processing and testing occurred elsewhere.

The World Trade Organization describes this pattern succinctly: “Today, companies divide their operations across the world, from the design of the product and manufacturing of components to assembly and marketing, creating international production chains.”

Semiconductors show why the chain is split

Semiconductors are a useful representative case, not a universal route for every electronic product. The exact path varies by device and company, but the main stages illustrate why international specialization develops.

1. Chip design

Designers define what an integrated circuit should do: its logic, memory, interfaces, power behavior and physical layout. This work depends on engineering talent, design software, intellectual property and verification tools. A company can specialize in design without owning a wafer factory. The OECD uses US fabless companies as an example of firms that concentrate on design while relying on foundries in Chinese Taipei for fabrication.

2. Materials, chemicals and equipment

Fabricators depend on an upstream ecosystem that includes silicon and other materials, basic metals, specialty chemicals, photo-related materials, process gases, manufacturing tools and inspection equipment. These suppliers may be located in several economies because each product requires its own technical expertise, production capacity and qualification history.

The OECD says some integrated circuits can require up to 500 specialty chemicals. The organization also describes semiconductor production as involving more than 1,000 processes across design, fabrication, assembly, testing and packaging. Those figures explain why a chip factory is connected to far more businesses than the factory itself.

3. Wafer fabrication

In fabrication, circuit patterns are created on silicon wafers through repeated, tightly controlled processes. This stage is highly capital intensive: facilities require expensive tools, specialized buildings, clean production environments, process engineers and years of accumulated know-how. High fixed costs and the benefits of running equipment at scale encourage companies to concentrate fabrication in a limited number of locations.

4. Assembly, testing and packaging

Processed wafers are sent for assembly, testing and packaging, often abbreviated ATP. The wafers are cut into individual dies, each die is connected and enclosed in a package, and the finished units are tested for performance and defects. Packaging determines how a chip connects to a circuit board and how it handles heat, power and signals, so it is an engineering stage rather than a merely administrative final step.

5. Downstream integration

Finished chips become intermediate inputs for smartphones, computers, vehicles, industrial systems, communications equipment and other goods. Electronics manufacturers combine them with displays, batteries, circuit boards, sensors, mechanical parts and software before selling a complete product. A disruption at an upstream stage can therefore affect companies that never purchase wafers directly.

Why companies and countries specialize

Different capabilities fit different stages

Design, chemical production, equipment manufacturing, wafer fabrication, packaging and final integration require different skills and supplier relationships. Concentrating a stage where the relevant expertise already exists can improve reliability and reduce the cost of repeating the same capability in every country.

Scale helps justify enormous fixed costs

Some stages need billions of dollars in facilities and equipment before the first saleable component is produced. A company serving customers across many markets can spread those fixed costs over larger output. This scale effect is one reason fabrication and other critical activities become geographically concentrated instead of being duplicated in every consumer market.

Specialist business models connect the stages

The industry does not have to place design, fabrication and packaging under one corporate roof. A fabless designer can contract a pure-play foundry; a foundry can purchase tools and chemicals from specialized suppliers; an assembly and testing provider can serve several chip designers. Other firms do integrate multiple stages, but the existence of these business models makes cross-border production practical.

Supplier ecosystems reinforce existing locations

A mature production cluster offers trained workers, maintenance providers, testing laboratories, logistics services and nearby customers. Once those relationships are established, a new entrant may find it easier to locate near the cluster than to build an isolated alternative. This creates path dependence: expertise and suppliers attract more activity, which in turn deepens the ecosystem.

Demand is international

Chips and other components are sold into products assembled and marketed around the world. Companies can therefore source a specialized input from one economy, process it in another and deliver it to a manufacturer serving a third market. International trade links the stages to the places where final products are designed, assembled and sold.

A step-by-step example of the flow

  1. Define the product requirement. An electronics company specifies the computing, sensing, communications or power function it needs.
  2. Create the circuit design. Engineers develop the architecture and layout using design tools and licensed intellectual property.
  3. Qualify materials and tools. The fabrication plan depends on silicon, chemicals, process gases, manufacturing equipment and inspection systems from specialized suppliers.
  4. Fabricate wafers. A foundry or integrated manufacturer forms many copies of the circuit on silicon wafers through successive process steps.
  5. Assemble and test. An ATP facility separates the dies, packages them, checks electrical performance and rejects defective units.
  6. Ship intermediate chips. The tested components move to a company making circuit boards, modules or complete devices.
  7. Integrate and sell the product. The downstream manufacturer combines the chip with other components, software and enclosure parts, then distributes the finished electronics.

Every arrow in this sequence can cross a border. The number of borders is not a goal by itself; it reflects where the required capability, capacity and commercial relationships are located.

How concentrated is semiconductor production?

International production does not mean capacity is evenly distributed. OECD measures show substantial concentration in semiconductor value added.

Measure Scope and date Reported result
Top five economies’ share of global semiconductor value added OECD analysis of 2018 value added About three-quarters
China, Korea and Chinese Taipei combined OECD report using 2018 data, published in 2023 Around 60 percent
Semiconductor value added in final demand for ICT and electronics excluding semiconductors Average across countries; OECD analysis of 2018 data, published in 2023 8 percent

These percentages describe semiconductor value added, not all electronics manufacturing, and they are historical 2018 measurements. They should not be presented as current market shares or as proof that one economy controls the entire electronics chain. A country can be highly important in one stage while depending on other economies for materials, tools, design or downstream customers.

Why a disruption in one place can affect products elsewhere

Semiconductors are upstream inputs. If a concentrated supplier, facility or trade connection is interrupted, downstream manufacturers may be unable to complete products even when their own factories and workers are available. Replacing the missing input is not always quick because an alternative source must have compatible equipment, qualified processes, available capacity and regulatory or customer approval.

The OECD estimates that semiconductor value added represented 8 percent of final demand in ICT and electronics excluding semiconductors, averaged across countries, using 2018 data. That statistic does not assign a single cause to any shortage. It shows why chip availability can matter beyond the semiconductor industry itself.

Disruption can also move in both directions. A fabrication problem can reduce supplies to device makers, while weak demand for phones, computers or vehicles can reduce orders for chip producers and their suppliers. Interdependence creates efficiency during normal operations but exposes connected businesses to shocks at a critical node.

Why moving production is difficult

Adding a second source is more than constructing a building. A replacement site needs suitable infrastructure, specialized equipment, trained staff, dependable utilities, qualified suppliers and a process that produces equivalent components. Customers may need to validate the new part in their own designs. These requirements make capacity shifts expensive and slow, even when governments or companies want greater geographic diversity.

Greater domestic capacity can reduce dependence on a particular trade route or supplier, but it does not automatically remove risk. A new facility may still rely on imported chemicals, tools, software, metals or equipment maintenance. Resilience is therefore a network question: which stages are concentrated, which alternatives are qualified, and how quickly can production switch?

What a “made in” label leaves out

Origin labels are useful for customs and consumer information, but they compress a multi-stage process into one location. The final assembly country may not be where the circuit was designed, the wafer fabricated, the package tested or the specialty chemicals produced.

The WTO cautions that assigning all commercial value to the last country of origin can distort understanding of global production. To interpret an origin claim, ask which transformation the label records and which upstream activities it omits. A device assembled in one country can contain value added from many others without the label being technically false.

How to compare countries or stages accurately

Country comparisons become misleading when they treat “electronics manufacturing” as one activity. Use these questions instead:

What’s actually slowing this PC down?

  • Which stage is performed? Identify design, materials, equipment, wafer fabrication, assembly/testing/packaging or final integration.
  • What inputs are essential? List the chemicals, metals, tools, software, skills, infrastructure and services that stage requires.
  • How concentrated is the capability? Consider the number of qualified suppliers and whether capacity is clustered in a few economies.
  • Where does the output go? Trace the stage’s connection to downstream chips, modules and finished products.
  • What does the origin label omit? Separate final assembly or legal origin from the full distribution of value added.

These questions are analytical prompts, not a claim that every stage has the same costs or the same number of alternatives. Design may have different economics from fabrication, and packaging may have a different supplier base from chemical production.

The broader lesson for electronics

The semiconductor example applies as a way to understand specialization, not as a map for every product. A display, battery, camera module, printed circuit board or power device can follow a different combination of suppliers and countries. Some companies keep several stages together; others outsource most production. Product complexity, required volumes, technical standards and customer location all influence the route.

What remains consistent is the logic: firms connect internationally when distinct capabilities are available in different places, when scale makes concentration economical, and when trade allows intermediate goods to move between stages. The result is a supply chain that is efficient because it specializes, yet vulnerable because the stages depend on one another.

Bottom line

Electronics supply chains span multiple countries because design, materials, equipment, fabrication, testing, packaging and final integration are separate capabilities with different capital and skill requirements. Semiconductor production demonstrates the pattern most clearly: a highly connected network can deliver sophisticated products at scale, but concentration in critical stages means a problem in one location can constrain manufacturers far away. Understanding the stage and the value added—not just the final assembly label—is the most accurate way to explain where an electronic product comes from.
